That is the original group’s stated goal; a later group called the “true Organization XIII” serves Master Xehanort’s plan to recreate the χ-blade and restart the Keyblade War.
Who are Organization XIII?
The original Organization XIII is a group of thirteen Nobodies, led by Xemnas. In Kingdom Hearts, Nobodies are the remaining shells of people who have lost their hearts—not simply ordinary people without bodies. Square Enix’s official character overview describes the cloaked group as seeking their hearts so they can become complete again.
The group’s black coats and matching name make it look unified, but its members are not interchangeable. Their shared public aim does not establish that every member has the same personal motive or knows the leaders’ full intentions.
Why does the original Organization want Kingdom Hearts?
The Organization believes Kingdom Hearts can restore what its members have lost. The official manual calls Kingdom Hearts their “ultimate desire” and says they believe it will make them complete. This is the group’s stated belief, not a complete account of every hidden motive in the wider story.

In the original group’s plan, hearts gathered through the events of the games are used to create a Kingdom Hearts made from people’s hearts. Square Enix’s series timeline connects this project to Kingdom Hearts 358/2 Days and Kingdom Hearts II: Roxas joins the Organization, forms close ties with Axel and Xion, and the conflict in Kingdom Hearts II centers on the group’s effort to obtain Kingdom Hearts.
How is the “true Organization XIII” different? Spoilers for later games
The “true Organization XIII” is a later formation by Master Xehanort, not just another name for Xemnas’s original group. Square Enix’s series timeline describes Xehanort’s return after the defeat of his Heartless and Nobody, followed by the formation of the true Organization from his own incarnations. Official episode summaries connect this later scheme to recreating the χ-blade and bringing back the Keyblade War.

The distinction matters: the original members’ stated search for hearts should not be treated as proof that all of them knowingly shared Xehanort’s ultimate plan.

Kingdom Hearts 358/2 Days gives context for Roxas’s time in the original Organization and his relationships with Axel and Xion. Kingdom Hearts II shows the group’s campaign to obtain Kingdom Hearts. For a collection of these early stories, Square Enix lists Kingdom Hearts HD 1.5 + 2.5 ReMIX as containing six series stories, including Kingdom Hearts II Final Mix and an HD cutscene compilation of 358/2 Days. The latter is a compilation, not a fully playable version of that game; platform and edition availability may vary by region and date.
