Check the wheel’s toggle in the in-game menu first; if you’re using a command such as /e dance, chat must be available. If chat is unavailable in multiple experiences, check your account’s communication settings and any age-check, parental-consent, or regional limits.
Check whether the Emotes wheel is turned off
Roblox lists Emotes as an experience control that can be switched On or Off. Open the in-experience menu and look for the Emotes control. If it is off, turn it on and try the wheel again. The control applies to the experience you are playing, so its availability or setting may differ elsewhere. Roblox Experience Controls
Why does /e dance do nothing?
Roblox says chat-command emotes are unavailable when in-experience chat is disabled. If chat works, enter one of these default commands in the chat box:
/e wave/e point/e cheer/e laugh/e dance/e dance2/e dance3
Roblox also provides default emotes through the Emotes option in the hamburger menu. The menu wheel and chat commands are separate ways to access emotes, though the commands require chat. Roblox Support: Animation System (Emotes)

Find out whether the issue is specific to one experience
Try the wheel or a chat command in another experience that supports emotes and chat. If emotes work there, the problem is likely limited to the first experience’s controls or chat availability, rather than a general device failure. If chat is unavailable in multiple experiences
Chat access depends on Roblox account communication settings and may also be affected by age-check requirements, parental consent, or regional conditions. Review the current Roblox guidance for chat eligibility and your account’s communication settings; requirements can change, so the live help pages are the best source for account-specific rules. If the slash key will not enter the command
On some computer keyboard layouts, Roblox says the slash key can cause trouble in chat. Try the backslash key instead. Roblox also describes changing keyboard region settings as a possible workaround, but warns this may affect other programs. How to chat on Roblox

To find the current experience’s keyboard shortcuts or mobile gestures, open its in-experience help menu. Roblox says this help area includes device-specific controls. In-experience Settings and Help
