In a closely matching 2015 AnandTech Forums report, the player marked the issue solved after switching to Fullscreen. That is a useful first test, not a guaranteed fix: aggregate utilization alone does not identify what is limiting performance.
1. Compare Borderless Fullscreen with Fullscreen
Open the game’s display or graphics settings and change Windowed Mode from Borderless Fullscreen to Fullscreen. Retest in the same area where the drop usually occurs, using the same resolution and graphics settings. If the problem persists, switch back before testing another change so you can tell which setting affected the result.
The historical report behind this suggestion was posted on September 5, 2015. AnandTech Forums member Inbox wrote that the problem was Borderless Fullscreen rather than Fullscreen and marked the thread solved after changing modes: “The problem was the Windowed Mode was set to Borderless Fullscreen instead of Fullscreen.” Read the AnandTech Forums thread. One player’s fix does not establish a universal game bug or guarantee the same result on another PC.
2. Check your PC against the game’s published requirements
NVIDIA’s August 31, 2015 PC guide reproduces the requirements attributed to Konami. They are historical specifications, not a promise of a particular frame rate on current hardware.

These figures are useful as a basic compatibility comparison, but they do not explain a specific slowdown. A PC that meets the recommended tier can still have frame drops for other reasons, and a 50% aggregate-use reading does not prove that a component is adequate or at fault. NVIDIA’s Metal Gear Solid V: The Phantom Pain Graphics & Performance Guide discusses the requirements and the performance tradeoffs involved in higher detail and resolution.
3. Test graphics settings one at a time
Resolution and graphics detail affect the work the GPU must do. NVIDIA describes The Phantom Pain as more demanding than Ground Zeroes, in part because of its larger scale, gameplay options, and frequent visual effects. If you need to test whether a graphics setting matters, change one setting at a time and repeat the same section of gameplay rather than changing a group of options together.
Try Shadow Quality as a controlled comparison
NVIDIA suggests lowering Shadow Quality to High when extra performance is needed. Its guide warns that Medium visibly reduces shadow quality, while Low removes shadow definition. The guide does not promise a fixed frame-rate improvement from any of these changes, so judge the result on your own system and choose the quality tradeoff you prefer.

4. Measure the slowdown before naming a bottleneck
A total CPU percentage combines activity across processor cores. It can therefore look moderate even when one or more cores are heavily occupied. Conversely, a 50% GPU reading does not by itself rule out a graphics-related problem. Neither number alone establishes that the CPU or GPU is the bottleneck, that the graphics card is defective, or that VRAM is insufficient.
To make a useful comparison, reproduce the drop in a repeatable area and record the following together:
- Frame rate and frame-time pattern during normal play and during the drop.
- Display mode, resolution, and graphics settings.
- Per-core CPU use, GPU use, VRAM use, clock speeds, and temperatures.
- Whether the game is installed on an internal or external drive.
Compare the readings before and during the slowdown. A sharp frame-time spike is different from a consistently low frame rate, and the pattern can help narrow down what to test next. These checks are diagnostic suggestions; the available reports do not establish a particular cause for an individual PC.

5. Separate an FPS drop from a loading-screen hang
If the actual symptom is getting stuck on the loading screen rather than losing frames during gameplay, treat it as a different problem. KONAMI’s support page says NVIDIA Share can interfere with the Steam version in that loading-screen case; it does not identify NVIDIA Share as a remedy for FPS drops. For that specific symptom, test with NVIDIA Share disabled and consult KONAMI’s The Phantom Pain: Unexpected Behaviours support page.
6. Treat external-drive advice as an unconfirmed lead
The community-maintained MGSV Modding Wiki troubleshooting chart suggests not running the game from an external HDD when addressing frame-rate drops. It does not provide controlled results or show that an external drive caused a particular player’s slowdown. If the game is installed externally, moving it to an internal drive can be a comparison to try, but the suggestion is not proof of a storage-related cause. Do not buy a graphics card based only on the 50% utilization figure. An upgrade becomes a reasoned option only if repeatable measurements show that the GPU is limiting performance under the settings and resolution you want to use. The published requirements provide a historical baseline, not a diagnosis or an upgrade recommendation.
