Its documented use is as an alternative brewing base for an extended Potion of Weakness. The item is described as unobtainable in Survival mode.
What does a Long Mundane Potion do?
By itself, it does not give the player a status effect. The Minecraft Wiki’s Mundane Potion reference describes mundane potions as having no effects.
What can you brew with it?
In Bedrock Edition, use a Long Mundane Potion with a fermented spider eye to brew an extended Potion of Weakness. This is a special brewing use, not a general-purpose base for other potions.
Can you get one in Survival mode?
No. The Minecraft Wiki references for mundane potions and uncraftable potions describe the Long Mundane Potion as unavailable in Survival mode.
