That is the discounted floor, not the normal starting price: the lowest base offer is 10 emeralds. Curing a zombie villager can reduce the price, but exact behavior depends on your edition and version.
How the Mending trade price works
Mending is obtained through an enchanted-book trade with a librarian. In the ordinary trade setup, the base price range starts at 10 emeralds; discounts can lower the cost to 1 emerald. You still need to provide a book as the other trade ingredient, so the trade is not free. The Minecraft Wiki’s trading reference lists the ordinary offer range and the one-emerald minimum.

How to reach the one-emerald price
Cure a zombie villager librarian to get a trade discount. A cured villager keeps its trades, and the discount can bring the Mending trade down to the one-emerald floor. Prices can also move with demand and player reputation, so an offer may not stay at the same price in every circumstance. Mojang describes those price effects in its Village & Pillage release announcement.
Edition and version caveats
Java Edition 1.20.2 and later
Repeatedly turning the same villager into a zombie and curing it no longer stacks the large cure discount. Mojang’s issue record documents the fix in snapshot 23w31a; do not rely on repeated cures to keep lowering a villager’s price in current Java versions. Bedrock Edition
Curing also affects trade prices in Bedrock, but Bedrock’s pricing settings are edition-specific. Microsoft’s trade-table documentation distinguishes pricing formulas. The practical answer remains that a discounted trade can reach the one-emerald floor; Java discount calculations should not be assumed to apply identically.
Optional Villager Trade Rebalance
If you enabled the Villager Trade Rebalance experiment or its data pack, librarian book availability can depend on biome. That is a different setup from ordinary librarian trading, so check whether the option is active before trying to reroll a standard librarian.
