Video Games That Were Banned—and What Actually Happened

“Banned” can mean several different things. These documented cases distinguish court confiscations, prohibition orders, classification refusals and dissemination blocks from publicity-driven withdrawals and complaints.

“Banned” can mean a court ordered copies confiscated, a government prohibited a game, or a classification board refused to rate it. Those actions are not the same—and the records available here establish fewer than ten confirmed cases. This guide separates documented government or court actions from controversy, complaints and market withdrawals, rather than filling a ten-game list with claims the evidence cannot support.

What counts as a video game ban?

A prohibition order or court-ordered confiscation is a formal state action. A refusal to classify can prevent lawful sale where a rating is required, but may be overturned or followed by a modified version receiving a certificate. A government-ordered block on dissemination is another distinct measure. By contrast, a game’s withdrawal after negative publicity, a police complaint, or an age rating does not by itself establish a ban.

The cases below are historical accounts in a 2008 European Commission report and a 2007–2008 Norwegian government report. They do not establish each game’s current legal status or retail availability.

Confirmed government or court actions

Manhunt — Germany, 2004

  • Action: Munich County Court ordered all versions confiscated.
  • Reason reported: The European Commission said the court relied on a penal provision against depicting and glorifying violence.
  • Afterward: The report does not provide a later legal outcome for Germany.

Manhunt — United States, United Kingdom and Ireland

  • Action: A Norwegian government report retrospectively describes the game as temporarily banned in these countries and withdrawn from the market.
  • Reason: The cited passage does not give a country-by-country legal rationale or chronology.
  • Afterward: The report says a milder version was later produced. It does not establish the details of that version’s release in each country.

Manhunt 2 — Ireland, United Kingdom and Italy, 2007–2008

The European Commission report records different actions in each country; describing all three simply as the same kind of ban would obscure what happened.

  • Ireland: In June 2007, authorities issued a prohibition order. The cited account does not detail a later outcome.
  • United Kingdom: The British Board of Film Classification (BBFC) rejected the original game in June 2007. Following an appeal and judicial review process, a modified version received an 18 certificate in 2008.
  • Italy: In June 2007, the Minister of Communications blocked dissemination of the game.

Dead Rising — Germany, 2007

  • Action: The game was placed on the Index and confiscated by a Hamburg County Court decision in June 2007.
  • Reason: The cited report excerpt does not state the court’s reasoning.
  • Afterward: The report does not give a later legal outcome.

Carmageddon — United Kingdom, 1997

  • Action: The European Commission report describes the original as the first video game refused BBFC classification.
  • Afterward: A modified version later received a classification certificate. The refusal therefore did not mean every version remained prohibited.

Controversies that were not confirmed bans

Rule of Rose — Europe, 2006

The Norwegian government report describes public and political controversy around the game and says it was later withdrawn due to negative publicity. The cited passage does not establish a formal prohibition or other legal ban. Withdrawal after controversy is not proof that a government or court banned a game.

Grand Theft Auto — Norway, 2003

The Commissioner for Children and the Norwegian Consumer Council reported the game to police under a penal-code provision concerning improper use of gross violence for entertainment. Police ultimately dropped the case. A complaint and investigation are not a prohibition; the cited account does not describe this as a ban.

Why an age rating is not a ban

Ratings identify intended audiences or content categories; they are not, by themselves, prohibitions. In the UK, the government announced in 2012 that the Video Standards Council would classify games under PEGI and that PEGI 12, 16 and 18 ratings would receive legal backing under new rules. That announcement describes the rules introduced at that time, not a statement of the UK’s present regulatory arrangements. UK government announcement, 27 July 2012.

In the United States, the Entertainment Software Rating Board (ESRB) says 65% of ratings assigned to physical and console-downloadable games in 2024 were E or E10+. It also reports that, according to Hart Research Associates in 2025, 83% of parents with children who play video games were aware of ESRB ratings and 77% regularly checked them before buying a game. These figures describe ratings and parental awareness, not bans or censorship frequency. ESRB FAQs.

The ESRB’s history page quotes its president, Patricia Vance, attributing this statement to the late U.S. Supreme Court Justice Antonin Scalia: “This [ESRB rating] system does much to ensure that minors cannot purchase seriously violent games on their own, and that parents who care about the matter can readily evaluate the games their children bring home.” This is a quotation relayed by the ESRB, not a ban decision. Why the same game can face different outcomes

These cases involve different decision-makers and legal mechanisms: courts ordered confiscation in Germany; an Irish prohibition order and an Italian dissemination block targeted Manhunt 2; and the BBFC’s initial refusal of Manhunt 2 in the UK was followed by a certificate for a modified version. The Norwegian report also observed, in its discussion of PEGI policy, “The industry preferred self-regulation at the European level to national regulation by law.” That historical statement helps explain the debate over regulation, but it does not make classification systems equivalent to national bans.

To assess a claim that a game was “banned,” check the jurisdiction, year, authority, exact action and outcome for the specific version. A formal order, a classification refusal, a temporary dissemination block, a rating, a complaint and a commercial withdrawal are materially different events.
