vssccui.dll Won’t Load: Identify the Old Developer Studio App

If vssccui.dll is missing or cannot be loaded, repair the older application that requested it rather than downloading a replacement DLL. The file is a legacy Microsoft Developer Studio source-control component, commonly associated with Visual Studio 6-era installations and related development software.

What this file actually does

vssccui.dll is identified as Microsoft(R) Visual Studio Source Code Control Package. Its product association is Microsoft (R) Developer Studio, and its publisher is Microsoft Corporation.

The DLL belongs to the source-control portion of an old development environment. Visual Studio 6 included source-control functionality, and Visual SourceSafe 6.0 was included with the Enterprise edition. Microsoft’s source-control documentation also describes DLL-based integrations and registered source-control components.

This is an application-owned file, not a normal Windows component. It should not normally be recreated by Windows Update, the modern Visual C++ Redistributable, SFC, or DISM. It is also not the same file as vssui.dll, which is associated with Windows Volume Shadow Copy interfaces.

The commonly encountered file is a 32-bit component. A 32-bit legacy program can run under WOW64 on 64-bit Windows, but a 64-bit process cannot load a 32-bit DLL. That distinction matters when a program has been migrated to a new computer or when an old development tool is being run on Windows 10 or Windows 11.

Visual Studio 6 is obsolete and out of support. Microsoft identifies Service Pack 6 as its final baseline, but that does not mean every copy of Service Pack 6 contains this exact DLL. The correct source remains the original licensed installation media or the complete installer for the application that needs it.

Causes and symptoms at a glance

Typical messages include:

  • This application failed to start because vssccui.dll was not found.
  • The file vssccui.dll is missing or corrupted.
  • A required component is missing: vssccui.dll. Please install the application again.
  • Error loading vssccui.dll. The specified module could not be found.
  • The program can't start because vssccui.dll is missing from your computer.

The wording can differ between Windows versions and calling applications. “The specified module could not be found” can also mean that a dependency of vssccui.dll is missing.

Fix 1: Identify the program requesting vssccui.dll

Before changing Windows files, identify the caller. The name in the error dialog, the application shortcut, or the executable path usually tells you which installation must be repaired.

Check the error window

  1. Start the program that fails.
  2. Read the title bar of the error dialog.
  3. Note the application name and any executable name shown.
  4. Right-click the program’s shortcut and select Properties.
  5. On the Shortcut tab, inspect Target.
  6. Record the installation folder before closing the window.

If the caller is an old Microsoft development tool, Developer Studio installation, source-control client, or legacy program that integrates with source control, repair that product first.

Search for existing copies

Open PowerShell as an ordinary user and run:

Get-ChildItem -Path C: -Filter vssccui.dll -File -Recurse -ErrorAction SilentlyContinue

The search may take time and may return nothing. If it finds the file, note its complete path.

A copy in the application’s own directory is more useful than a copy in a random system folder. Windows normally searches the application directory early in its DLL search process. Do not move a discovered file yet. A copy can have the wrong version, architecture, or dependencies.

If PowerShell finds several copies, compare their locations with the application that fails. Do not assume that the copy with the newest-looking date is correct.

Fix 2: Repair or reinstall the parent application

This is the most likely solution because vssccui.dll is part of an old application environment rather than a standard Windows runtime.

Try an installed repair option

  1. Press Windows key + I to open Settings.
  2. Select Apps.
  3. Select Installed apps on Windows 11, or Apps & features on Windows 10.
  4. Search for the program named in the error.
  5. Select the three-dot menu beside it.
  6. Choose Advanced options, if available.
  7. Select Repair.
  8. Start the application again.

Many very old programs do not expose a modern Repair button. If it is missing, continue with the original installer.

Repair from Control Panel

  1. Press Windows key + R.
  2. Type:
appwiz.cpl
  1. Press Enter.
  2. Locate the old Developer Studio, Visual Studio, source-control product, or application that displays the error.
  3. Select it and choose Change, Repair, or Modify, if offered.
  4. Follow the installer prompts.
  5. Restart Windows.
  6. Launch the application again.

If the repair option asks for installation media, use the original licensed disc, mounted image, or installer source. Do not point the setup program at a random DLL downloaded from the internet.

Reinstall when repair is unavailable

  1. Back up the application’s projects, templates, configuration files, and source-control settings.
  2. Open Control Panel and select Programs and Features.
  3. Select the damaged application.
  4. Choose Uninstall.
  5. Restart Windows if requested.
  6. Run the original installer as an administrator.
  7. Install the same product components that were previously present, especially source-control or Visual SourceSafe integration.
  8. Restart Windows.
  9. Test the application before restoring optional plugins or copied files.

If the application was copied from another computer instead of installed, reinstall it properly. Copying only the program folder can omit private DLLs, dependencies, registry information, and source-control registration.

Fix 3: Check Windows Security Protection history

Antivirus quarantine is a plausible cause when the program worked previously and then began reporting a missing DLL.

  1. Open the Start menu.
  2. Type Windows Security.
  3. Open Windows Security.
  4. Select Virus & threat protection.
  5. Under Current threats, select Protection history.
  6. Review recent entries for the application folder or vssccui.dll.
  7. Expand an entry to see its path, detection name, and action.
  8. Restore the file only if you have verified that it came from the original licensed installation.
  9. Review the detection carefully before selecting Allow on device.

Microsoft advises caution when allowing quarantined files. Do not restore an unexplained copy obtained from a file-download site. If the file is detected again after restoration, stop and investigate the application installer and the detection rather than repeatedly bypassing security.

After restoring a verified file, run the application. If it still fails, the file may be damaged, a dependency may be absent, or the program may have additional missing components. A full application repair is safer than repeatedly restoring individual files.

Fix 4: Check architecture and application compatibility

The commonly recorded vssccui.dll component is 32-bit. That is consistent with a Visual Studio 6-era application.

Windows 64-bit can run many 32-bit applications through WOW64, but it does not make a 32-bit DLL usable by a 64-bit process. A 64-bit program cannot load a 32-bit vssccui.dll.

Check the application architecture where possible:

  1. Start the failing program if it opens far enough to do so.
  2. Open Task Manager with Ctrl + Shift + Esc.
  3. Select Details.
  4. Right-click a column heading and choose Select columns.
  5. Add Platform, if your Windows version provides that column.
  6. Compare the program’s architecture with the DLL supplied by its installer.

Do not copy a 64-bit DLL into the application folder merely because the operating system is 64-bit. Do not place an arbitrary 32-bit copy in System32 or SysWOW64. Those folders are not a general-purpose repair location, and changing them can create additional loading or security problems.

If an old application runs under WOW64 but its installer, source-control integration, or other legacy components do not work correctly on modern Windows, use the application’s original compatibility instructions or a supported replacement environment. Installing a random DLL cannot correct broader compatibility problems.

Fix 5: Reinstall a Visual C++ Redistributable only for a separate runtime error

The modern Microsoft Visual C++ Redistributable contains C and C++ runtime libraries. It does not provide the Visual Studio source-control package represented by vssccui.dll.

Install a Visual C++ Redistributable only when the same application also reports a missing runtime file such as:

  • MSVCR...
  • MSVCP...
  • VCRUNTIME...

Use Microsoft’s latest supported Visual C++ Redistributable documentation and match the package to the calling application. A redistributable installation may fix a separate runtime dependency, but it will not install vssccui.dll.

Do not install every available runtime package as a general experiment. If the only error names vssccui.dll, return to the parent application’s installer.

Fix 6: Do not use regsvr32 as the default repair

regsvr32 is appropriate for a DLL that is designed to register itself and exports the required DllRegisterServer function. Microsoft documents that registration model in its DllRegisterServer documentation.

There is no verified Microsoft instruction establishing that vssccui.dll should be registered manually. It is a source-control package DLL, not automatically a self-registering COM component.

Running a command such as this is therefore not a reliable fix:

regsvr32 vssccui.dll

It can produce errors including “module was loaded but the entry point was not found,” which indicates that the DLL does not expose the registration function expected by regsvr32. If source-control registration is required, the original application installer should perform it with the correct supporting components.

Use the application’s Repair, Modify, or reinstall process instead of guessing at registration commands.

Fix 7: Repair Windows components when other system files are also failing

SFC and DISM are useful when Windows itself appears damaged. They are not expected to recreate an application-owned legacy DLL.

Run DISM first:

  1. Open Start.
  2. Type Command Prompt.
  3. Select Run as administrator.
  4. Approve the User Account Control prompt.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for the operation to finish.
  2. Restart Windows.

Then run System File Checker:

sfc /scannow

Wait until verification reaches 100 percent. Restart the computer and test the application again.

If SFC and DISM report that Windows is healthy but the same error remains, that result points back to the legacy application, its dependencies, or its architecture. Do not keep repeating the commands expecting them to recreate vssccui.dll.

Fix 8: Use System Restore after a recent system change

System Restore can help when the error began immediately after an uninstall, update, cleanup operation, or other recent change.

  1. Press Windows key + R.
  2. Type:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point created before the error began.
  4. Select Scan for affected programs if available.
  5. Review the programs and drivers that may be removed or restored.
  6. Select Close, then Next.
  7. Confirm the restore point.
  8. Allow Windows to restart and complete the operation.

System Restore does not replace a proper application reinstall, and it may not be available. Use it when the timing clearly matches a recent system change, not as a substitute for identifying the calling program.

Fix 9: Update drivers only when the failing application identifies a driver problem

vssccui.dll is not a graphics, audio, storage, or chipset driver file. Device Manager is therefore not the primary repair location.

Use Device Manager only if the application error occurs alongside a clearly identified device problem:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the category named in the separate error, such as Display adapters or Sound, video and game controllers.
  4. Right-click the affected device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if a driver is installed.

For a driver rollback, right-click the device, choose Properties, open the Driver tab, and select Roll Back Driver when the button is available.

Manually hunting through hardware support pages and matching old driver packages can be time-consuming, especially when several devices show warnings. Outbyte Driver Updater can scan for outdated drivers and identify what needs updating; the full version performs the installation, but updating a driver will not replace vssccui.dll or repair the legacy application that owns it.

Why random DLL downloads are unsafe

Do not download vssccui.dll from random DLL websites and copy it into System32, SysWOW64, or the program folder.

That approach can fail because:

  • The file may be malicious or modified.
  • The version may not match the application.
  • The architecture may be wrong.
  • The file may require dependencies that are still missing.
  • The application may also need registry entries or companion components.
  • A system-folder copy can affect unrelated programs.
  • The original installation may have been quarantined because of a broader security problem.

There is no verified current official standalone Microsoft download for vssccui.dll. Use the original licensed Visual Studio 6 or Developer Studio media, the original installer for the legacy application, a verified backup, or an identical licensed installation. If you manually restore a verified file, place it in the application directory only when that application requires it.

Is vssccui.dll a genuine Microsoft file?

Yes. Its identified description is Microsoft(R) Visual Studio Source Code Control Package, and it is associated with Microsoft Developer Studio. A genuine file should still be obtained from a trusted original installation, not judged solely by its filename.

Does vssccui.dll come with Windows?

No evidence identifies it as a standard Windows component in System32 or SysWOW64. Treat it as an application-owned legacy DLL.

Is it part of Visual C++?

No. The Visual C++ Redistributable supplies C and C++ runtime libraries. It does not supply this Visual Studio source-control package.

Should I register it with regsvr32?

Not by default. Registration requires the DLL to export DllRegisterServer, and no verified Microsoft instruction establishes that this file should be registered manually. Repair or reinstall the parent application instead.

Should I copy it into System32?

No. The correct location is normally the application’s own directory, and only a verified copy from the matching installation should be used. System-folder copying can create architecture, version, and security problems.

Can a 32-bit copy run on 64-bit Windows?

A 32-bit application can often run under WOW64 on 64-bit Windows, but a 64-bit process cannot load a 32-bit DLL. The application and its source-control components must be compatible with each other.

Why does the message say the specified module could not be found when the DLL exists?

Windows may be unable to load a dependency required by vssccui.dll. The named file can be present while another library is missing, damaged, blocked, or the wrong architecture.

What information should I collect if the problem remains?

Record the complete error text, the executable named by the dialog, the application’s installation path, the path of every existing vssccui.dll, whether Windows is 32-bit or 64-bit, and whether the problem began after antivirus quarantine, uninstall, cleanup, update, or migration. That information identifies the next repair step more reliably than downloading another copy of the DLL.
