Error loading windows.devices.background.ps.dll. The specified module could not be found.

windows.devices.background.ps.dll is either not designed to run on Windows or it contains an error.

The 60-second answer

windows.devices.background.ps.dll is a Microsoft Windows system component called the Windows.Devices.Background Interface Proxy. It supports communication between Windows and background device tasks. It is normally associated with the Windows system directories, not with Visual C++, DirectX, .NET, or a general-purpose application runtime.

Do not download a replacement DLL from a random website. First install pending Windows updates, restart, then repair Windows with DISM and SFC:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow

Run both commands in an elevated Command Prompt, in that order. If the error names one application and the failing process is loading a private copy from that application’s folder, repair or reinstall that application from its official installer as well.

What this file does

The .ps.dll suffix is consistent with a COM proxy or stub DLL. These files help Windows marshal interface calls between processes. In this case, the related API is Windows.Devices.Background, which allows device background tasks to receive information from an app and report progress.

The file is therefore a Windows component rather than a redistributable package. Installing Visual C++, DirectX, or .NET is not a direct fix for this error.

On 64-bit Windows, the native 64-bit copy is normally associated with:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
C:WindowsSystem32

The 32-bit copy is normally associated with:

C:WindowsSysWOW64

Those names are part of Windows’ compatibility design. SysWOW64 contains the 32-bit system view on 64-bit Windows; it does not mean that the files there are 64-bit. Microsoft explains this behavior in its documentation for the Windows file system redirector.

The exact file version depends on your Windows release, servicing level, language, and architecture. Do not replace a current file with an older copy simply because the filename matches.

Why the error happens

The message does not identify one guaranteed cause. In practice, investigate these possibilities in this order:

  1. A Windows component is missing or corrupted.
  2. A Windows update was interrupted or left the component store inconsistent.
  3. Antivirus software quarantined the file.
  4. An application installation is damaged and is requesting a private copy.
  5. Malware or an unauthorized file replacement changed system files.
  6. A driver or system configuration change exposed an existing problem.
  7. A manually copied DLL has the wrong architecture, build, dependencies, or signature.

The path in the error is important. A request for the file from C:WindowsSystem32 or C:WindowsSysWOW64 points toward Windows repair. A request from an application’s own installation directory points toward that application’s repair process.

Fix 1: Install Windows updates and restart

Start with Windows Update because a pending servicing operation may already contain the correct component.

Windows 11

  1. Open Start > Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Choose Download and install if updates are offered.
  5. Restart when prompted.
  6. Try the affected application again.

Windows 10

  1. Open Start > Settings.
  2. Select Update & Security.
  3. Select Windows Update.
  4. Choose Check for updates.
  5. Install available updates and restart.
  6. Test the application again.

If Windows Update fails repeatedly, record the error code and continue with the repair commands below. Do not repeatedly interrupt an update by powering off the computer.

Fix 2: Repair Windows with DISM and SFC

Microsoft recommends repairing the Windows image with DISM before running System File Checker. DISM repairs the component store that Windows uses as a source for protected files. SFC then checks protected system files and replaces damaged copies.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to finish. Do not close the window if progress appears to pause.
  2. Then run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows and test the affected program.

The usual SFC outcomes mean:

  • Windows Resource Protection did not find any integrity violations: SFC found no protected-file corruption. Check the application’s path and antivirus history.
  • Windows Resource Protection found corrupt files and successfully repaired them: Restart and test again.
  • Windows Resource Protection found corrupt files but was unable to fix some of them: Run DISM again, restart, and run SFC once more. If it still cannot repair everything, continue to the repair-source section.

The Microsoft procedure is documented in Using System File Checker in Windows. Microsoft also documents DISM repair options in Repair a Windows image.

If you are repeatedly hunting through Windows folders and rerunning SFC or DISM without knowing what changed, Outbyte PC Repair can show what its free scan identifies; repairs are performed by the full version, and it is optional rather than a requirement for this Microsoft component.

Fix 3: Check whether antivirus quarantined the file

Windows Security may have removed a file after a detection. Do not immediately restore it just because an application reports it as missing. First establish that the file is genuinely a Microsoft Windows copy and that the detection is understood.

  1. Open Start > Settings.
  2. Select Privacy & security on Windows 11, or Update & Security on Windows 10.
  3. Select Windows Security.
  4. Open Virus & threat protection.
  5. Select Protection history.
  6. Review recent quarantines and detections.
  7. Open the relevant entry and read its path, threat name, and action.

If the quarantined item was in a Windows directory, its publisher and signature still need to be verified before any restoration. Microsoft warns that restoring a quarantined file can cause it to be detected again. If the detection is unclear, leave the file quarantined, update Defender, and run a full scan.

You can also start a full scan from Virus & threat protection > Scan options > Full scan. If malware persistence is suspected, use Microsoft Defender Offline from the same screen. Microsoft provides current guidance for Protection History and Microsoft Defender scans.

Fix 4: Repair the application that reports the error

An application may display this filename even when its own installation is damaged or when it is trying to load a private copy.

First identify the exact path:

  1. Note the program named in the error.
  2. Open the program’s installation folder.
  3. Look for a log, launcher diagnostic, or crash report that records the requested path.
  4. If the path is inside the program’s folder, use that application’s repair or reinstall option.
  5. If the program is installed through a launcher, use Verify files, Verify integrity, or Repair, depending on the launcher.
  6. If no repair option exists, uninstall the program from Settings > Apps > Installed apps.
  7. Restart Windows.
  8. Reinstall the program using the developer’s official installer.
  9. Test it before adding unofficial patches or modifications.

If the requested path is a normal Windows system directory, reinstalling the application alone is unlikely to repair the system copy. Complete the DISM and SFC steps instead.

Fix 5: Check 32-bit and 64-bit handling

A 32-bit process and a 64-bit process can see different Windows system directory views. A 32-bit DLL cannot replace a 64-bit DLL, and copying a file between System32 and SysWOW64 is not a valid repair method.

To check your Windows architecture:

  1. Open Start > Settings.
  2. Select System > About.
  3. Read System type.

On a 64-bit installation, leave Windows to select the correct system copy through its normal redirection rules. Do not manually copy the file between directories. If a 32-bit application fails while 64-bit applications work, that may indicate an application-specific dependency or damaged 32-bit system view, but DISM and SFC remain safer than manual replacement.

Fix 6: Investigate drivers only when the failure is device-related

This DLL is connected to Windows device background APIs, but that does not mean every occurrence is a driver problem. Use Device Manager when the error began after connecting hardware, installing a device driver, or updating a device package.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the device category related to the failing application.
  4. Look for a warning icon.
  5. Right-click the device and select Properties.
  6. Read the message under Device status.
  7. Open the Driver tab.
  8. Use Update Driver or Roll Back Driver if the problem began immediately after an update.
  9. Restart Windows and test again.

Obtain drivers from the hardware manufacturer’s official support page or through Windows Update. Do not use Device Manager to replace a Windows system DLL.

When checking many devices manually, it is easy to guess incorrectly or miss an older driver. Outbyte Driver Updater can show what its free scan identifies; driver installation is handled by the full version, and it is optional, not a substitute for repairing Windows or the affected application.

Does regsvr32 fix this file?

Usually, no.

regsvr32 is used for DLLs that provide registration entry points such as DllRegisterServer. It does not restore a missing file, repair the Windows component store, fix dependencies, or correct a wrong-architecture replacement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Proxy DLLs can participate in COM registration in developer-built scenarios, but that does not mean this Windows component should be manually registered. Running commands such as these at random can create additional registration problems:

regsvr32 Windows.Devices.Background.ps.dll
regsvr32 /i Windows.Devices.Background.ps.dll

Use regsvr32 only when the software vendor’s official documentation specifically instructs you to register that exact file and provides the correct architecture and path. Microsoft documents the command’s behavior in its regsvr32 reference.

If DISM and SFC still cannot repair it

If SFC reports that it could not repair some files:

  1. Restart Windows.
  2. Run DISM again.
  3. Run sfc /scannow again.
  4. Review C:WindowsLogsCBSCBS.log if you need the detailed repair record.
  5. Retry Windows Update.
  6. Check whether the failure started after a recent update, driver, or application change.

If DISM cannot obtain repair files from Windows Update, Microsoft supports using a matching Windows installation source with /Source and /LimitAccess. The source must match the installed Windows edition, language, architecture, and servicing level closely enough to provide valid components. Do not point DISM at an arbitrary Windows image.

If the problem began after a known system change, try System Restore:

  1. Press Windows key + R.
  2. Type rstrui.exe.
  3. Press Enter.
  4. Select a restore point from before the error began.
  5. Select Scan for affected programs.
  6. Review the changes.
  7. Complete the restore and restart.

System Restore normally does not remove personal files, but it can roll back applications, drivers, settings, and system files. Microsoft explains the process in its System Restore guidance.

If there is no suitable restore point, use official Windows installation media for a repair installation or in-place upgrade. Back up important files first and choose the option that keeps personal files and applications when it is offered. A clean installation should be a last resort because it removes installed software and may remove data.

How to spot a suspicious copy

Treat a copy as questionable when it:

  • Is stored in a download, temporary, or unrelated application folder.
  • Has no valid Microsoft publisher signature.
  • Has a name that differs by one or more characters.
  • Appeared after installing an unofficial crack, mod, or “DLL fixer.”
  • Causes a new bad-image or entry-point error after being copied.
  • Does not match the architecture required by the loading process.

Right-click the file, select Properties, and inspect the Digital Signatures tab when available. Also scan it with Windows Security. A file’s name alone does not prove that it is genuine.

FAQ

Should I download windows.devices.background.ps.dll?

No. There is no verified official Microsoft download page for this DLL as an individual file. Repair Windows through Windows Update, DISM, and SFC, or repair the application if it is loading a private copy.

Do I need Visual C++, DirectX, or .NET?

Not merely because this filename is missing. Those packages are not established as the source of this Windows component. Install an application-specific runtime only when the application’s official support instructions require it.

Is this file part of Windows or an application?

The file is identified as the Microsoft Windows.Devices.Background Interface Proxy and normally belongs in Windows system directories. An application can still be the program that exposes the error or requests a private copy, so always check the path.

What if the file exists but Windows still says it is missing?

Check the exact path requested by the failing process, then run DISM and SFC. A file may exist but be corrupted, unsigned, the wrong architecture, or missing a dependency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When should I reinstall the application?

Reinstall it when the error points to a copy inside that application’s folder, or when the application launcher reports damaged files. Reinstalling an application will not reliably repair a corrupted Windows system copy.

What information should I collect if the problem continues?

Record the exact error, the application that displays it, the requested path, whether Windows is 32-bit or 64-bit, recent updates or driver changes, SFC’s final result, and any relevant Windows Security detection. That information distinguishes an application repair from a Windows servicing problem.
