If mst123.dll is missing or cannot be loaded, identify the old application requesting it before copying anything into Windows folders. The file is a historical 32-bit Microsoft NetMeeting component, so reinstalling the matching application or restoring it from a trusted source is safer than downloading a standalone DLL.
What this file actually does
mst123.dll is associated with Microsoft NetMeeting, a discontinued conferencing application for older Windows systems. NetMeeting provided chat, file transfer, whiteboard, audio and video conferencing, and application sharing.
Microsoft documentation associates NetMeeting mainly with Windows 2000, Windows XP, and Windows Server 2003. Older standalone releases also existed for Windows 95, Windows 98, Windows Me, and Windows NT 4.0. Microsoft still documents NetMeeting’s legacy application-sharing protocol, but NetMeeting is not a normal supported component of Windows 10 or Windows 11.
The file is a historical 32-bit Intel x86 DLL. It is not:

NetMeeting had multiple builds, including build 3385 for some Windows 2000 installations and build 3400 for some Windows XP installations. Historical file listings also show different file versions, sizes, and installation locations. Therefore, a file named mst123.dll is not interchangeable across every old computer.
Microsoft’s historical NetMeeting security bulletin confirms the product’s Windows-era context and 32-bit architecture. Microsoft’s standalone NetMeeting download is discontinued, so there is no current supported Microsoft installer to use on Windows 10 or Windows 11.

The wording can vary. You may see “mst123.dll was not found,” “the file is missing or corrupted,” “could not be loaded,” or “the procedure entry point could not be located.” These are Windows loader messages, not proof that a current Microsoft runtime is missing.
Fix 1: Identify the program requesting mst123.dll
Do this before running repair commands or downloading anything.

Look at the title bar and the text around the error. It may name the executable, such as an old conferencing program or conf.exe. Write down that name.
If the message appears during startup:
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Startup apps.
- Look for an old conferencing utility, installer helper, updater, or unfamiliar entry.
- Right-click a likely entry and select Open file location.
- Note the executable’s folder and publisher.
- Do not delete the executable yet.
If the entry is not listed:
- Press Windows key + R.
- Type
taskschd.mscand press Enter. - Select Task Scheduler Library.
- Review tasks that run at logon or startup.
- Open a suspicious task’s Actions tab and inspect the program it starts.
You can also inspect Settings → Apps → Installed apps and search for NetMeeting, conferencing software, remote-control software, or an old application installed from Windows 2000/XP-era media.
Check Event Viewer
- Right-click Start and select Event Viewer.
- Open Windows Logs → Application.
- Look for an error at the time the message appeared.
- Open the event and inspect Faulting application name or related details.
If a legitimate application is identified, continue with its repair. If no parent application exists, treat the request as suspicious until you establish why it is being made.

Fix 2: Repair or reinstall the parent application
This is the most likely working fix.
- Open Settings → Apps → Installed apps.
- Find the application that generated the error.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair and test the application.
- If Repair is unavailable or does not help, select Uninstall.
- Restart Windows.
- Reinstall the application using its original installer or installation media from a trusted source.
For old software, use the installer that belongs to the same product and release. Do not copy mst123.dll from another computer unless that computer has the same application build and the file comes from a verified installation source.

Run an older application with compatibility settings
Compatibility settings may help an old program start, but they do not create a missing DLL.
- Right-click the application’s executable or shortcut.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose an appropriate older Windows version.
- Select Apply, then OK.
- Launch the program again.
Use Run this program as an administrator only when the application genuinely requires elevated access. If the error remains, return to the application’s original installer rather than adding random DLL files.
Fix 3: Check whether antivirus quarantined the file
A legitimate historical filename can also be used by malware. The name alone does not prove that a copy is safe.

- Select Protection history.
- Open any detection related to
mst123.dllor the executable that requested it. - Review the original file path, detection name, date, and action taken.
Do not immediately choose Restore. First verify all of the following:
- The file was inside the expected folder for a known application.
- The requesting application is legitimate and still required.
- The file’s publisher and digital signature are consistent with the application.
- A current Microsoft Defender scan does not continue to identify it.
- The file came from original installation media or a trusted backup.
Microsoft notes that restoring a quarantined file can cause Defender to detect it again. If you cannot verify its origin, leave it quarantined.

Run a full scan:
- In Windows Security, select Virus & threat protection.
- Select Scan options.
- Choose Full scan.
- Select Scan now.
If the file is in an unusual temporary folder, a user profile subfolder, or a directory containing several unknown executables, do not restore it. If threats remain active, use Microsoft Defender Offline scan from the same Scan options screen.
Fix 4: Restore the matching file from original media
Manual copying is safe only when the original vendor installer, a verified backup, or matching Windows installation media supplies the file.

For an old Windows installation:
- Insert the original Windows or application media.
- Use the application’s repair option if one is offered.
- If the software has a setup program, run it and select Repair or reinstall it.
- Restart the computer.
- Launch the original program again.
Do not copy a 32-bit DLL into C:WindowsSystem32 or C:WindowsSysWOW64 as a guess. Those folders have specific architectural roles, and placing an application DLL there does not convert it to 64-bit or make it compatible with a different build.
A 32-bit application should receive its 32-bit dependency in the location expected by that application. A 64-bit Windows installation can run many 32-bit programs, but it cannot make an incompatible DLL correct.
Fix 5: Repair Windows components when other system files are also failing
SFC and DISM are useful when Windows itself has damaged protected components. They may not restore mst123.dll, because current Windows does not normally own or service this obsolete NetMeeting file.
Run DISM first:
- Save your work.
- Right-click Start.
- Select Terminal (Admin) or Command Prompt (Admin).
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the command to finish.
- Then run:
sfc /scannow
- Restart Windows and test the affected application.

When manually comparing Windows components, hunting versions and repeating SFC/DISM without knowing what changed can be time-consuming. Fix 6: Check Windows Features, but do not expect NetMeeting to return
NetMeeting is not a current Windows 10 or Windows 11 feature.
To check available legacy features:
- Press Windows key + R.
- Type
optionalfeaturesand press Enter. - Review the list for a feature specifically named in the error or application documentation.
- Select only a feature you recognize.
- Select OK and restart if Windows requests it.
Do not enable unrelated legacy components in the hope that one will install mst123.dll. If NetMeeting is not listed, that is normal for a current Windows installation. Use the original application installer instead.

Fix 7: Update drivers only when the application also reports device problems
A driver normally does not provide mst123.dll, and updating a driver will not replace a missing NetMeeting DLL. Check drivers only if the same program also reports missing audio, video, camera, or display devices.
- Right-click Start.
- Select Device Manager.
- Expand Display adapters, Sound, video and game controllers, and Cameras.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
Do not remove a device or install an unrelated driver to solve a DLL loader message. When several hardware drivers need attention, manually matching versions across vendors can be tedious. Do not register mst123.dll blindly
Do not run regsvr32 merely because the filename ends in .dll. regsvr32 is intended for DLLs that provide registration routines such as DllRegisterServer; ordinary application dependencies do not need registration.
Using it on the wrong file can produce another error, including an architecture mismatch, and will not repair a missing dependency. Microsoft describes the command’s purpose in its regsvr32 documentation.
Only use regsvr32 if the application’s official documentation explicitly says that this particular DLL is self-registering and gives the correct 32-bit or 64-bit command.
If the error returns after every reboot
When no legitimate application is installed, a startup reference is often more important than the missing file.

- Open Task Manager → Startup apps and disable a clearly identified obsolete launcher.
- Check Task Scheduler for tasks that start the same executable.
- Open Settings → Apps → Installed apps and remove the related abandoned program.
- Review Windows Security → Virus & threat protection → Protection history.
- Run a full scan.
- If the executable is unknown or repeatedly reappears, run Microsoft Defender Offline scan.
Do not restore mst123.dll simply to silence the message. If the requester is malware, supplying the DLL may help it run.

Is mst123.dll a Windows 11 system file?

Which program caused the error?

No. Random downloads can contain malware, the wrong architecture, or a different build. They also leave the parent application, startup entry, or damaged installation unresolved.
Can SFC restore it?
