microsoft.office.interop.visio.dll: Rebuild the Missing PIA

microsoft.office.interop.visio.dll is a genuine Microsoft Office Primary Interop Assembly, not a normal Windows system DLL. When microsoft.office.interop.visio.dll is missing or cannot be loaded, repair the application that requested it instead of downloading a replacement DLL.

What this file actually does

The file exposes the Microsoft Visio COM object model to managed .NET applications through the Microsoft.Office.Interop.Visio namespace. In practical terms, it lets software written for .NET communicate with Visio, create diagrams, open documents, or automate Visio features.

It is a Primary Interop Assembly, commonly abbreviated PIA. PIAs are installed with compatible Office or Visio products, Visual Studio components, an application’s deployment package, or a separate Microsoft PIA installer. They are not Windows components and normally do not belong in C:WindowsSystem32 or C:WindowsSysWOW64.

The version often reported for this file is 12.0.4518.1014, associated with the Office and Visio 2007 generation. That does not mean every application needs this exact file. A program compiled against Visio 2003, 2007, 2010, or a later release can request a different strong-named assembly version.

Installing Visio itself also depends on what the application does:

  • An application that only uses embedded interop type information may not need a separately installed PIA.
  • An application that automates the Visio COM server may require Visio to be installed and registered.
  • An older application may require a precise PIA generation even when a newer Visio version is installed.

Match the symptom to the likely cause

The filename alone cannot identify which program is failing. Start with the application named in the error window, shortcut, event log, or crash report.

Fix the application that reports the error

This is the highest-probability solution because the PIA may be application-local, installed in the Global Assembly Cache, or expected to arrive through the application’s own installer.

1. Repair the affected program

  1. Press Windows key + I to open Settings.
  2. Select Apps.
  3. Select Installed apps on Windows 11, or Apps & features on Windows 10.
  4. Find the program that shows the error.
  5. Select the three-dot menu on Windows 11, or select the program on Windows 10.
  6. Choose Advanced options if available.
  7. Select Repair.
  8. Start the program again.

If there is no Repair button, uninstall and reinstall the application using its original installer or the publisher’s official deployment package. Restart Windows after reinstalling.

A repair succeeds when the application starts without the missing-assembly message. If the message changes to Class not registered, TYPE_E_LIBNOTREGISTERED, or an inability to create Visio.Application, the PIA is now being found but the Visio COM installation is still missing or damaged.

2. Run the program’s installer as administrator

For older enterprise utilities, diagramming software, or internal .NET applications:

  1. Locate the official installer.
  2. Right-click it and select Run as administrator.
  3. Choose Repair, Change, or Reinstall, depending on the installer.
  4. If the installer offers Office or Visio programmability features, enable the feature.
  5. Restart Windows.
  6. Launch the affected application again.

Do not rename a newer Microsoft.Office.Interop.Visio.dll to satisfy an older application. Strong-named assemblies include identity information beyond the filename, and a program requesting version 11 or 12 can reject a different assembly.

Install the matching Office 2007 PIA for legacy software

Use this path only when the application’s error or deployment documentation explicitly identifies Office 2007 or an assembly version from that generation.

Microsoft’s historical package was the 2007 Microsoft Office System Update: Redistributable Primary Interop Assemblies, originally distributed as PrimaryInteropAssembly.exe.

The installation process is:

  1. Obtain the package from Microsoft’s official documentation or an approved original software deployment source.
  2. Run PrimaryInteropAssembly.exe.
  3. Allow it to extract the installer files.
  4. Locate o2007pia.msi.
  5. Right-click o2007pia.msi and select Run as administrator.
  6. Complete the installation.
  7. Restart Windows.
  8. Test the application that originally reported the error.

The extracted o2007pia.msi is the installer Microsoft documents for deploying the Office 2007 PIAs. The old Download Center package is not reliably available through Microsoft’s current download pages, so do not replace it with a random DLL archive or an unofficial repackaged installer.

If the program specifically requests Microsoft.Office.Interop.Visio, Version=11.0.0.0, installing the Office 2007 PIA may still be insufficient because version 11 belongs to an earlier Office generation. In that case, use the application’s vendor documentation or obtain an updated build from the vendor.

Repair Office or Visio

If several Office-related programs fail, or the PIA disappeared after an Office update, repair the Office or Visio installation.

Microsoft 365 or Click-to-Run Office

  1. Open Settings.
  2. Select Apps and then Installed apps.
  3. Find Microsoft 365, Microsoft Office, or Visio.
  4. Select the three-dot menu.
  5. Choose Modify.
  6. Select Quick Repair.
  7. Select Repair and wait for it to finish.
  8. Restart Windows and test the application.

If Quick Repair does not help, repeat the process and choose Online Repair. Online Repair reinstalls more of the Office installation and may require an internet connection.

MSI-based Office installation

  1. Open Control Panel.
  2. Select Programs.
  3. Select Programs and Features.
  4. Select the Office or Visio installation.
  5. Select Change.
  6. Choose Repair.
  7. Follow the prompts and restart Windows.

After repair, open Word or another Office application and select File > Account > Update Options > Update Now. Test the affected program again.

Check the requested assembly version

A .NET loader error can reveal more than a missing filename. Look for a line similar to:

Could not load file or assembly
'Microsoft.Office.Interop.Visio, Version=11.0.0.0,
Culture=neutral, PublicKeyToken=71e9bce111e9429c'

The version is important:

  • Version 11 generally points to Office 2003-era software.
  • Version 12 generally points to Office 2007-era software.
  • Version 14 generally points to Office 2010-era software.
  • Version 15 generally points to Office 2013-era software.

These are generation clues, not permission to install an arbitrary file. Install the version required by the application, or update the application so it supports the Office version currently installed.

An application’s developer may have deployed the assembly in one of three ways:

  • Embedded into the application through Embed Interop Types=True.
  • Stored beside the application’s executable.
  • Installed into the Global Assembly Cache or an Office-related folder.

That is why copying a DLL into a system directory often has no effect.

Check Office and Visio architecture

The supplied file metadata identifies 12.0.4518.1014 as a 32-bit-labelled Office 2007-era file. Do not treat that label as proof that managed PIAs have separate universal x86 and x64 replacements. The important question is whether the application’s architecture and its Office or Visio COM dependencies are compatible.

To check Office architecture:

  1. Open Word, Excel, or another Office application.
  2. Select File > Account.
  3. Select About Word, About Excel, or the equivalent option.
  4. Read the line showing 32-bit or 64-bit.

For Visio, open Visio and use File > Account > About Visio.

Microsoft does not support every combination of 32-bit and 64-bit Office, Project, and Visio products. If the failing application is 32-bit and depends on 32-bit COM automation, installing a 64-bit Visio product may not solve the problem. Likewise, changing architecture can affect every installed Office product, so confirm the application’s requirements before uninstalling anything.

Check antivirus quarantine

Security software can quarantine an assembly after an application update or an incomplete installation.

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Look for an event naming the affected application or Microsoft.Office.Interop.Visio.dll.
  5. Do not restore the file merely because its name looks familiar.
  6. If the file came from a trusted Microsoft or application installer, reinstall the application instead of restoring an isolated copy.
  7. If the origin is unknown, leave it quarantined and run a full scan.

The safest recovery is a clean reinstall from the application’s official installer. That restores the correct assembly identity and lets antivirus software evaluate the complete installation.

Do not use regsvr32 or copy the file to System32

regsvr32 is designed for native COM and ActiveX libraries that export DllRegisterServer. A managed Office PIA is a .NET assembly, not a self-registering native COM server.

Do not run this against the PIA:

regsvr32 microsoft.office.interop.visio.dll

It normally produces an error rather than repairing the assembly. The command is appropriate only when the vendor specifically identifies a native COM or ActiveX DLL that supports registration.

Also do not copy the file into:

C:WindowsSystem32
C:WindowsSysWOW64

Those folders are not general-purpose storage for application dependencies. Use an application-local copy only when the official application installer supplies it and its exact assembly identity matches what the program requests.

Repair Windows components only for broader Windows problems

DISM and SFC normally repair protected Windows files, not a missing Office PIA. Use them when Windows itself shows corruption, servicing failures, broken system applications, or other unrelated component errors.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-image /Restorehealth
  1. Wait for DISM to complete.
  2. Run:
sfc /scannow
  1. Restart Windows.
  2. Test the affected application.

Run DISM before SFC. If both complete successfully but the same PIA error remains, stop repeating these commands and repair the calling application or its Office dependency.

Drivers and Device Manager are usually unrelated

Display drivers, DirectX files, and Visual C++ Redistributables do not provide Microsoft.Office.Interop.Visio.dll. Do not install them unless the complete error names one of those components.

If the same computer also has graphics crashes, device errors, or Office rendering problems:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand Display adapters or the device category showing a warning icon.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers, or install the correct package from the hardware manufacturer’s official site.
  7. Restart Windows.

A driver update may help a separate hardware problem, but it will not recreate a missing Visio PIA.

Optional .NET Framework feature check

Some older Office automation applications target .NET Framework rather than modern .NET. If the application explicitly reports that .NET Framework is missing:

  2. Type optionalfeatures.
  3. Press Enter.
  4. Enable .NET Framework 3.5 (includes .NET 2.0 and 3.0) if the application requires it.
  5. Select OK.
  6. Allow Windows to download and install the feature.
  7. Restart Windows.

Do not enable random Windows Features simply because the PIA is missing. The .NET Framework feature can support an old application, but it does not supply the Visio PIA itself.

FAQ

Is microsoft.office.interop.visio.dll part of Windows?

No. It is an Office Visio Primary Interop Assembly used by managed applications. It should not be treated like a Windows system DLL.

Do I need Visio installed?

Only if the application automates the Visio COM server or requires Visio’s registered type library. An application using embedded interop metadata may not need a separate PIA or full Visio installation.

Can I download the missing DLL?

Avoid random DLL download sites. The file may have the wrong Office generation, wrong strong-named identity, damaged contents, or unsafe modifications. Use the affected application’s official installer, Office repair, or the matching Microsoft PIA deployment package.

Why does a newer Visio installation not fix the error?

The application may request an older strong-named assembly such as version 11 or 12. A newer assembly is not automatically interchangeable with the version referenced when the application was built.

Will sfc /scannow restore it?

Normally no. SFC repairs protected Windows components. This file belongs to an Office or application installation, so repair or reinstall that product instead.

What if the error changes to Class not registered?

That usually means the assembly is now found, but Visio itself or its COM registration is missing or incompatible. Repair or install the required Visio generation, then test again.
