No. PC players cannot play GTA Online with players on Xbox One or Xbox Series X|S. Rockstar explicitly says that PC players cannot play with console players. This remains true when GTA 5 is installed through the Xbox app on PC: that is still the PC version, not the Xbox-console version.
What platforms can play together?
GTA Online supports cross-network play between the PC versions distributed through the Rockstar Games Launcher, Steam, Epic Games Launcher, and Xbox app on PC. These players can play together when they are using the same edition of GTA V.

That cross-network support does not include Xbox consoles. The Xbox app on PC does not give a PC player access to the Xbox-console multiplayer environment.

Why the Xbox app on PC does not work with Xbox consoles
The Xbox app is only the storefront and launcher in this situation. Installing GTA 5 through the Xbox app on Windows does not turn the computer into an Xbox console and does not place the player in Xbox-console sessions. Rockstar classifies this setup as PC cross-network play and specifically excludes console players. Buying or downloading the PC version through Xbox therefore cannot enable PC-to-Xbox-console multiplayer.

Check the PC edition before trying to join
Rockstar’s current support hub identifies the PC versions as PC Enhanced and PC Legacy. They are separate multiplayer environments. Players must launch the same edition: a PC Enhanced player cannot join a PC Legacy player’s GTA Online session.
Xbox says PC Game Pass provides access to both PC editions, allowing subscribers to select the edition used by friends on Steam or Epic Games. GTAV Enhanced became available through PC Game Pass on April 15, 2025. This helps PC players match other PC players; it does not add Xbox-console crossplay.

If GTA Online is unavailable in the Xbox app on PC
If you are playing the PC version through the Xbox app and cannot enter GTA Online, check the Xbox privacy controls:
- Open the Xbox app on PC.
- Select Profile & settings, then Settings.
- Under Account, find Privacy Settings and select MANAGE.
- Open Xbox and Windows 10 devices Online Safety.
- Set You can join multiplayer games to Allow.
- Set You can join cross-network play to Allow.
- Select Submit.
These settings can restore access to PC multiplayer and PC cross-network play. They cannot make a PC player join an Xbox-console session.

If voice chat, Crews, or Jobs are blocked
For problems with communication, other players’ Crews, or player-created Jobs, Rockstar lists these Xbox privacy settings:
- You can join cross-network play: Allow
- You can communicate outside of Xbox with voice & text: Allow
- You can see and upload community creations: Everyone
These options are also found through Xbox app on PC → Profile & settings → Settings → Account → Privacy Settings → MANAGE → Xbox and Windows 10 devices Online Safety. The relevant settings are documented by Rockstar Support.

Does linking a Rockstar account enable crossplay?
No. Linking the same Rockstar account or profile across services does not put PC and Xbox-console players in the same GTA Online session. Rockstar also states that profiles cannot be migrated from an Xbox or PlayStation console family to PC. Xbox One and PlayStation 4 profiles can be migrated to their respective newer console families, but profiles cannot be moved from console to PC, and profiles cannot be migrated between PlayStation 5 and Xbox Series X|S.
These profile-transfer rules are separate from multiplayer matchmaking, but they confirm that purchasing the PC version is not a way to bring an Xbox-console character into PC GTA Online. See Rockstar’s character-transfer guidance for the current limitations.

Is there a command or workaround?
No supported launch command, console command, or configuration change enables PC-to-Xbox-console crossplay in GTA Online. The documented Xbox-app fixes concern privacy, multiplayer, communication, and cross-network settings only. If one friend is on PC and the other is on an Xbox console, they need to play on the same supported platform environment to join each other.
