NFL injury reports use separate labels for practice participation, expected game availability, and the final game-day roster. “Limited” describes practice work; “questionable,” “doubtful,” and “out” describe game status; “inactive” means the player is not among those active for that game. One label does not automatically determine the next.

What “limited participation” means

“Limited participation” is a practice measure: the player took part in less than 100% of the repetitions the team normally expects from that player. The NFL’s 2016 policy revision defines it as less than 100 percent of a player’s normal repetitions. “Did not participate” means the player did not take part in that practice session, while “full participation” means 100% of normal repetitions.

These terms describe work completed at practice, not whether a player will appear in the game. A limited or full practice entry does not itself assign a game status.

What the game-status labels mean

Game status NFL meaning How to read it
Questionable It is uncertain whether the player will play. Neither a confirmed absence nor a promise the player will play.
Doubtful The player is unlikely to participate. A stronger warning of likely absence than questionable, but not the final roster outcome.
Out The player will not play. The team has declared the player out for that game.

The NFL Competition Committee policy revision says, “Questionable means it is uncertain as to whether the player will play in the game.” The definitions come from the NFL’s 2016 revision, which separated practice reporting from game status and removed “Out” from the practice categories to avoid confusion. It also removed “Probable”; the league said approximately 95 percent of players previously listed probable had played. That historical figure is not a current estimate of how often questionable players play.

Practice participation and game status are separate

The NFL publishes practice participation and game status as distinct report fields. A player can be limited in practice and listed questionable, doubtful, or out. Likewise, full participation does not settle whether the player will be active. Check the official report for the specific week and game, since the player’s status can change between practice reports and kickoff. The NFL injury report shows the separate fields and current reporting conventions.

What “inactive” means on game day

“Inactive” is the roster outcome for a particular game: the player is not included among the players active for it. It is not another description of practice workload. A player’s practice line or game-status label should not be substituted for the team’s game-day inactive announcement.

For the 2026 season, the NFL roster FAQ says the active game-day limit is 47 players, or 48 if the team has at least eight offensive linemen. The FAQ describes the broader regular-season and playoff list as 53 players, with standard practice-squad elevations potentially expanding it to 54 or 55. See the NFL roster FAQ for roster rules.

An NFL Operations policy dated 2017 described inactive lists being submitted at a meeting 90 minutes before the game. That document establishes the timing in that policy, but it does not by itself confirm that the same deadline is the current rule; consult current league or team information for a specific game.

Not every report entry is an injury

Teams may report rest, illness, or personal matters as well as injuries. The NFL policy distinguishes non-injury rest from injury reporting, and current reports may include non-injury notes. Read the reason alongside the participation and status fields rather than assuming every listed player has an injury.

When NFL practice reports are filed

The NFL’s 2026–27 important-dates schedule says clubs file practice reports by 4:00 p.m. New York time, or as soon as possible after practice, on the days set for that game. For a Sunday game, the schedule calls for Wednesday, Thursday, and Friday reports; other game days shift the sequence. Check the official report for the week in question rather than applying the Sunday schedule to every game.
