Blizzard’s explanation was published in 2024; the official patch notes list build 3.2.2 dated September 30, 2026, without announcing a different scaling rule. That patch-note check does not establish a formula for every activity or party setup.
Does Diablo 4 still have level scaling?
Yes, in the broad sense Blizzard described for the 2.0 redesign: monsters scale to the selected difficulty. But the old presentation, in which monsters had visible levels and World Tiers set level bounds, is no longer the model described in Blizzard’s 2.0 materials. Monster levels are not displayed under that explanation.

Blizzard said the change responded to feedback that level scaling could make players feel weak. Its developer note says: “We received feedback about level scaling resulting in feeling weak. By removing monster levels entirely and leaning into Difficulty, you now have the freedom to more precisely choose your challenge level.”
How difficulty controls the challenge
The 2.0-era explanation organizes the standard difficulties as Normal, Hard, Expert, and Penitent, followed by Torment tiers. Choose the setting that gives you an appropriate challenge; the game’s broad scaling description ties monster strength to that choice, rather than to a displayed monster-level number.

Blizzard’s explanation does not provide a single behind-the-scenes formula covering every activity, player, party configuration, or seasonal modifier. So the useful rule is the broad one—difficulty sets the challenge—not a claim that every enemy in every mode scales identically.
How to unlock Torment difficulties
Blizzard’s 2024 Season of Hatred Rising explanation ties Torment progression to The Pit. It says the Pit unlocks at character level 60, and that clearing specific Pit tiers unlocks each Torment level:

These thresholds describe the 2.0-era progression Blizzard published in 2024. The 2.0 materials also distinguish character levels 1–60 from Paragon progression, which begins at level 60.
Why older guides give different monster levels
Older guides may list World Tier ranges because they describe a previous ruleset. Blizzard’s 2023 patch notes set open-world monster ranges at World Tier I/II levels 1–50, World Tier III levels 55–70, and World Tier IV levels 75–100. The same historical notes later described adjustments where certain World Tier III and IV monsters could trail a player by as much as five levels, with named activity exceptions.

The older numbers are useful for understanding why archived advice differs, not for choosing a current difficulty. Old patch notes also contain experience-bonus rules and examples of relative monster-level caps; those were version-specific and should not be treated as present-day scaling rules without a current confirmation.

The official patch-note page lists Diablo IV build 3.2.2, dated September 30, 2026, for all platforms. Its listed changes are fixes and do not announce a new monster-level or scaling rule. The page is a check for an announced change, not a restatement of the complete 2.0 scaling system, so Blizzard’s 2024 explanation remains the source for the design described above.
