Xbox Cloud Gaming is no longer listed only with Game Pass Ultimate: as of October 5, 2026, Xbox’s US page lists cloud playtime for Essential, Premium and Ultimate. The monthly allowances shown are 5, 10 and 15 hours, respectively, but Microsoft said those limits will begin in November 2026—not before. The earlier Core and Standard access announced in 2025 was an Xbox Insider preview, not a promise of universal access for every subscriber.
What changed—and when
The 2025 Core and Standard preview
On August 27, 2025, the Xbox Insider Team announced that Xbox Insiders subscribed to Game Pass Core or Standard could stream cloud-playable games included with their subscription, as well as select cloud-playable games they owned, on supported devices. Xbox described this as an Insider experience. It did not announce that all Core or Standard subscribers had received cloud gaming. Xbox’s announcement explained the preview’s scope.
The announced November 2026 limits
On September 3, 2026, Microsoft said monthly cloud-hour allowances by plan would begin in November 2026. Until then, the announcement said, current eligible subscribers could stream without these monthly hour limits. Microsoft said the cost of providing cloud gaming rises with use and estimated that the change would affect 4% of Game Pass subscribers; that figure is the company’s estimate, not an independently verified impact measurement. Xbox Wire Editor-in-Chief Joe Skrebels acknowledged that “introducing limits is a meaningful change, particularly for players who regularly spend more time gaming through the cloud.” Read Microsoft’s September 3 announcement.
Which Game Pass tiers include cloud gaming now?
Xbox’s US cloud gaming page, checked October 5, 2026, lists cloud playtime with Essential, Premium and Ultimate. The figures below are the monthly amounts displayed on that page; Microsoft says plans, games and features vary by region, platform and time, so check the Xbox page for your market.

These are the current names and benefits listed by Xbox, not the Core and Standard names used in the 2025 Insider announcement. The official Xbox Cloud Gaming page also states that cloud gaming is not included with PC Game Pass. Do not assume a PC Game Pass subscription alone provides cloud access.
What happens if you use all your included cloud hours?
Microsoft said subscribers who use their included monthly time will be able to buy additional cloud playtime through the Xbox Store. It also announced a new option, beginning in November 2026, to purchase cloud time for eligible owned games without a Game Pass subscription. As of October 5, Microsoft had not published exact prices, market-by-market purchase options or the detailed eligibility rules for standalone playtime; its announcement said more details would come in November.

What you need to play via the cloud
For subscription cloud games, Xbox lists an active Essential, Premium or Ultimate subscription, a supported game and a supported region. The service page also lists these practical requirements and exceptions:
- Supported device: Xbox lists Windows PCs, Apple and Android phones and tablets, Xbox consoles, selected smart TVs, Amazon Fire TV devices and selected Meta Quest headsets. Availability depends on the specific device and region.
- Controller or touch controls: A compatible controller connected by Bluetooth or USB is the typical setup. Select games support touch controls.
- Internet connection: Xbox gives a minimum download-speed requirement of 10 Mbps and says some devices may require 20 Mbps for best quality. Its best-performance guidance is 10 Mbps for mobile and 20 Mbps for consoles, PCs and tablets.
- Free-to-play exception: Select free-to-play games can be streamed with a free Microsoft account in supported regions; a Game Pass subscription is not required for those titles.
- Hours do not stack: If you have more than one subscription, Xbox says the included cloud hours do not combine; the subscription with the higher allowance applies.

Which plan makes sense for your cloud use?
Start with the monthly time you expect to stream, then check whether the plan’s broader catalog and release timing matter to you. Essential lists 5 cloud hours, Premium 10 and Ultimate 15 on the US page; the higher catalog counts and release benefits shown in the table are separate plan features, not additional cloud hours. Compare local prices on Xbox rather than relying on a price from another country or an older offer: prices and promotions vary by market and time, and the page’s price display did not establish a stable current price for every plan. If you do not need cloud gaming, those allowances alone may not justify changing plans.
Cloud play does not require buying an Xbox console or handheld if you already have a supported device. For phone play, a compatible Xbox controller or mobile gaming controller may be useful, but some games offer touch controls.
