Reaper’s Eye: find the Devourer’s Claws
Tower of Braccus Rex
Search the Tower of Braccus Rex for a cursed chest containing the Devourer’s Claws. Braccus Rex’s research note is associated with this location and provides context for the armour as well as the fire-rune clue used later in the quest. Devourer’s Claws reference

The note attributes the armour to the Outlaw Empress, a lizard who forged it from an ancient dragon’s remains. It describes the set as having been crafted “in the Ancient Empire between 400 and 500 A.R., but not by the Empire, no.” That date range is fictional-world chronology recorded in the game, not a real historical date.
Reaper’s Coast: find the Devourer’s Steps
Stonegarden
The Devourer’s Steps are in Stonegarden. The item reference describes them as unique boots and lists level 12, a Strength 12 requirement, +48 Physical Armour, +35 Magic Armour, and +3 Initiative. These are in-game item values and can be version- or level-sensitive. Devourer’s Steps reference
Nameless Isle: follow the Dragon’s Mouth clue
Legguards and the fire rune
The quest outline places the legguards on the Nameless Isle and describes a clue directing the party toward a temple clifftop. An ancient inscription says a fire rune must be offered to the Dragon’s Mouth. Treat this as a separate clue from the combination lock in Lord Kemm’s vault: the fire rune belongs to the Outlaw Empress’ hidden-path riddle, while the vault requires a code. Braccus Rex’s note says the Empress’ cultists used a flaming arrowhead to mark secret gathering places, and that a fire rune opens the “true path.” It also says the Empress called herself the “voice of the Dragon.” These details help interpret the inscription; they are not the Arx vault code.
Arx: collect the helmet and chestplate
Lord Kemm’s vault
The Devourer’s helmet is in Lord Kemm’s vault. A Definitive Edition walkthrough reports the code as 2-3-2-1-1-3. Enter that sequence for the vault lock; do not confuse it with the Nameless Isle fire-rune clue. Definitive Edition walkthrough
Near the Ancient Empire Consulate
The remaining chest piece, identified in the walkthrough as the Devourer’s Heart armour, is obtained from a sack beside a boat near the Ancient Empire Consulate. This location and collection detail come from the cited walkthrough; route-specific outcomes may vary with choices. Definitive Edition walkthrough

Final confrontation: enter the Devourer’s dream
Major ending spoilers from here: Once the quest advances through its visions and spirit encounters, the Devourer offers power in exchange for an alliance. A Dreamer explains the armour’s connection to the spirits bound within it. The Arx sequence described in the Definitive Edition walkthrough has the party speak with the Dreamer and proceed into the dragon’s dream. There, the party faces the Devourer; defeating it frees the spirits trapped in the armour. Quest outline · Devourer’s dream reference · Definitive Edition walkthrough

A community checklist says the quest can be concluded in Arx without collecting all five pieces, but the Devourer Armour set will remain incomplete.
