a0002990.dll Missing: Repair the Legacy App Safely on Windows

Length9 min Posted Quest giverVGSources Team

Start with this diagnostic checklist

Before replacing anything, record:

  • Which program or game shows the error
  • Whether it appears when Windows starts or only when you launch the program
  • The complete error text
  • The path shown for a0002990.dll, if any
  • Whether the affected program is 32-bit or 64-bit
  • Whether antivirus software recently quarantined a file
  • Whether the problem began after an uninstall, backup restore, cleanup, or application move

The safest fix for a0002990.dll is usually to repair or reinstall the application that originally installed it. Do not begin by downloading the DLL or copying it into Windows system folders.

What is a0002990.dll?

Third-party file databases report a0002990.dll as a 32-bit Microsoft DLL with the description Microsoft Character Encoder. Those databases also report late-1990s version and size information, Microsoft copyright metadata, and an MD5 value.

As an Amazon Associate I earn from qualifying purchases.

That is reported archive metadata, not confirmation from Microsoft of the file’s original package. It is not established that this DLL is a current Windows component, belongs in System32 or SysWOW64, or ships with Visual C++, DirectX, or .NET.

The original Microsoft product that installed it is also not confirmed. It may be associated with an old application or component, but there is no verified basis for claiming that it belongs specifically to FrontPage, Internet Explorer, or another named product.

Treat it as an application-private legacy dependency until the requesting program proves otherwise.

Fix 1: Identify and repair the program that needs it

This is the highest-probability repair because the DLL is normally needed by the program that installed it.

Find the affected application

  1. Read the error dialog carefully and note the application name.
  2. Open Task Manager with Ctrl + Shift + Esc.
  3. Select Details and look for the executable that appears when the error occurs.
  4. Right-click the executable and choose Open file location.
  5. Check whether a0002990.dll is missing from that application folder.
  6. If the error appears during startup, open Settings > Apps > Startup and identify the related program.
  7. Check Event Viewer by right-clicking Start, selecting Event Viewer, then opening Windows Logs > Application. Look for an error at the time the program failed.

Do not assume that the program named in a search result is the correct parent application. The executable, installation folder, or antivirus record is more useful evidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use Windows’ Repair option

For a program installed through Windows:

  1. Open Settings.
  2. Select Apps > Installed apps.
  3. Find the affected application.
  4. Select the three-dot menu beside it.
  5. Choose Advanced options.
  6. Select Repair, if available.
  7. Start the application again.

A successful repair should restore the application’s missing files without requiring you to place a DLL in a Windows directory. If Repair is unavailable or does not change the error, uninstall the program and reinstall it from the publisher’s original installer or trusted installation media.

For a game, use the launcher’s built-in Verify, Repair, or Verify integrity function. The exact label varies by launcher. This replaces files belonging to that game without mixing them with unrelated Windows components.

Reinstall the same application architecture

If the program is old, it may be a 32-bit application running under 64-bit Windows. Reinstall its 32-bit edition or original installer if that is what the application requires. Installing a 64-bit version of another runtime will not substitute for a missing 32-bit application DLL.

Restart Windows after reinstalling, then launch the application from its normal shortcut. If the error remains, record the full path requested by the error or diagnostic tool before trying another repair.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 2: Check Windows Security quarantine

Security software may have removed the file, particularly if it was located in an old application folder or had unusual legacy behavior.

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Review detections from the time the error began.
  5. Open any item that names a0002990.dll or the affected application.
  6. Confirm the file path and detection details.
  7. Restore the file only if the parent application is trusted and you have verified that the detection was a false positive.

Do not restore a file merely because its metadata says Microsoft. A file with the right name can still be counterfeit or infected. If Windows Security continues to detect it, leave it quarantined and reinstall the application from its original trusted source instead.

Run a full scan after handling the detection:

  1. Open Windows Security.
  2. Select Virus & threat protection > Scan options.
  3. Choose Full scan.
  4. Select Scan now.

If the computer shows other signs of compromise, use Microsoft’s recovery options rather than repeatedly restoring suspicious files.

Fix 3: Restore the application from a trusted backup

A backup, migration, disk-cleanup utility, profile change, or manual move may have removed one file from an otherwise intact program.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the program was working previously:

  1. Close the program.
  2. Locate its original installation folder.
  3. Compare the folder with a trusted backup from the same computer and application version.
  4. Restore the complete application folder, not just a DLL with the same name.
  5. If the application uses an installer, run the installer’s repair function instead.
  6. Test the program using its normal shortcut.

Restoring only a0002990.dll can leave other dependencies missing or mismatched. A complete application repair is more reliable.

Fix 4: Check for a missing dependency

The message “The specified module could not be found” does not always mean that a0002990.dll itself is absent. Windows may be reporting that a dependency required by the DLL cannot be loaded.

First, confirm that the DLL exists in the application’s expected folder. If it exists but the program still fails:

  1. Repair or reinstall the parent application.
  2. Install only the runtime explicitly required by that application.
  3. Use the application’s documentation or original installer to determine whether it needs a legacy runtime.
  4. Do not guess that Visual C++, DirectX, or .NET is responsible from the DLL name alone.

Microsoft maintains a page for supported Visual C++ Redistributable packages, but there is no verified evidence that a0002990.dll belongs to one of them. Installing an unrelated runtime may change nothing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 5: Repair possible Windows component corruption

Use Windows repair commands when several Windows components are failing, system files are damaged, or the missing path points to a Windows-managed location. These commands may not restore an application-private legacy DLL.

  1. Right-click Start.
  2. Select Terminal (Admin) or Command Prompt (Admin).
  3. Approve the User Account Control prompt.
  4. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to finish.
  2. Then run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows and test the affected application.

DISM repairs the Windows image, while SFC checks protected Windows system files. If both commands report that no corruption was found, focus again on the parent application rather than repeating them.

Manually hunting through repair logs and repeating SFC or DISM without knowing what changed can make diagnosis harder. Outbyte PC Repair provides a free scan that shows reported problems, while repair actions are performed by the full version; it is optional, and reinstalling the affected application remains the definitive fix when the DLL is application-private.

Fix 6: Install Windows updates

Updates are not a confirmed source for this DLL, but keeping Windows current can resolve compatibility problems around older applications.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Settings.
  2. Select Windows Update.
  3. Choose Check for updates.
  4. Install available updates.
  5. Restart if Windows requests it.
  6. Test the application again.

Do not expect Windows Update to provide a0002990.dll. There is no verified Microsoft download page for this exact filename.

Fix 7: Update a driver only when the evidence points there

A missing application DLL is not normally a driver problem. Investigate drivers only if the failure began after a graphics, storage, audio, or device change and Event Viewer identifies a related device or driver error.

To check manually:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant device category.
  4. Right-click the device and select Properties.
  5. Open the Driver tab.
  6. Note the provider and version.
  7. Use Update driver, or obtain the driver from the computer or device manufacturer.
  8. Restart Windows and test the application.

Do not use a random driver package just because the DLL error appeared nearby in time. Outbyte Driver Updater can scan for driver issues and show what it found, while driver installation is performed by the full version; use it only when a driver problem is actually indicated, not as a substitute for reinstalling the affected application.

Do not copy this DLL into System32 or SysWOW64

Avoid instructions that tell you to copy a0002990.dll into both folders.

What’s actually slowing this PC down?

System32 and SysWOW64 serve different architecture roles on 64-bit Windows. Copying a 32-bit application DLL into a Windows system directory can create version conflicts, affect unrelated programs, and still fail to satisfy the application’s loader.

If a legitimate installer needs the DLL, it should place it in the correct application directory or another location defined by that application. Restore it through the original installer or a trusted backup instead.

Do not use regsvr32 just because it is a DLL

regsvr32 applies to self-registering COM or ActiveX libraries that expose the required registration entry points. A character-encoding or runtime library normally has no reason to be registered.

Running a command such as this is not a general repair:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
regsvr32 a0002990.dll

A “module failed to load” or missing-entry-point message from regsvr32 does not prove that registration was needed. It often adds confusion to an application-file problem.

Should you download a replacement DLL?

Do not download a random copy from a DLL archive. The file may have the wrong architecture, version, exports, dependencies, or malicious content, and the archive’s metadata does not prove that the binary is authentic.

Use these sources instead:

  • The affected application’s official installer
  • The application publisher’s repair or update mechanism
  • Original installation media
  • A trusted backup from the same application version
  • Microsoft Windows repair tools when Windows corruption is genuinely suspected

If you recover a file from a trusted source, right-click it, choose Properties, and inspect Digital Signatures when present. Check its location and compare its hash with the original installer or trusted backup. A matching filename or reported MD5 alone does not prove authenticity.

When System Restore is appropriate

Use System Restore if the problem began immediately after a recent installation, driver change, or system configuration change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Start and search for Create a restore point.
  2. Open it.
  3. Select System Restore.
  4. Choose a restore point dated before the failure.
  5. Review the affected programs and drivers.
  6. Confirm the restore.

System Restore normally rolls back system files, registry settings, installed programs, and drivers without changing personal files. It does not guarantee recovery of an application-private DLL, so reinstalling the parent program may still be necessary.

If the error still appears

Collect this information before contacting the application publisher or requesting technical help:

  • The complete error text
  • The affected executable name and full path
  • The Windows version and whether it is 32-bit or 64-bit
  • The full path where Windows expects a0002990.dll
  • Whether the file was quarantined
  • Whether repair or reinstall completed successfully
  • Whether the failure affects one program or several
  • Any recent uninstall, backup restore, cleanup, migration, or update

If every repair leaves the same error, use Event Viewer or Process Monitor to identify the executable and loader path. The key question remains: which program requested a0002990.dll?

FAQ

Is a0002990.dll a Windows system file?

That is not established. Third-party databases report Microsoft-related metadata, but there is no verified evidence that it is a current Windows-protected component.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is it part of Microsoft FrontPage?

That has not been verified. Do not install or remove FrontPage based only on this filename.

Does it work on Windows 10 or Windows 11?

The file’s reported legacy metadata does not prove current compatibility. The affected application’s own support information and installer determine whether it can run on modern Windows.

Should I place it beside the executable?

Only an official installer or trusted backup should decide the correct location. Do not manually copy a downloaded DLL beside the executable.

Why does the error mention a missing module when the file exists?

A dependency of a0002990.dll may be missing, or the file may have the wrong architecture or be damaged. Repairing the parent application is safer than adding unrelated DLLs.

Will SFC or DISM fix it?

Only if the missing file is part of a damaged Windows component. They may not restore a DLL installed privately by an old application.

What is the most reliable fix?

Identify the requesting application, then repair or reinstall that exact program using its official installer or original media.
