action.dll is not a standard Windows component; public file records most strongly associate one older 32-bit copy with the legacy GTCoach application. The safest fix for an action.dll missing or load error is to identify the program that needs it, then repair or reinstall that program from its original trusted installer.
What this file actually does
A DLL is a library that an application loads when it starts or performs a particular function. action.dll is an application file, not a Windows system library, Microsoft runtime, standard driver, or normal DirectX component.
One known historical file record associates action.dll with GTCoach, attributed to GTek Technologies Ltd. That association is not universal because the filename is generic. Another unrelated program, or even malicious software, can use the same filename.
Treat the copy on your computer as unverified until you check:

- Which application displays the error
- The complete path of the file or the path Windows says it cannot access
- Whether the file is beside the application that needs it
- Whether antivirus software quarantined it
- Whether its publisher and digital signature match the parent application
Do not assume that a product currently using the name GT Coach is the same historical program associated with this DLL. If you cannot identify the original application or find a trustworthy installer, replacing the isolated DLL is not a safe recovery method.
Diagnose the error before changing Windows
Use the message and file location to classify the problem.

Also note what changed immediately before the failure. Common triggers include an incomplete installation, failed update, cleanup utility, disk problem, antivirus quarantine, malware event, or an application becoming incompatible with the current Windows release.
Fix 1: Repair or reinstall the application that needs action.dll
This is the most likely solution, especially if the error names an older GTCoach installation.

- Read the title bar and complete text of the error.
- Note which shortcut, launcher, or program you opened.
- Right-click that shortcut and select Properties.
- On the Shortcut tab, read Target and Start in.
- In File Explorer, open the application’s installation folder.
- Search that folder for
action.dll. - Right-click the file, select Properties, and inspect Details and Digital Signatures, if present.
A legitimate application DLL is normally stored in the application’s own folder or a trusted shared-program location. Finding action.dll in C:WindowsSystem32, C:WindowsSysWOW64, a temporary directory, or an unrelated user-profile folder does not prove that it is legitimate.
Use Windows’ Repair option
On Windows 11:
- Open Start > Settings.
- Select Apps > Installed apps.
- Find the application.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair, if available.
- Start the application again.
Repair normally preserves the application and its data. If the program has its own launcher, look for Repair, Verify, Scan and repair, or Verify files there. This is preferable to copying a replacement DLL because it restores the complete set of files and dependencies.
If Repair is unavailable or does not work:
- Back up the application’s saves, profiles, projects, or other important data.
- Uninstall the application from Settings > Apps > Installed apps.
- Restart Windows.
- Reinstall it using the original installer, installation media, vendor-provided package, or a trusted organizational archive.
- Start the application before copying back custom files.
If no trustworthy installer for the historical application exists, do not obtain action.dll by itself. Preserving the application’s data and moving to a supported replacement may be safer than installing an unknown binary.

A successful repair restores action.dll beside the correct executable and allows the application to start without the same message. If the error changes to a different missing file, the original DLL problem may be resolved and the remaining issue is another dependency.

Fix 2: Check Microsoft Defender or another antivirus product
Security software may have removed action.dll because of an actual infection, a modified file, an unsigned build, or a false detection.
In Windows Security:
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Open the detection associated with the application or
action.dll. - Record the exact file path and detection name.
- Compare that path with the application folder you identified earlier.
Do not restore or allow the file simply because the application reports it missing. Restore it only when the file’s provenance, location, publisher, and signature are verified. Microsoft warns that restoring a quarantined threat can cause it to be detected again.
The safer recovery path is:
- Leave a credible detection quarantined.
- Update the security product.
- Run a full system scan.
- If malware is suspected, run Microsoft Defender’s available offline or deeper scan options.
- Remove and reinstall the parent application from a trusted source after cleanup.
If the detection appears to be a false positive, obtain a fresh copy through the application’s complete installer rather than downloading the DLL separately. If a newly installed copy is immediately quarantined again, stop restoring it and investigate the application and the detection.
Fix 3: Check dependencies and 32-bit compatibility
A message saying “the specified module could not be found” does not always mean that action.dll itself is absent. Windows may be unable to find a library that action.dll requires.
Reinstall the parent application first. Then check whether its installer or error identifies a Microsoft runtime. Install only the runtime named by the application or installer from Microsoft’s official Visual C++ Redistributable documentation.
Architecture matters:
- A 32-bit application needs the x86 runtime, even on 64-bit Windows.
- A 64-bit application needs the x64 runtime.
- ARM64 applications have a separate package requirement.
- Installing x64 does not automatically satisfy an x86 application.
The historically reported GTCoach copy is a 32-bit component, so a 64-bit Windows installation can still run it through Windows’ 32-bit compatibility layer. Do not copy the DLL into System32 or SysWOW64; those folders do not convert a 32-bit application file into a system component.

If the installer specifically reports an old DirectX library, use Microsoft’s DirectX End-User Runtime. That package repairs older DirectX SDK libraries, not action.dll itself. Do not install DirectX merely because the filename ends in .dll.
For an application that requires .NET:
- Open Start > Settings > System > Optional features.
- Select More Windows features.
- Review the .NET entries shown by Windows.
- Enable only the framework version required by the application.
- Select OK and restart if prompted.
Do not guess a framework version. Use the application’s documentation or installer message.

Fix 4: Check the file and application architecture
A “not designed to run on Windows” message can result from corruption, a wrong-format file, or a dependency mismatch.
To inspect the application:
- Open the application’s installation folder.
- Right-click its main
.exefile. - Select Properties > Details.
- Check the vendor information and product details.
- Compare the executable with the installer or version supplied by the application’s distributor.
If the program is very old, right-click its executable or shortcut, select Properties > Compatibility, and use Windows compatibility settings only when appropriate. Test one change at a time. Compatibility mode cannot repair a missing DLL or make an unsafe file trustworthy.
If the application was copied from another computer instead of installed, install it properly. Copying an application folder often omits registry entries, runtimes, services, or companion files.
Fix 5: Update or reinstall drivers only when the evidence points there
A driver is unlikely to be the direct source of an application-specific action.dll, but a program can fail after a graphics, audio, storage, or device change.
To inspect drivers:
- Right-click Start and select Device Manager.
- Expand the device category related to the application.
- Right-click the device and select Properties.
- Review the General tab for an error code.
- Open the Driver tab and note the provider and date.
- Select Update Driver and then Search automatically for drivers.
- Restart Windows and test the application.
For a recently updated driver, use Roll Back Driver if the button is available. Otherwise, obtain the correct driver from the device or computer manufacturer. Do not replace action.dll as though it were a driver file.

It is optional, and reinstalling the application remains the definitive fix when that application owns action.dll.
Fix 6: Repair broader Windows corruption
Use Windows repair commands only when other Windows programs are also failing, system files are damaged, or the problem began after a broader system event. They usually will not restore a third-party application DLL.
- Open Start and type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
Microsoft recommends running DISM before SFC. Restart Windows after both commands complete and test the application again.

If the issue began after a recent system change:
- Press Windows key + R.
- Type
rstrui.exe. - Press Enter.
- Select a restore point from before the failure.
- Review the affected programs.
- Select Finish and allow Windows to restart.
System Restore does not normally remove personal files, but it can roll back programs, drivers, and system settings. Back up important data first.

regsvr32 is intended for DLLs that provide a registration entry point such as DllRegisterServer, commonly COM components. There is no evidence that this application-associated action.dll is a COM server.
Running:
regsvr32 action.dll
may produce an error stating that DllRegisterServer was not found. It will not restore a missing dependency, repair a damaged installation, or make a 32-bit DLL work in a 64-bit application.

Avoid manual DLL downloads
Do not download action.dll from a random DLL catalogue or copy it into System32, SysWOW64, or another program’s folder. The file may contain malware, have the wrong architecture, belong to unrelated software, or fail because the real problem is a missing dependency.

Safe sources are the original application installer, original installation media, the application vendor, or a trusted distributor that can verify the complete package. Microsoft runtimes should come from Microsoft’s official pages, not from DLL repositories.
If the error remains
Collect the details that identify the real owner:
- Copy the full error message.
- Record the application name and executable path.
- Record the location, size, signature, and antivirus status of every
action.dllcopy. - Check Event Viewer > Windows Logs > Application for an error at the same time.
- Review Windows Reliability Monitor for the failed application.
- Check the application’s own logs.
- Note whether the application is 32-bit and whether Windows is 64-bit.
- Record any named dependency or runtime in the error.
If the file is in an unrelated folder, has a mismatched publisher, or triggers a credible detection, quarantine and scan it rather than restoring it. If the application is obsolete and no verifiable installer remains, retaining its data and replacing the program is safer than installing an isolated DLL.

Is action.dll a Windows file?
No reliable evidence identifies it as a Windows component. It is most strongly associated in public records with an older GTCoach application, but the generic filename can also belong to unrelated software.
Should I run SFC to restore action.dll?

Should I register action.dll with regsvr32?
