agt0408.dll is missing when an older program cannot find Microsoft Agent’s Greek-language component. You may see: “The program can’t start because agt0408.dll is missing from your computer.”
Other versions of the same failure include:
- “This application failed to start because agt0408.dll was not found.”
- “The code execution cannot proceed because agt0408.dll was not found.”
- “Error loading agt0408.dll. The specified module could not be found.”
- “agt0408.dll is either not designed to run on Windows or it contains an error.”
Do not download the first copy of the DLL you find and put it in System32. That approach can install malware, use the wrong architecture, or leave the actual Microsoft Agent runtime, registry entries, character files, and dependencies missing.

Which fix applies to you
Use this list before changing anything:
- The error started after upgrading to Windows 7, 10, or 11: Microsoft Agent was deprecated in Windows 7 and was not included in later Windows versions. Repair or reinstall the application that needs it, or run that application in an older compatible Windows environment.
- Only one older application shows the error: Repair, verify, or reinstall that application from its original installer or trusted media.
- Several legacy Agent applications fail: The Microsoft Agent runtime or one of its language components may be absent. The application vendor’s installer is still the safest source.
- Windows Security recently detected or quarantined the file: Check Protection history before restoring anything.
- The file exists but the error says “specified module could not be found”: A dependency of the DLL may be missing. Reinstall the complete application rather than replacing only
agt0408.dll. - The file is in
System32,SysWOW64, a Downloads folder, or another unrelated writable directory: Treat it as suspicious until its source and signature are verified. - The program is 32-bit: It needs the matching 32-bit Microsoft Agent component. A 64-bit replacement is not an appropriate substitute.
What agt0408.dll actually is
agt0408.dll is a legitimate Microsoft file whose internal description is Microsoft Agent International Dll. It belongs to Microsoft Agent 2.0, the older Microsoft technology that supplied animated characters and application or web integration for legacy software. Microsoft describes Microsoft Agent in its official Agent overview.

The 0408 part is important. It is the Windows locale identifier for Greek (el-GR), so this is the Greek-language Microsoft Agent component. It does not mean that installing a modern Greek Windows language pack will recreate the DLL. Windows language packs and Microsoft Agent language-component packages are different products.

Historically, Agent files were installed beneath:
%WINDIR%MSAgentIntlagt0408.dll
That is a historical Microsoft Agent location, not a current Windows system-file location. Do not assume that a missing file belongs in C:WindowsSystem32 or C:WindowsSysWOW64.
Microsoft Agent was deprecated in Windows 7 and omitted from that release. It is not a supported built-in runtime on Windows 10 or Windows 11. The filename alone also cannot identify the exact application that requested it. Older educational programs, Office-related software, web content, utilities, and other ActiveX-based applications could use Agent.
Fix 1: Identify the application that needs the file
The most reliable repair begins with the program making the request.
Check the error window and shortcut
Read the title bar and message carefully. It may name the application. If the error appears immediately after double-clicking a shortcut:
- Right-click the shortcut.
- Select Properties.
- Read the Target field.
- Note the program name and installation folder.
- Cancel without changing the shortcut.
If the error appears when Windows starts:
- Press Ctrl+Shift+Esc to open Task Manager.
- Select Startup apps.
- Look for the legacy program or launcher associated with the message.
- Right-click it and choose Open file location, when available.
Do not delete the startup entry yet. The folder and executable name can tell you which installer must be repaired.
Check installed applications
On Windows 11:
- Open Settings.
- Select Apps.
- Select Installed apps.
- Search for the program named by the error.
- Open its three-dot menu.
On Windows 10:
- Open Settings.
- Select Apps.
- Select Apps & features.
- Select the affected application.
Also check Control Panel > Programs > Programs and Features. Older desktop programs often expose Repair, Change, or Uninstall there even when Settings does not.
Fix 2: Repair or reinstall the affected program
This is the safest and most likely solution because the application may need more than one DLL.
Use Repair or Modify
If the installer offers Repair, choose it. If it offers Modify, make sure Microsoft Agent, language support, or legacy components are selected.
Allow the installer to finish, restart Windows if requested, and launch the program again. A successful repair means the application starts without the agt0408.dll message and its Agent-based features load normally.
If Repair reports that source files are missing:
- Cancel the repair.
- Find the original installer, installation disc, vendor recovery image, or trusted enterprise deployment package.
- Run that installer as an administrator.
- Choose Repair or reinstall the complete application.
- Restart Windows and test again.
Do not copy a DLL from another computer. Even if the filename matches, the version, dependencies, language component, registration data, and application files may not match.
Use a launcher’s verification feature
Some older applications have a launcher with Verify files, Repair installation, or Scan and repair. Run that feature from the application’s own launcher. It is preferable to a system-wide DLL replacement because it can restore the files that belong together.

Reinstall from trusted original media
If no repair option exists:
- Back up the application’s saved data if necessary.
- Uninstall the affected program from Settings > Apps or Control Panel > Programs and Features.
- Restart Windows.
- Run the original installer.
- Choose the complete installation, including language or legacy components.
- Restart again and test the program.
If the program’s installer specifically includes a Microsoft Agent runtime, allow it to install. Microsoft’s historical documentation describes installing Agent through msagent.exe and installing language components through separate packages, so a base Agent installation does not necessarily include every language component.
Fix 3: Check Windows Security Protection history
Antivirus software may have quarantined the file, especially if the application folder is old or unusual.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Open any detection related to
agt0408.dll. - Check the original path, detection name, and action taken.
Microsoft explains the Protection history workflow in its Windows Security Protection history guidance.
Restore or allow the file only when all of the following are true:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- The original path belongs to the known application or historical Microsoft Agent directory.
- The file came from trusted original media or the application’s official installer.
- The detection has been investigated rather than dismissed.
- A current security scan of the installer and system is clean.
Reinstalling the application from trusted media is usually safer than creating a broad antivirus exclusion. If the file was found in a Downloads folder, temporary directory, or unrelated writable location, do not restore it merely because its name matches.
Fix 4: Use Microsoft’s Windows 7 Agent information carefully
If the affected computer is running Windows 7, Microsoft documented a historical hotfix, 969168, for programs that depended on Microsoft Agent. The hotfix supplied core Agent components and the Merlin character, but it did not necessarily provide every language or character component.
That means the hotfix may not supply agt0408.dll for an application requiring the Greek component. Check its current availability and applicability before relying on it, and prefer the affected application’s original installer when one is available. Microsoft’s Windows 7 compatibility article explains the historical limitation.
On Windows 10 and Windows 11, do not treat the Windows 7 hotfix as a supported general solution. Microsoft Agent is not part of the normal modern Windows installation.
Fix 5: Repair Windows components with DISM and SFC
Use these commands as secondary checks, not as a guaranteed way to recreate Microsoft Agent.
Microsoft’s recommended order is DISM first, then System File Checker:
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected program.
Microsoft documents this sequence in its System File Checker guidance.

If SFC reports that it repaired corrupted files, restart and test again. If it reports that it could not fix some files, repeat the process after DISM has completed successfully, then repair or reinstall the application itself. SFC and DISM repair protected Windows components; they may not restore an unsupported third-party or legacy Microsoft Agent language file on Windows 10 or 11.

Outbyte PC Repair can scan for system problems and show what it found; its repair functions are handled by the full version, but it is not required, and reinstalling the program that needs Microsoft Agent remains the definitive fix for an application-specific failure.
Fix 6: Check application and driver updates
A driver update is not a primary fix for agt0408.dll. This is a Microsoft Agent application dependency, not an established modern graphics, audio, chipset, or Windows runtime DLL.
Still, update the affected application if its publisher provides a supported patch:
- Open the application’s own update tool.
- Check the publisher’s official support channel or original product portal.
- Install only updates intended for that exact application and Windows version.
- Restart and test.
Do not use Device Manager to hunt for agt0408.dll. Device Manager can update hardware drivers, but it cannot install Microsoft Agent language components.

Outbyte Driver Updater can show which drivers are stale during its scan, while driver installation through the full version removes some of the manual version hunting; it is optional and is not a substitute for reinstalling the legacy application that requests agt0408.dll.
Why regsvr32 usually does not fix this error
regsvr32 is not a general-purpose missing-DLL repair command. It registers DLLs that expose the appropriate registration entry points. A missing Microsoft Agent language component is normally restored by installing its runtime or the application that owns it.
Do not run this as a blind fix:
regsvr32 agt0408.dll
It can produce another error, register the wrong copy, or distract from a missing dependency. Use regsvr32 only if the original Microsoft Agent or application installer explicitly requires registration and supplies the correct 32-bit DLL and command.
If a trusted installer gives a 32-bit registration instruction on 64-bit Windows, it may require the 32-bit version of the tool:
%WINDIR%SysWOW64regsvr32.exe "full-path-to-the-32-bit-file.dll"
The correct command depends on the installer and file location. Do not guess it for agt0408.dll.
Check the file’s architecture and location
agt0408.dll is a 32-bit component. A 64-bit DLL with the same name is not a valid replacement.
If a copy exists, right-click it, select Properties, and inspect:

A file under a known Microsoft Agent or application directory is more plausible than one under Downloads, a temporary folder, or an unrelated program’s writable data directory. A filename alone does not prove authenticity.
Do not copy the file into:
C:WindowsSystem32
C:WindowsSysWOW64
It is not established as a modern Windows system DLL in either location. Do not copy it from another Windows installation, either.
Windows 10 and 11 fallback options
If repairing the application does not work, compatibility mode may help the old executable, but it cannot recreate Microsoft Agent infrastructure removed from Windows.
Try it only after repairing the application:
- Right-click the program’s executable or shortcut.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose an older Windows version.
- Select Apply, then OK.
- Launch the program.
If the error remains, the practical choices are:
- Use an application-provided legacy runtime.
- Run the application inside a compatible older Windows environment.
- Restore the system to a point before the failure, if an appropriate restore point exists.
- Replace the application with a maintained alternative.
Microsoft’s Windows recovery options cover System Restore and other recovery paths. Back up personal data before using broader recovery or reinstallation options.

Is agt0408.dll a legitimate Microsoft file?
Yes. It is the 32-bit Greek-language component associated with Microsoft Agent International Dll. A file’s name alone does not prove that a particular copy is genuine, so verify its source, location, signature, and security status.
Does 0408 mean I need the Greek Windows language pack?
No. 0408 identifies the Greek locale, but Microsoft Agent language components are separate from modern Windows language packs. Installing Greek display language support is not proven to restore this DLL.
Which program installed agt0408.dll?
The filename cannot identify one universal program. It was used by Microsoft Agent-enabled legacy applications, so inspect the error, shortcut, startup entry, and installed-program list to find the caller.
Should I download `agt0408.dll separately?
No. Random DLL download sites can provide malware, an incorrect version, or the wrong architecture. Use the affected application’s original installer, repair media, or its trusted official support channel.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Should I run SFC and DISM?
They are reasonable secondary checks for Windows component corruption, using DISM first and SFC second. They are not guaranteed to restore Microsoft Agent on Windows 10 or Windows 11.
Why does the error say the specified module could not be found when the DLL exists?
The loader may be unable to find a dependency required by agt0408.dll. Reinstall the complete application or Agent runtime instead of copying additional random DLLs.
Can I fix it with regsvr32?
Usually not. Registration does not replace a missing runtime, language component, dependency, or character file. Use it only when a trusted original installer specifically instructs you to.
What if every repair fails?
The application may depend on unsupported Microsoft Agent infrastructure. Try a compatible older Windows environment, System Restore, or a replacement application rather than continuing to replace individual DLLs.
