Most of the 15 named townsfolk in Tales of the Shire have a regular haunt, and many are close together around Bywater’s Village Square. Use the locations below as starting points—not guaranteed coordinates: residents can move for quests, at different times of day, or as the story progresses. If you have already met someone, check that person’s marker on the in-game map.
Where to find every townsfolk member
The roster and usual locations below are corroborated by Destructoid’s guide and XboxPlay’s guide. Start around the Village Square for the largest cluster, then head to the outskirts for the farms, workshop, mill, and tree.

| Marigold Potts | At The Ivy Bush Inn near the northern end of the Village Square, where she is the innkeeper. |
| Nefi | At Nefi’s Forge near the north end of the Village Square, beside the dock and river. |
| Nora Burrows | At her indoor shop and home near the north end of the Village Square. |
| Old Noakes | Near Old Noakes’ Smial, northeast of the Village Square and across The Stone Bridge. |
| Orlo Proudfoot | Roaming around the Shire while delivering mail; check the map for his current position. |
| Rosie Cotton | Usually around Cotton Farm in the far southwest. |
| Sandyman | Usually at Sandyman’s Mill in the northwest, behind The Green Dragon. |
| Willow Took | Usually at her workshop at the far south end of the map. |
| Young Tom Cotton | Usually at his stall in the Village Square. |
How to find a townsfolk member who has moved
A listed haunt is a useful first stop, but it is not a promise that the character will be standing there. Orlo is specifically described as roaming; quest-related movement can affect other residents too. If the person is not at the usual spot, open the in-game map and look for their marker. The official support site lists a help article titled “How do I access the map?” in its gameplay support category, though the category page itself does not provide the instructions.
Where townsfolk go in the evening
In the evening, many villagers head home or gather at The Green Dragon or The Ivy Bush Inn, both in the Village Square. If someone is absent from a daytime work spot, those two venues are sensible places to check. The guides describe this as a general pattern, not a fixed schedule for every resident.

Why a location may not be available yet
Not every area opens immediately. PCGamesN’s progression guide says the first additional location becomes available during the story when Delphi goes missing and you help Gandalf find her. It also describes friendship-level unlocks associated with Delphinium, Nefi, Nora, Rosie, and Old Noakes. If a route or place seems inaccessible, continue the relevant story or friendship progress rather than assuming the listed destination is available from the start.

Meeting neighbors, helping them, sharing meals, and building friendships are central to the game’s setup. As Lead Game Producer Calliope Ryder put it in Xbox Wire on September 23, 2024, “After character creation, your story begins in Bywater.” The 15 names here are also available as individual Townsfolk filters in a community-maintained Steam map guide; because it is community material, the in-game map is the more direct check for a resident you have already encountered.
