What kind of game is Anno 117: Pax Romana?
Anno 117: Pax Romana is a strategy and city-building game from Ubisoft Mainz, published by Ubisoft. You play a Roman governor serving under Emperor Lucius, growing settlements into cities while managing citizens, production, religion, research, diplomacy and military power. The Julius Caesar comparison is evocative shorthand: you do not play as Caesar, and this is not an action game about a Roman general.

The central activity is building an economy that can reliably supply a growing population. Choose a resource to see the buildings needed to produce it, then establish the chain and place structures where their inputs, local resources and proximity can support productivity and happiness. As a settlement expands, citizen needs and economic constraints make the layout consequential: a city that looks impressive but cannot supply its residents is not a stable one.
There is also a narrative layer of dialogue choices, missions, advisors and decisions. Religious choices and research have strategic effects, rather than serving only as decoration. The Discovery Tree, described by Ubisoft before launch, contains more than 150 upgrades across Civic, Economic and Military branches. Ubisoft’s game page outlines the setting and systems.

Latium or Albion: what changes between the provinces?
The game lets you begin in Latium or Albion, which frame different cultural choices rather than simply offering two interchangeable backdrops.
Latium
Latium is presented as Roman, with Roman religion, technology and military traditions at its core. It is the natural starting point if you want the province most closely associated with Rome.
Albion
Albion brings Celtic traditions into the campaign. You can preserve that identity or push Romanization, giving expansion a cultural dimension alongside the usual questions of resources and settlement growth.
Religious decisions also affect play: Ubisoft says different gods provide gameplay modifiers, and the review describes a multi-faith system that can spread influence between settlements. PC Gamer’s 80/100 review praises the game’s polished city-building, visual character and atmosphere. Its supply-chain interface makes it easier to see what a resource requires, while building placement gives infrastructure both practical and aesthetic significance. The review also welcomes the way Albion can retain a Celtic character alongside Roman expansion.

The trade-off is a deliberately gentle opening and a campaign that may feel incremental. According to the review, military pressure arrives later, so the first hours may not satisfy players looking for an urgent stream of threats. Objectives can take time to unfold, and the early experience may feel unusually forgiving. Iwaniuk captured that softness this way: “At times it borders on so friendly and non-threatening to your endeavours that you feel like you could leave it unattended for an hour and return to find everything absolutely fine.”
Economic planning is more demanding than that relaxed opening might suggest. Weak trade planning, surplus stock or poorly judged upgrades can push the economy toward bankruptcy; selling goods from warehouses can provide a recovery route. That makes it important to pay attention to what the settlement actually needs instead of expanding every chain indiscriminately.
The review’s overall framing is that the game is more about placing infrastructure for economic and aesthetic effect than conquering opponents. If you want a city-builder with atmosphere and interlocking systems, that is the appeal. If your priority is sustained combat or a brisk sequence of campaign milestones, the measured pace is a real drawback.
Platforms, editions and launch-price context
Ubisoft lists Windows PC, PlayStation 5, Xbox Series X|S and Amazon Luna. Its German launch announcement also listed GeForce Now and Blacknut; cloud access can depend on territory and service availability, so check the relevant service’s current catalog before buying on that basis. Ubisoft’s US store page lists digital PC, PS5 and Xbox versions; PC activation requires a Ubisoft account and Ubisoft Connect. Check Ubisoft’s US store listing for current availability.
Edition names and prices are especially time- and region-sensitive. Ubisoft’s German-language launch release, dated November 13, 2025, gave these prices for PC, PS5 and Xbox Series X|S—not current global prices:

The same announcement described three Year 1 Pass DLCs: Promise of the Volcano, The Hippodrome and Dawn of the Delta. It also said the PC Tribun Edition and Governor’s Edition were available through Amazon in Germany at launch. Ubisoft’s higher-setting and resolution targets call for stronger hardware; its published enthusiast targets list 32 GB of RAM. Check the full Ubisoft PC system requirements against your components before purchasing. The minimum target is specifically for Low settings at 1080p and 30 FPS, not a promise of higher frame rates or resolution.
Who should buy Anno 117: Pax Romana?
- A good fit: players who enjoy developing settlements, balancing supply chains and making considered layout choices; those who value atmosphere, cultural identity and a campaign that unfolds at a measured pace.
- A less certain fit: players who want frequent military threats, rapid campaign progression or a game centered on conquest rather than city planning.
- Check before buying: PC owners should compare their hardware with Ubisoft’s requirements. Everyone should confirm the current platform listing, regional availability and edition contents in the store they plan to use.
On the evidence of PC Gamer’s 80/100 review, this is a strong candidate for patient city-building fans, not a universal pick for strategy players. Its main appeal is the satisfaction of shaping an economy and an inhabited Roman province; its main limitation is that its gentler opening and incremental objectives may leave action-seekers waiting.
