The safest fix is not to download this filename from a DLL website. First check whether Windows is supported by the application, then repair Windows components and repair the affected game or program through its official launcher.

Microsoft describes API sets as contracts used by Windows applications to reach the correct implementation DLL. An API-set name can be a virtual loader alias, so it does not necessarily correspond to a physical file on disk.

Check Windows compatibility first
An API-set error often appears when a newer application is launched on an older Windows release. A missing API contract cannot be fixed by copying a file if the operating system itself does not provide the required API behavior.
This is especially important on Windows 7 and Windows 8.1. Windows 7 support ended on January 14, 2020, Windows 8.1 support ended on January 10, 2023, and Windows 10 support ended on October 14, 2025. Current applications may require Windows 10 or Windows 11, while newer software may require Windows 11 specifically. Check the publisher’s requirements for the exact program.
To check your Windows version:
- Press Windows key + R.
- Type
winver. - Press Enter.
- Note the Windows edition and version shown.
- Compare it with the application’s minimum operating-system requirement.
You can also check the system type:
- Open Settings.
- Select System.
- Select About.
- Look at System type.
If the application requires a newer Windows release, upgrade Windows through Microsoft’s supported installation process. Do not attempt to make an unsupported system compatible by downloading individual API-set files.
Fix 1: Install Windows updates and restart
A pending update or incomplete restart can leave Windows components out of sync.
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Launch the affected program again.
If the error began after an interrupted update, let Windows finish installing updates before testing the application. If Windows Update itself fails repeatedly, continue with the component repair commands below.
Fix 2: Repair Windows components with DISM and SFC
This is the main repair step when several programs fail, Windows recently suffered a disk error, or system files may have been damaged.
DISM repairs the Windows component store that supplies system-file repairs. SFC then checks protected Windows files and replaces damaged copies where possible. Microsoft recommends running DISM before SFC.
- Press the Start button.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes if User Account Control appears.
- Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to finish. It may appear to pause for a while.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the application.
A successful result may say that Windows Resource Protection did not find any integrity violations, or that damaged files were found and repaired. If SFC reports that it could not repair some files, restart and run the same sequence once more. If it still fails, check Windows Update, disk health, malware detection, and the in-place Windows repair option.

Fix 3: Repair or reinstall the affected program
If only one game or application produces the error, its installation or latest update is a stronger suspect than Windows as a whole.
Use the program’s built-in repair option first:
- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair.
- Test the program.
- If Repair does not help, select Reset only if you understand that it may remove local app data.
For a desktop application without a Repair option:
- Download the installer from the application developer or the store where you purchased it.
- Close the program and its launcher.
- Uninstall the application from Settings > Apps > Installed apps.
- Restart Windows.
- Install the current supported release.
- Launch it once using its normal shortcut.
For games, use the launcher’s file verification feature before reinstalling the entire game. Steam, Epic Games Store, Battle.net, and other launchers use different names, but the usual process is:
- Open the game launcher.
- Open the game’s properties or settings.
- Choose Verify, Verify integrity, Scan and repair, or the equivalent option.
- Let the launcher replace incomplete files.
- Restart the launcher and test the game.
This repairs the application files that the launcher actually owns. It will not add missing Windows features to an unsupported operating system.

Security software can quarantine a file after an update or may block an application component. However, the presence of an API-set error does not prove that antivirus software caused it.
In Windows Security:
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review detections around the time the application stopped launching.
- Expand a relevant detection and inspect its path, detection name, and action.
- Restore or allow the item only if the application came from a trusted official source and the file path and publisher are authentic.
Do not restore an item simply because its name resembles the missing filename. Microsoft notes that Defender may detect a restored file again. If the detection concerns a downloaded replacement from an untrusted source, remove it instead and reinstall the application from its official installer.
Run a full scan after reviewing quarantine:
- Open Windows Security.
- Select Virus & threat protection.
- Select Scan options.
- Choose Full scan.
- Select Scan now.
Fix 5: Use System Restore if the timing matches
System Restore is useful when the error began immediately after a driver installation, Windows change, cleanup tool, or application update and a suitable restore point exists.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point dated before the failure began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore can roll back system files, registry settings, drivers, and installed programs without changing personal files. It is not guaranteed to be enabled, and it cannot help if no restore point predates the problem.

Fix 6: Check disk health and malware
Repeated SFC repair failures can indicate disk corruption, not just a missing file.
Back up important data before checking the system drive. Then open Command Prompt as administrator and run:
chkdsk /f C:
Windows may say that the drive is in use and ask whether to schedule the check for the next restart. Type Y, press Enter, and restart if you accept that check.
Also run a full Windows Security scan. If the drive reports errors, the computer freezes, or files become corrupted again after repair, treat the storage device as a possible hardware problem and preserve your data before continuing.

This filename is not, by itself, evidence of a graphics, chipset, audio, or other driver problem. Driver work is relevant when the error began after a driver change, the application crashes during hardware initialization, or Device Manager reports a device problem.
To inspect Device Manager:
- Right-click Start.
- Select Device Manager.
- Look for devices with a yellow warning icon.
- Expand categories related to the affected program, such as Display adapters, Sound, video and game controllers, or Network adapters.
- Right-click the relevant device.
- Select Properties.
- Open the Driver tab.
- Check the driver provider, date, and status.
- Use Update Driver only when a newer driver is available from the hardware manufacturer or Windows Update.

Windows Features and Visual C++: when they apply
Do not assume that api-ms-win-core-com-private-l1-1-0.dll belongs to Visual C++. Microsoft documents Visual C++ Redistributables separately as packages that install C and C++ runtime libraries.
Install or repair Visual C++ only when the application’s documentation requires it or the error also names a genuine runtime such as VCRUNTIME140.dll or MSVCP140.dll. Use Microsoft’s latest supported Visual C++ Redistributable documentation, and match the package architecture to the application.
Windows Features are similarly application-specific:
- Open Start.
- Type Windows Features.
- Select Turn Windows features on or off.
- Enable a feature only when the application’s official requirements identify it, such as a particular .NET component.
- Select OK.
- Restart if Windows requests it.
Enabling unrelated features will not recreate a missing API-set contract.
32-bit and 64-bit applications
Architecture can matter, but manually copying files between System32 and SysWOW64 is not a reliable fix. The folder names are counterintuitive: on 64-bit Windows, System32 generally contains 64-bit system components, while SysWOW64 contains 32-bit components.
A 32-bit application uses 32-bit dependencies, even when it runs on 64-bit Windows. Let Windows, the official installer, and the application launcher select the correct files. Install the x86 or x64 Visual C++ package only when the application requires it, rather than using architecture as a reason to copy this API-set name manually.

What not to do
Do not download the DLL separately
Random DLL download sites can provide an unsigned, modified, incorrect, or incompatible file. Even an authentic-looking filename may not match the Windows build, application architecture, or loader contract. A replacement can also hide the real cause, such as an unsupported operating system, corrupted component store, or damaged application installation.

Do not copy it into system folders
An API-set name can be a virtual alias and may not need to exist as a normal file. Copying a file into System32, SysWOW64, or the application folder can create version conflicts and does not add the underlying Windows implementation.
Do not register it with regsvr32
Do not run:
regsvr32 api-ms-win-core-com-private-l1-1-0.dll
regsvr32 is designed for registerable COM or ActiveX components that expose a DllRegisterServer entry point. An API-set stub is not normally registered this way. Use regsvr32 only when the software vendor specifically identifies a DLL as a self-registering component and gives registration instructions.

Record these details before contacting the application developer or Windows support:
- The exact application and version
- The full error text
- The Windows edition and build from
winver - Whether Windows is 32-bit or 64-bit
- Whether one application or every application fails
- Recent updates, driver changes, cleanup operations, or security detections
- Results from DISM and SFC
- Relevant entries in Windows Event Viewer
If only one program fails after official repair, the likely next step is vendor support or a newer application build. If many programs fail after DISM, SFC, malware checks, and disk checks, use Microsoft’s supported in-place Windows repair or reinstall procedure.

The loader or a dependency-reporting tool may present the API-set contract as a missing filename. The underlying failure can be an unsupported Windows version, damaged Windows components, or an application built for a different environment.
Should I place the file in System32 or SysWOW64?
No. API-set aliases do not necessarily work as ordinary copied DLLs, and the two folder names are easy to misuse. Repair Windows and reinstall the affected application instead.
Will SFC restore this exact filename?
Not necessarily. SFC repairs protected Windows components; Microsoft’s API-set documentation means the contract name may not correspond to a file on disk. Judge success by whether Windows repairs integrity problems and the application launches afterward.
