api-ms-win-core-crt-l1-1-0.dll Not Found: Fix Windows Apps

“The program can’t start because api-ms-win-core-crt-l1-1-0.dll is missing from your computer” and “The code execution cannot proceed because api-ms-win-core-crt-l1-1-0.dll was not found” are common versions of this startup error. api-ms-win-core-crt-l1-1-0.dll is a genuine Microsoft Windows API-set contract, not a random game file or a standalone program.

The 60-second answer

If only one game or application fails, use its launcher’s Verify, Repair, or Scan and repair option. If it has no repair option, uninstall it, restart Windows, and reinstall it from the original developer or publisher installer.

Then install pending Windows updates and restart again. On a 64-bit PC, make sure the Visual C++ runtime architecture matches the application: a 32-bit program needs the x86 package even when Windows itself is 64-bit.

Do not download this DLL from a random DLL website or copy it into System32. API-set files are installed and maintained through Windows servicing and legitimate application installers. Microsoft explains how Windows API-set contracts route API calls to the correct Windows implementation.

What api-ms-win-core-crt-l1-1-0.dll actually is

The filename identifies an API-set contract associated with Windows C runtime APIs. An API set is a compatibility layer: an application asks for a stable contract name, and Windows maps that request to the implementation appropriate for that Windows version and architecture.

That makes this different from a normal application DLL. It is not a program you launch, and it is not permanently tied to one particular game. An application may be the only thing exposing the error because its startup code is the first code that requests the missing or damaged runtime component.

Public file inventories describe it as an “ApiSet Stub DLL” published by Microsoft and report x86 and x64 variants from the Windows 8 and 8.1 era. Those inventories are not Microsoft servicing catalogues, so their version and size details should not be treated as universal.

The exact filename also matters. These are separate contracts:

  • api-ms-win-core-crt-l1-1-0.dll
  • api-ms-win-crt-runtime-l1-1-0.dll
  • api-ms-win-crt-stdio-l1-1-0.dll
  • api-ms-win-crt-filesystem-l1-1-0.dll

Do not install a replacement for a similar-looking filename unless that is the file named by the error.

Why the error appears in only one application

The most likely cause is an incomplete or damaged application installation. A failed update, interrupted reinstall, aggressive cleanup utility, or antivirus quarantine can remove a dependency or leave the program with mismatched files.

Other possibilities include:

  • Windows updates or runtime components are missing.
  • The application requires the Universal C Runtime on an older Windows release.
  • The wrong x86 or x64 runtime was installed.
  • Windows component files or the component store are damaged.
  • “The specified module could not be found” refers to a dependency of the named file rather than the named file itself.
  • The application was built for a newer Windows baseline than the installed system supports.

Before changing anything, note the application name, your Windows edition and build, and whether the failing program is 32-bit or 64-bit. Also check whether every application fails or only one.

Fix 1: Repair or reinstall the affected application

This is the best first fix when one game or program is affected.

Using a launcher repair option

  1. Open the game or application launcher.
  2. Select the affected title.
  3. Open its Settings, Manage, or Properties menu.
  4. Choose Verify files, Repair, Scan and repair, or the closest equivalent.
  5. Allow the process to finish.
  6. Restart Windows and launch the program again.

The launcher should replace missing application-local files without disturbing saved games or user settings.

Reinstalling the application

If repair is unavailable or does not help:

  1. Press Windows + I.
  2. Select Apps, then Installed apps.
  3. Find the affected application.
  4. Select the three-dot menu and choose Uninstall.
  5. Restart Windows.
  6. Download the installer from the application’s official publisher or use the original launcher.
  7. Right-click the installer and select Run as administrator.
  8. Complete the installation, restart once more, and test the program.

If the error returns immediately after a clean reinstall, do not keep reinstalling the same program. Continue with the Windows and runtime checks below.

Fix 2: Install Windows updates

API-set contracts are part of Windows’ loader and compatibility architecture. A pending or failed update can leave related components incomplete.

  1. Press Windows + I.
  2. Select Windows Update.
  3. On Windows 11, select Check for updates. On Windows 10, select Check for updates in the same area.
  4. Install all available quality, security, and servicing updates.
  5. Restart even if Windows does not require an immediate restart.
  6. Check again for updates after restarting.

On Windows 7 or another legacy installation, confirm that the system has the required service pack and servicing prerequisites. Microsoft identifies KB2999226 as the initial Universal CRT release. For Windows 7 SP1, use the applicable official KB2999226 package, then install the runtime required by the application.

KB2999226 should not be described as a guaranteed direct installer for this exact API-set filename on every Windows version. It is the relevant Universal CRT update for supported legacy scenarios.

Fix 3: Install the correct Visual C++ Redistributable

Applications built with Microsoft Visual C++ can depend on runtime components that are not present or are damaged.

Use Microsoft’s latest supported Visual C++ Redistributable downloads:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

On 64-bit Windows, install both x86 and x64 when you use programs of both architectures. Installing only x64 does not satisfy a 32-bit application.

To repair an existing package:

  1. Open Settings with Windows + I.
  2. Select Apps, then Installed apps.
  3. Search for Microsoft Visual C++.
  4. Select the relevant redistributable entry.
  5. Choose Modify if available.
  6. Approve the administrator prompt.
  7. Select Repair.
  8. Restart Windows and test the application.

The current v14 package is not a universal replacement for every older Visual C++ generation. Keep older redistributables installed when legacy software requires them.

Fix 4: Repair Windows with DISM and SFC

Use these commands when several applications show related API-set or CRT errors, Windows updates fail, or the application reinstall did not help. DISM repairs the Windows component store, while System File Checker checks protected system files against that repaired source.

  1. Open the Start menu.
  2. Type Command Prompt.
  3. Right-click Command Prompt and select Run as administrator.
  4. Select Yes at the User Account Control prompt.
  5. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to finish. It may appear to pause at some percentages.
  2. Then run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows and launch the affected program.

If SFC reports that it repaired files, test the application after restarting. If it reports that some files could not be repaired, run DISM again, restart, and run SFC once more. Persistent failures may require reviewing CBS logs, using a matching repair source, System Restore, or an in-place Windows repair.

Manually hunting through system folders and repeating DISM or SFC without knowing what changed can be time-consuming. Outbyte PC Repair provides a free scan showing detected issues, while repair features require the full version; it is optional, and reinstalling the affected application remains the definitive fix when that program owns the broken installation.

Fix 5: Check antivirus quarantine

Security software can quarantine a legitimate application dependency, although a quarantine notice is needed before treating this as the cause.

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Look for an event involving the affected application or its installation folder.
  5. Do not restore a file automatically. First confirm that the program came from its official publisher and that the detection is a false positive.
  6. If confirmed, follow Windows Security’s restore or allow instructions.
  7. Repair or reinstall the application afterward.

If another antivirus is installed, open its quarantine or detection history instead. If the file is repeatedly removed, contact the application publisher or security vendor rather than downloading a replacement DLL.

Fix 6: Check the application architecture

A 32-bit application can require x86 runtime files even on 64-bit Windows. The folder names can be confusing: System32 normally contains 64-bit system files on 64-bit Windows, while SysWOW64 contains 32-bit system files. Do not infer architecture from a folder name alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the application’s system requirements or publisher documentation. You can also:

  1. Right-click the application shortcut.
  2. Select Open file location.
  3. Right-click the main executable and select Properties.
  4. Check the Details tab for vendor information and documentation clues.
  5. Install the matching x86 or x64 Visual C++ package.

Never copy an x86 DLL into a 64-bit program folder or vice versa. A 64-bit application can fail because a 64-bit dependency is missing even when a 32-bit copy exists elsewhere.

Fix 7: Update drivers only when broader startup failures point to them

A graphics or chipset driver is not the usual cause of this specific API-set error. Driver work is justified when multiple games crash, Windows reports device errors, or the problem began after a driver installation.

To check manually:

  1. Right-click the Start button.
  2. Select Device Manager.
  3. Expand Display adapters, System devices, and any category showing a warning icon.
  4. Right-click the relevant device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if a driver is installed.

You can also check Settings > Windows Update > Advanced options > Optional updates for driver updates. Windows Features is not a repair location for this DLL; enabling or disabling optional Windows features will not register an API-set contract.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Finding the correct driver versions across graphics, chipset, audio, and other devices can involve repeated manual checks. Outbyte Driver Updater offers a free scan that identifies outdated drivers, while driver installation requires the full version; it is optional and is not a substitute for repairing the application or Windows runtime.

Why you should not download this DLL separately

Random DLL download sites can provide the wrong version, wrong architecture, modified files, or malware. A copied file may also leave the real dependency or Windows servicing problem untouched. Adding untrusted folders to a program’s DLL search path can create DLL preloading risks, as Microsoft documents in its guidance on DLL search order and DLL security.

Do not run regsvr32 for this file. API-set stubs are not ordinary COM or ActiveX components that users register manually. The appropriate installers and Windows servicing mechanisms place them where Windows expects them.

FAQ

Is this a Microsoft file or an application file?

It is a genuine Microsoft Windows API-set contract, but an application may be the first program to request it. The error does not prove that one particular game created the file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does only one game fail?

That game may be the only program using the missing runtime path, or its own installation may be incomplete. Repair it first before changing Windows system files.

Should I install only the x64 Visual C++ package?

No. If the failing program is 32-bit, install x86. On 64-bit Windows, install both x86 and x64 when you use applications of both architectures.

Will the latest Visual C++ package always restore this exact DLL?

No. Microsoft does not state that one current VC++ package installs this exact API-set file on every Windows version. Windows updates, legacy Universal CRT servicing, application repair, and system repair may all be relevant.

What if every program reports a related CRT error?

Prioritize Windows Update, DISM, SFC, antivirus investigation, disk checks, System Restore, or an in-place Windows repair. Reinstalling every application is unlikely to solve a system-wide problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if the error says “specified module could not be found”?

That wording can mean a dependency of the named DLL is missing. Repair the application and install the correct runtime architecture rather than assuming the displayed filename itself is the only missing file.
