api-ms-win-core-crt-l2-1-0.dll: Repair the Failing App Safely

api-ms-win-core-crt-l2-1-0.dll is a Microsoft Windows API-set contract associated with the Universal C Runtime. If an app says it is missing or could not be loaded, repair Windows and the affected application rather than downloading a replacement DLL.

The name is genuine, but it does not necessarily identify a normal physical file that should be copied into System32. Windows API-set names can act as virtual aliases that the loader routes to the correct system implementation. A dependency checker can therefore report this contract as missing even when Windows can resolve it normally.

Identify what this filename means

Question What it tells you
Is the name legitimate? Yes. It follows Microsoft’s API-set naming convention and is associated with Windows runtime infrastructure.
Is it an ordinary application DLL? Not necessarily. It can be a loader contract rather than a standalone file.
Who is responsible? Windows provides the API-set and Universal C Runtime components, but an application can trigger the error when it imports the contract or includes an incomplete dependency.
Which Windows versions matter? Physical-file records are historically associated with Windows 8 and 8.1. Windows 10 and 11 use current Windows component servicing and API-set routing.
Is it the same as other runtime files? No. It is not interchangeable with api-ms-win-crt-runtime-l1-1-0.dll, ucrtbase.dll, vcruntime140.dll, or msvcp140.dll.
Does architecture matter? Yes. A 32-bit application needs x86 runtime components, even on 64-bit Windows. A 64-bit application needs x64 components.

A third-party historical inventory reports an ApiSet Stub DLL record for Windows 8 and 8.1, but that type of inventory is not a current Microsoft component manifest. The exact physical file is not guaranteed to exist on every Windows installation.

Start with the quickest diagnosis

Before changing anything, note:

  • The full error message
  • The executable that fails
  • Your Windows version and build
  • Whether the program is 32-bit or 64-bit
  • The path shown in the message, such as C:WindowsSystem32, C:WindowsSysWOW64, or the application folder
  • Whether one program fails or several
  • Whether Windows Update, cleanup software, antivirus, a driver update, or a runtime installation preceded the problem

If only one program or game fails, repair that program early. If several unrelated programs fail, prioritize Windows servicing and system repair.

Fix 1: Install Windows updates

The Universal C Runtime is built into Windows 10 and Windows 11 and is maintained through Windows servicing. Pending updates can also restore or update components needed by older applications.

Windows 11

  1. Open Start.
  2. Select Settings.
  3. Choose Windows Update.
  4. Select Check for updates.
  5. Install every applicable update.
  6. Restart Windows, even if the update screen does not immediately require it.
  7. Start the affected application again.

Windows 10

  1. Open Start.
  2. Select Settings.
  3. Open Update & Security.
  4. Select Windows Update.
  5. Choose Check for updates.
  6. Install available updates.
  7. Restart the computer and test the program.

If Windows Update reports an error, restart once and check again. If the same application still fails, continue with the application repair steps below rather than repeatedly downloading unrelated DLL files.

On Windows 8.1, Windows 8, Windows 7 SP1, Vista SP2, and selected server editions, Microsoft supplied the Universal CRT through the older-system update KB2999226. Windows 8.1 requires the April 2014 rollup KB2919355, and Windows 7 requires Service Pack 1. Use Windows Update or Microsoft’s official KB2999226 download route and satisfy the stated prerequisites before installing it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The KB2999226 update is intended to let applications built with Visual Studio 2015 and the Windows 10 SDK run on supported earlier Windows versions. It is not a reason to copy a loose API-set file into a system folder.

Fix 2: Repair Windows components with DISM and SFC

Use this step when multiple applications fail, Windows reports other system-file errors, or the problem began after an interrupted update or system change.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to finish.
  2. Without closing the administrator window, run:
sfc /scannow

Microsoft recommends running DISM before SFC. DISM repairs the Windows component store that SFC uses as a repair source, while SFC checks protected system files.

Restart Windows after both commands complete. Test the affected application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If DISM says that source files cannot be found, use a matching Windows installation source instead of an arbitrary download:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Replace C:RepairSourceWindows with the path to a valid matching repair source. If SFC reports files that it could not repair, save the relevant details with:

findstr /c:"[SR]" %windir%LogsCBSCBS.log >"%userprofile%Desktopsfcdetails.txt"

Open sfcdetails.txt from the desktop to see which entries failed, then run the repair commands again after addressing the DISM source problem.

When repeatedly hunting through Windows components and interpreting SFC/DISM output becomes impractical, Outbyte PC Repair can scan and show what it identifies; its repair action is performed by the full version. It is optional, and repairing or reinstalling the affected program remains the definitive fix when that program was packaged incorrectly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 3: Repair or reinstall the affected application

An incomplete installation is especially likely when one application fails while Windows and other programs work normally.

Windows-managed applications

  1. Open Start > Settings.
  2. Select Apps.
  3. Open Installed apps.
  4. Find the affected application.
  5. Select its three-dot menu.
  6. Choose Advanced options.
  7. Select Repair.
  8. Launch the application again.

If Repair does not resolve the error, return to the same screen and use Reset only if you understand that it can remove the app’s local data. Otherwise, uninstall it and reinstall it from the publisher’s official installer.

Classic desktop programs

  1. Press Win+R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Select the program in Programs and Features.
  5. Choose Repair or Change, if available.
  6. Follow the installer prompts.
  7. Restart Windows and test the program.

If no repair option exists, uninstall the application, restart, and install a fresh copy from its developer or publisher. Do not preserve a damaged application directory by copying DLLs into it.

Games and launchers

Use the launcher’s built-in repair or file-verification feature. In Steam, open Library, right-click the game, select Properties, choose Installed Files, and select Verify integrity of game files.

If the launcher provides a prerequisite installer, run it. Then test the game from its normal shortcut. If only the game fails and verification finds damaged or missing files, the game installation is a stronger suspect than Windows itself.

Fix 4: Install the correct Visual C++ runtime

This error can appear alongside missing Universal CRT or MSVC runtime files, but installing the latest Visual C++ Redistributable is not guaranteed to fix this exact API-set contract.

Check the application’s documentation or installer for its runtime requirement. Use Microsoft’s current packages:

On 64-bit Windows, install x86 when the failing program is 32-bit. Install x64 for a 64-bit program. Some computers need both because they run applications of both architectures.

  2. Run the installer.
  3. Accept the license terms.
  4. Select Install or Repair, if offered.
  5. Restart Windows.
  6. Start the program again.

The current v14 runtime supports applications built with Visual Studio 2017 and later. Older applications may require a specific legacy package, such as Visual C++ 2013 or 2012. Do not remove every existing redistributable: different applications can legitimately depend on different versions.

Fix 5: Check antivirus quarantine

Security software can quarantine an application file or one of its dependencies. This is a possible cause, not proof that antivirus caused the error.

  1. Open Start.
  2. Search for Windows Security.
  3. Open it.
  4. Select Virus & threat protection.
  5. Choose Protection history.
  6. Review recent detections.
  7. Select an item to inspect its path, source, and action.

Restore or allow a file only when the application came from a trusted publisher and its origin and signature are clear. If the file is suspicious, leave it quarantined, run a full or offline scan, and reinstall the application from its official source instead.

Fix 6: Update a related driver or hardware utility

If the failing executable belongs to a graphics driver, device utility, or hardware-management package, reinstall that package from the hardware manufacturer after repairing Windows and the runtime.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a basic Device Manager check:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the category for the relevant hardware.
  4. Right-click the device.
  5. Choose Update driver.
  6. Select Search automatically for drivers.
  7. Restart Windows if a driver is installed.

For a clean application-specific repair, download the current driver package from the hardware manufacturer and use its installer. Do not remove a working driver merely because a dependency scanner lists this API-set name.

Manually checking many hardware categories and comparing driver versions is time-consuming; Outbyte Driver Updater can scan and identify driver updates, while the driver installation or repair is done by the full version. It is optional, and a driver update will not repair an incorrectly packaged application that imports the wrong dependency.

Fix 7: Use System Restore after a recent system change

If the error began immediately after an update, driver installation, or software installation, System Restore may reverse that change without affecting personal documents.

  1. Press Win+R.
  2. Type rstrui.exe.
  3. Press Enter.
  4. Select Next.
  5. Choose a restore point from before the error began.
  6. Select Next, then Finish.
  7. Allow Windows to restart.

If there is no suitable restore point, return to application repair and Windows servicing. Storage corruption or broader malware-related damage may require a full security scan and additional Windows recovery work.

What not to do

Do not download the DLL from a random website

A loose DLL can contain malware, match the wrong Windows component, use the wrong architecture, or fail because the real missing item is another dependency. It can also replace a protected Windows component with an unverified file.

Safe sources are Windows Update, Microsoft’s official KB2999226 package for supported older systems, Microsoft’s Visual C++ Redistributable packages, and the affected application’s official installer or launcher.

Do not rename another DLL

ucrtbase.dll, api-ms-win-crt-runtime-l1-1-0.dll, vcruntime140.dll, and msvcp140.dll serve different roles. Renaming one to api-ms-win-core-crt-l2-1-0.dll does not create the required API-set contract.

Do not use regsvr32

regsvr32 registers COM DLLs that export DllRegisterServer. It does not repair Windows runtime components or API-set contracts. Running it against this filename is not a valid fix.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not copy files between system folders

Never copy an x64 file into a 32-bit application directory, copy a system file from another computer, or place an unverified DLL in System32 or SysWOW64. Local UCRT deployment is a developer packaging technique, not a general consumer repair method.

FAQ

Is api-ms-win-core-crt-l2-1-0.dll a real Windows file?

The name is real and follows Microsoft’s API-set convention. It may represent a virtual loader contract rather than a physical file that exists under that exact name on your system.

Why does a dependency checker say it is missing when the app still worked?

Some dependency tools report the imported API-set contract without reproducing the Windows loader’s API-set routing. The result can be a misleading “missing DLL” report. The application’s actual startup error and full executable path are more useful evidence.

Does this filename identify a particular game or program?

No. The filename alone cannot identify a specific game, driver, or commercial application. Check which executable produced the error and repair that program first when only one application is affected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I install the Visual C++ Redistributable?

Install it when the application requires MSVC or UCRT runtime files, using the architecture that matches the application. It may help with related runtime errors, but it is not automatically the correct fix for this API-set message.

What information should I provide when asking for further help?

Provide the exact error text, failing executable name, full path, Windows version and build, application architecture, whether one or many applications fail, and whether the path points to System32, SysWOW64, or the application directory. Also mention any recent update, antivirus detection, cleanup, driver change, or runtime installation.
