They describe a group of Windows functions, including library-loading operations, while Windows maps that contract to the underlying system implementation. That means a physical file with this exact name is not guaranteed to appear on every Windows installation.

Microsoft has documented this exact filename as part of the Windows MinKernel API-names package in a Windows 7 security-update file table. That historical entry is evidence of its Windows origin, not a universal version, size, or path for Windows 10 and Windows 11.

The wording depends on the loader and the application. You may see:

- “The program can’t start because api-ms-win-core-libraryloader-l1-1-0.dll is missing from your computer.”
- “api-ms-win-core-libraryloader-l1-1-0.dll was not found.”
- “Error loading api-ms-win-core-libraryloader-l1-1-0.dll.”
- “The code execution cannot proceed because api-ms-win-core-libraryloader-l1-1-0.dll was not found.”

Before repairing anything, note when the problem started. A failed Windows update, antivirus action, disk cleanup, application update, migration from an older Windows release, or a new Wine prefix points to a different repair path.
Also check whether one program fails or several unrelated programs fail. One failing game usually points toward that game or its compatibility environment. Several programs failing at once points more strongly to Windows corruption, an incomplete upgrade, malware, disk trouble, or a damaged component store.
Fix 1: Update Windows and restart
Start with the least invasive repair.
Windows 11
- Open Start > Settings.
- Select Windows Update.
- Click Check for updates.
- Install every applicable update.
- Restart the PC, even if Windows does not immediately require it.
- Launch the affected program again.
Windows 10
- Open Start > Settings.
- Select Update & Security.
- Open Windows Update.
- Click Check for updates.
- Install the available updates.
- Restart and test the application.
This can restore missing servicing components and provide API contracts expected by newer software. If Windows Update fails, repeatedly rolls back, or the error remains, continue with DISM and SFC rather than copying a DLL into a system folder.
Fix 2: Repair Windows with DISM and SFC
Microsoft recommends running DISM before System File Checker. DISM repairs the Windows component store that SFC uses as a source for protected system files.

- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- After DISM completes, run:
sfc /scannow
- Let SFC reach 100 percent.
- Restart Windows.
- Test the program that produced the error.
SFC may report that it found and repaired corrupted files, found no integrity violations, or could not repair some files. The first result supports a Windows-side cause. If it reports that it could not repair everything, restart and run the SFC command once more. If DISM cannot obtain repair files from Windows Update, Microsoft documents using a matching Windows installation source with /Source and /LimitAccess; do not substitute an arbitrary ISO or mismatched Windows edition.
The practical success test is simple: restart, launch the affected application, and check whether the same error returns. If several programs were failing and they now start, the Windows component store was probably the problem. If only one program still fails, move to application repair.

Fix 3: Repair or reinstall the affected application
If one game or program reports the file while the rest of Windows works normally, treat the application as the next suspect. The program may have been installed incorrectly, may contain an incompatible launcher, or may be running with a damaged private dependency set.
For a launcher-installed game
- Exit the game and its launcher.
- Reopen the launcher.
- Find the game in your library.
- Open its settings or management menu.
- Choose Verify, Verify integrity, Repair, or the equivalent option.
- Wait for the launcher to replace damaged files.
- Restart the launcher and test the game.
If verification changes nothing, uninstall the affected application from Settings > Apps > Installed apps on Windows 11, or Settings > Apps > Apps & features on Windows 10. Restart, download the installer again from the publisher or official launcher, and reinstall it.
Do not assume that a DLL mentioned in an error belongs in the game’s installation directory. API-set contracts are normally supplied through Windows loader infrastructure. An application folder containing a copy may be legitimate packaging, stale, or suspicious. Check the file’s location, digital signature, and provenance before restoring anything.
If the application documents a prerequisite, install that prerequisite from Microsoft or the application publisher. Visual C++ packages use names such as vc_redist.x86.exe, vc_redist.x64.exe, and vc_redist.arm64.exe. They are relevant to errors involving the Visual C++ runtime, but installing them does not directly replace this Windows API-set contract.
Fix 4: Check antivirus quarantine
Security software can remove or quarantine a file after an application update, failed installation, or detection inside a bundled package.

- Select Virus & threat protection.
- Click Protection history.
- Review entries created when the error began.
- Expand a detection and inspect the original path, threat name, and affected file.
- Run a scan before restoring anything.
Only consider restoration if the original path belongs to a known application, the publisher and digital signature are appropriate, and a clean scan supports the file. A copy with this name inside a temporary, cracked, or suspicious application directory should not automatically be trusted. Microsoft warns that a restored threat may be detected again.
If Windows Security identifies malware, follow its removal process instead of restoring the file merely to make a game launch. Reinstall the affected application from its official source after the system is clean.
Fix 5: Check architecture and compatibility
On 64-bit Windows, C:WindowsSystem32 generally refers to the 64-bit system directory, while C:WindowsSysWOW64 contains the 32-bit system view. The names are counterintuitive because of Windows compatibility design.
Do not blindly copy this DLL into either directory. A 32-bit application can use API-set redirection and the 32-bit system view, while a 64-bit application uses the 64-bit view. The correct repair is to fix Windows or the application’s installation, not to choose a folder based on its name.
To identify the application architecture, check its documentation or installation directory. Some applications expose this information in their launcher or system requirements. If only a 32-bit program fails, reinstall its documented 32-bit prerequisites. If both 32-bit and 64-bit programs fail, prioritize Windows repair.
Older or incompletely updated Windows builds may also lack API contracts expected by newer software. Install all applicable updates rather than replacing the missing contract with a file from another Windows build.
Fix 6: Repair the Wine or Proton environment separately
If the message came from Wine, Proton, a game compatibility layer, or a Linux-hosted Windows application, native Windows repair commands are unlikely to fix the prefix.
- Update the relevant Wine or Proton version.
- Update the game launcher or compatibility tool.
- Back up saves and configuration files.
- Create a fresh prefix or compatibility prefix.
- Reinstall the application into that prefix.
- Test it before copying old configuration files back.
A Wine log can mention a Windows API-set name because the compatibility environment cannot map the contract. That does not prove that a physical Windows DLL is missing from the host system. Repairing System32 on a separate Windows installation will not necessarily repair a Wine prefix.

Fix 7: Repair drivers only when the timing points there
A graphics, chipset, storage, or antivirus driver update can expose an existing Windows problem, especially if the failure began immediately after a system change. Drivers do not normally supply this API-set contract, so do not install drivers as the first response to this filename.
If the error began after a driver change:
- Right-click Start and open Device Manager.
- Expand the relevant category, such as Display adapters or Storage controllers.
- Right-click the device and select Properties.
- Open the Driver tab.
- Use Roll Back Driver if Windows offers it and the timing clearly matches.
- Otherwise, select Uninstall Device, restart, and install the driver from the hardware manufacturer or Windows Update.
- Test the affected application.

Use System Restore when the failure clearly followed an update, driver installation, or program installation and a suitable restore point exists.
- Press Windows + R.
- Enter
rstrui.exe. - Press Enter.
- Select a restore point created before the problem began.
- Click Scan for affected programs if available.
- Confirm the restore and restart Windows.
System Restore rolls back system files, registry settings, drivers, and installed programs without intentionally removing personal files. Back up important work first.

On supported Windows 11 versions, you may also see Settings > System > Recovery > Fix problems using Windows Update > Reinstall now. This reinstalls the current Windows version while preserving apps, files, and settings. If Windows remains damaged after DISM and SFC, use Windows recovery or an in-place repair installation, and back up important data before proceeding.
What not to do
Do not download the DLL from a random website
A downloaded copy may have the wrong architecture, wrong Windows build, altered contents, or malware. It may also fail because API-set contracts depend on Windows loader mappings and component servicing. Manual replacement can hide the real corruption.
Use Windows Update, Microsoft repair tools, Windows recovery, or the official installer for the affected application instead.
Do not run regsvr32 on this file
regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer. It is not a general-purpose DLL repair command, and registering an API-set contract does not repair Windows loader mappings.
Do not install Visual C++ blindly
Visual C++ can fix a separate error involving VCRUNTIME140.dll, MSVCP140.dll, or api-ms-win-crt-*.dll. It is not the authoritative source for api-ms-win-core-libraryloader-l1-1-0.dll.

Is this file legitimate?
Yes. It is a Microsoft Windows API-set component. The application showing the error may be the program that installed, bundled, or requested it, but that does not make the API-set contract an ordinary application runtime.
Where should it be located?
Windows component locations commonly involve C:WindowsSystem32, but the exact physical representation varies by Windows release and servicing state. API-set names do not guarantee a conventional file with the same name on every device.
Should I copy it into System32 or SysWOW64?
No. Do not manually copy it into either directory. Repair Windows or reinstall the affected application using the correct official source.
Will installing Visual C++ fix it?
Not usually. This filename belongs to Windows API-set infrastructure, while Visual C++ packages repair different runtime dependencies. Install Visual C++ only when the complete error or application documentation identifies it.
What if every program fails?
Run Windows Update, DISM, and SFC, then check for malware and disk problems. If failures continue, use System Restore or Windows recovery. A system-wide failure is unlikely to be fixed by reinstalling one game.
What if only one user account fails?
Test the program from a new local Windows profile. If it works there, the issue may be profile-specific, but that test does not prove the DLL itself is missing.
Can I fix it with Windows Features?
Usually not. Windows Features can enable components such as .NET or legacy compatibility features, but they do not generally restore this API-set contract. Use Windows repair unless the application’s documentation specifically identifies an optional Windows feature.
