Which fix applies to you
Start with these checks before changing Windows files:
As an Amazon Associate I earn from qualifying purchases.
- Windows 10 or Windows 11, one application affected: Repair or reinstall that application first. A failed update, incomplete extraction, or missing application-local runtime file is likely.
- Windows 7 or Windows 8.1: Suspect an unsupported application build. Install an older release that supports your Windows version, use the vendor’s compatible runtime, or upgrade Windows.
- Several programs fail, or Windows has other errors: Check for damaged Windows components with DISM and SFC.
- The error began after antivirus activity: Open the security product’s quarantine and review whether an application file was removed.
- The filename is slightly different: Confirm that the message really names
api-ms-win-core-normalization-l1-1-0.dll.api-ms-win-crt-runtime-l1-1-0.dllis a different dependency with a different repair path. - The program is 32-bit: Install its 32-bit runtime or application build, even if Windows itself is 64-bit.
Also record the exact program, its version if known, whether it is a game or launcher, and what changed immediately before the failure.
What this filename actually means
This is a Microsoft Windows API-set contract. It represents Unicode and string-normalization functions including NormalizeString, IsNormalizedString, GetStringScripts, IdnToNameprepUnicode, and VerifyScripts. Microsoft lists these APIs in its Windows API documentation.

An API-set name is normally a virtual alias resolved by Windows through its API-set schema. It does not necessarily correspond to a physical file that should appear in System32 or SysWOW64. Microsoft explains this behavior in its documentation about Windows API sets and API-set loader operation.
The underlying normalization functionality is associated with Windows National Language Support. Microsoft identifies Normaliz.dll as the implementation DLL for NormalizeString. That does not mean you should rename, replace, or manually copy Normaliz.dll.
Some older .NET Core deployments also included physical API-set compatibility files through Microsoft’s application/runtime packages. That is a deployment detail for the application or runtime, not a reason to copy a file into a Windows directory.
Fix 1: Repair or reinstall the affected application
For a single program, this is the safest first repair.
Use the application’s repair option
- Press Windows + I to open Settings.
- Select Apps.
- Open Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the application that displays the error.
- Select the three-dot menu, or click the application entry.
- Choose Advanced options if available.
- Select Repair and wait for it to finish.
- Restart Windows and launch the program again.
If there is no Repair option, open the application’s own installer and look for Repair, Modify, or Reinstall.
Reinstall from the publisher
If repair does not work:
- Uninstall the affected application from Settings > Apps.
- Restart Windows.
- Download the installer from the application publisher’s official website or account portal.
- Confirm that the installer matches your Windows architecture and application type.
- Right-click the installer and select Run as administrator.
- Complete the installation, then restart Windows once more.
Do not reinstall the same current release repeatedly on Windows 7 or Windows 8.1 if it was built for a newer operating system. That reproduces the same loader failure. Look for the vendor’s older-OS release, compatibility build, or supported runtime instead.
For a game, open its launcher and use Verify, Verify integrity, Repair, or a similarly named file-checking command. The exact wording differs by launcher, but the purpose is the same: restore files belonging to that particular game without borrowing DLLs from another installation.

Check application architecture
A 32-bit application needs 32-bit dependencies. A 64-bit application needs 64-bit dependencies. On 64-bit Windows, do not assume that installing a 64-bit runtime repairs a 32-bit program.
Check the publisher’s download page or installer details. If Windows identifies the program as 32-bit, install the matching x86 or 32-bit application/runtime package supplied by the publisher. Do not treat System32 and SysWOW64 as interchangeable repair locations.
Fix 2: Check Windows version compatibility
A newer executable can import an API-set contract while Windows is loading it, before the application has an opportunity to display its own compatibility warning.
Check your Windows version:
- Press Windows + R.
- Type
winver. - Press Enter.
- Note whether the system is Windows 7, Windows 8.1, Windows 10, or Windows 11.
If the computer runs Windows 7 or Windows 8.1, visit the application publisher’s official support or download page and check:
- The minimum supported Windows version.
- An older application release.
- A legacy or compatibility installer.
- A vendor-supplied runtime package.
- Separate x86 and x64 downloads.
If no compatible build exists, upgrade Windows or replace the application. Installing the newest release again will not make an unsupported operating system provide APIs it does not have.

On Windows 10 or Windows 11, install pending updates:
- Open Settings.
- Select Windows Update.
- Click Check for updates.
- Install available updates.
- Restart when requested.
- Test the application again.
Fix 3: Repair Windows components with DISM and SFC
Use this path when multiple applications show loader errors, Windows Update has failed, or system files may have been damaged by an interrupted update, disk problem, or cleanup operation.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for DISM to complete. It repairs the Windows component store and may take time. Restart Windows if DISM requests it. Then open an elevated Command Prompt again and run:

Wait until verification reaches 100 percent. Restart and test the affected program.
If SFC reports that it repaired corrupted files, test the application again. If it reports that it found corruption but could not repair everything, run DISM again, restart, and repeat SFC once. If DISM says source files cannot be found, use a matching Windows installation source with the /Source and /LimitAccess options described in Microsoft’s system-file repair instructions.
Repeating SFC and DISM without checking the application, Windows version, and event that caused the failure can waste time. Outbyte PC Repair can provide a scan that shows what needs attention, while its repair functions require the full version; it is optional, and reinstalling the affected application remains the definitive fix when the problem is application-specific.
Fix 4: Check antivirus quarantine
If the program worked before a security scan, update, or cleanup operation, inspect quarantine.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Open the detection associated with the affected application.
- Note the file path and detection name.
- Restore a file only if the application came from a trusted publisher and the security product confirms it was a false positive.
- Reinstall the application from its official installer if the file is suspicious or the detection is unclear.
Do not permanently disable antivirus protection to make the program launch. If a trusted application repeatedly loses files, submit the detection to the security vendor and obtain a clean installer from the publisher.
Fix 5: Update related drivers only when symptoms point there
A missing API-set contract is not normally a graphics or sound driver error. Driver repair becomes relevant if the same failure began after a Windows update and you also have display crashes, device errors, or hardware instability.
To check drivers manually:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Sound, video and game controllers, or Network adapters.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
For a rollback, right-click the device, select Properties, open the Driver tab, and choose Roll Back Driver if available. Prefer the computer or hardware manufacturer’s official driver when Windows cannot find a suitable one.
Outbyte Driver Updater can scan for outdated drivers and show which versions need attention, while driver installation through the full version is optional; it is not a substitute for repairing or reinstalling the application that reports this filename.

Avoid DLL download sites websites and random files copied from another computer. The file may contain malware, belong to a different Windows build, use the wrong architecture, or fail to match the application’s runtime. It can also hide the real cause, such as an unsupported operating system or incomplete installation.
Do not copy the filename into System32 or SysWOW64 as a routine fix. API-set aliases may not exist physically in those directories, and Windows resolves them through its loader schema.
Do not run:
regsvr32 api-ms-win-core-normalization-l1-1-0.dll
regsvr32 is intended for registerable DLL or OCX components that expose registration entry points such as DllRegisterServer. An API-set contract is a loader alias, not a normal COM component. Registration will not repair Windows API resolution.

Installing Visual C++ Redistributable, DirectX, or .NET is also not automatically the answer. These packages repair only the dependencies they contain. Install a runtime only when the application publisher identifies it as required, and use the publisher’s supported architecture.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteIf the error remains
Check whether the named file exists in the application folder, but do not assume that its absence proves damage. An API-set contract may be virtual, while an older self-contained application or compatibility package may carry application-local files.
If the failure began immediately after a Windows update:
- Open Settings > System > Recovery.
- Review the available recovery options.
- Consider Go back, Uninstall updates, System Restore, or reinstalling the current Windows version, depending on what your edition and build offer.
Microsoft documents these choices in its Windows recovery options and its guidance for reinstalling the current Windows version.
Persistent failures across unrelated programs justify a malware scan, disk-health check, and Windows repair installation. If only one program fails, keep the focus on that program’s supported version, runtime, architecture, and installation files.

FAQ
Is api-ms-win-core-normalization-l1-1-0.dll a real Microsoft file?
It is a real Microsoft API-set name and contract. It is usually not an independently distributed DLL that users should download.
Should I download it from a DLL website?
No. Use Windows Update, DISM and SFC, or the affected application’s official installer and runtime package.
Does this error prove Windows is corrupted?
No. On older Windows versions, an application built for a newer operating system may be the actual cause. On supported Windows versions, corruption is possible but should be checked rather than assumed.
Is this the same as api-ms-win-crt-runtime-l1-1-0.dll?
No. The names are similar, but they identify different API contracts. Read the complete filename before choosing a repair.
Will registering the file with regsvr32 help?
No. API-set contracts are not ordinary COM DLLs and are not repaired by registration.
What information matters if I need further help?
Record the exact Windows version from winver, the application name and architecture, the complete error text, whether the file exists in the application directory, and whether the failure followed an update, reinstall, antivirus quarantine, or cleanup operation.
