api-ms-win-core-psm-app-l1-1-0.dll is a Windows API-set contract, so downloading a replacement DLL is usually the wrong fix. Repair Windows first, then repair or reinstall the one application that reports the error if the rest of Windows is working normally.
What this file actually does
The api-ms-win-core- prefix identifies a Windows API-set contract. These names act as loader-facing contracts that let Windows route an application’s API calls to the correct implementation for that Windows version. Microsoft notes that an API-set name may not correspond to a physical file anywhere on the computer. Windows API sets

The psm-app portion relates to Windows application and process-state management APIs. The filename is therefore associated with Windows, not with Visual C++, DirectX, .NET, a graphics driver, or a particular game.

Do not assume Windows is damaged merely because searching C:WindowsSystem32 does not find this exact filename. On some Windows versions, API-set resolution is handled internally or through a differently named implementation.
The application may display messages such as:
- “This application failed to start because api-ms-win-core-psm-app-l1-1-0.dll was not found.”
- “The file api-ms-win-core-psm-app-l1-1-0.dll is missing or corrupted.”
- “A required component is missing.”
- “Error loading api-ms-win-core-psm-app-l1-1-0.dll.”
- “The specified module could not be found.”
These are generic Windows loader formulations. “The specified module could not be found” can also mean that another dependency of the launching program is missing.
Cause-by-symptom guide
| What you observe | Most likely direction | Start with |
|---|---|---|
| Several programs fail with similar messages | Windows component or update damage | Windows Update, DISM, then SFC |
| The error began after a forced shutdown, disk problem, or update | Corrupted system files | DISM followed by SFC |
| Only one game or application fails | Damaged or incompatible application | Update, verify, repair, or reinstall that app |
| Windows Security recently quarantined a file | Quarantine or malware cleanup | Protection History, then DISM and SFC |
| The program is old and Windows is newer or older than expected | Compatibility problem | Check the program’s supported Windows versions |
| “Specified module could not be found” persists after repair | Another application dependency may be missing | Repair the application and inspect its complete error |
Fixes, in the order I use them
1. Install pending Windows updates
Updates can replace damaged components and restore compatibility before you run deeper repair commands.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Open Start and select Settings.
- In Windows 11, select Windows Update. In Windows 10, select Update & Security, then Windows Update.
- Select Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not immediately require it.
- Launch the affected program again.
If Windows Update reports an error:
- Open Settings.
- Select System, then Troubleshoot, then Other troubleshooters in Windows 11.
- Run the Windows Update troubleshooter.
- Retry Windows Update and restart.
In Windows 10, open Settings > Update & Security > Troubleshoot > Additional troubleshooters, select Windows Update, and run the troubleshooter. Microsoft documents the current troubleshooting process in its Windows Update troubleshooter.
If the program starts after updating, the problem was probably an outdated or incomplete Windows installation rather than a DLL that needed manual replacement.
2. Repair Windows with DISM and SFC
Run these commands from an elevated Command Prompt. DISM repairs the Windows component store, while SFC uses that repaired source to check protected system files.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Enter this command and press Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for DISM to finish. It can remain at one percentage for a while. Do not close the window while it is working.
When DISM completes successfully, run:
sfc /scannow
Wait until verification reaches 100 percent, then restart Windows and test the program. Microsoft specifically recommends running DISM before SFC in its System File Checker instructions.
Possible results include:
- Windows Resource Protection did not find any integrity violations: protected files appear intact. Continue with application repair if only one program fails.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and test the program.
- Windows Resource Protection found corrupt files but was unable to fix some of them: run DISM again, restart, and run SFC once more. If it still fails, use System Restore or a supported Windows repair reinstall.
- DISM cannot find source files: do not download the DLL separately. Use matching Windows installation media or Microsoft’s supported recovery options.
Repeating SFC and DISM without recording what each command changed can make troubleshooting tedious. Outbyte PC Repair can show a free scan of reported system problems; repairs are performed by the full version, and it is optional rather than a requirement. For this particular file, repairing or reinstalling the affected application remains the definitive fix when Windows itself is healthy.
3. Check Windows Security quarantine
Antivirus software can quarantine a damaged or altered system component, although malware is not the default explanation for this filename.
- Open Start and search for Windows Security.
- Open it and select Virus & threat protection.
- Select Protection history.
- Review recent detections and expand any item related to the affected program or Windows.
- Check the original path, detection name, and publisher before taking action.
Only restore a quarantined item when its source and signature are trustworthy. Do not disable antivirus protection broadly to force a DLL back into place. For a Windows component, run DISM and SFC instead of restoring an unverified copy. Microsoft explains these quarantine and restoration decisions in Protection History.

- Open Windows Security.
- Select Virus & threat protection.
- Select Quick scan or Scan options for a more complete scan.
- Restart Windows after the scan and test the application.
4. Repair or reinstall the affected application
If every other program works and only one application produces this message, treat the application as the main suspect. A damaged installation can report a Windows dependency even when the underlying Windows API-set system is present.
Use this sequence:
- Open the application’s built-in updater or launcher.
- Install its latest supported update.
- Look for Repair, Verify, Verify integrity, or a similar maintenance command.
- Run that operation and restart the application.
- If it still fails, open Settings > Apps > Installed apps.
- Select the application, open its menu, and choose Uninstall if no repair option is available.
- Restart Windows.
- Download the installer only from the application’s official publisher or launcher.
- Reinstall it and test before adding unofficial patches or replacement DLLs.
Also check the application’s minimum Windows version and architecture requirements. A program built for an unavailable Windows API contract may not run on an older unsupported release. There is no reliable evidence tying this exact filename to one particular game, driver, or application.
Do not install Visual C++ Redistributables, DirectX, or .NET solely because this filename appears in the message. Install those components only when the program’s official documentation identifies them as requirements or another error names them directly.
5. Check architecture without copying DLLs
A 32-bit application on 64-bit Windows does not mean you should copy a file into SysWOW64, and a 64-bit application does not mean you should copy one into System32.

Manually placing copies in both folders can introduce a wrong build, architecture mismatch, tampering, or malware.
To identify the operating-system architecture:
- Open Settings.
- Select System, then About.
- Read System type under Device specifications.
To identify whether an application is 32-bit or 64-bit, check its official system requirements or ask the publisher’s support documentation. This information should guide application compatibility checks, not manual DLL copying.

6. Update drivers only when the symptom points there
A graphics or chipset driver is not the normal provider of this API-set contract. Consider driver maintenance only if the failure began immediately after a driver change, or if other programs show graphics, display, or hardware errors.
- Right-click Start and open Device Manager.
- Expand the relevant category, such as Display adapters or System devices.
- Right-click the device and select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
If Windows cannot find a suitable driver, use the computer or hardware manufacturer’s official support page. Avoid driver packages from unrelated download sites.
Recommended Free Tools
Tracking driver versions manually can mean hunting through several hardware pages and guessing which device is stale. Outbyte Driver Updater can show a free scan of driver issues; installation of drivers is handled by the full version, and it is optional rather than necessary for this API-set error.
7. Use System Restore for a recent system change
Use System Restore when the problem began after an update, driver installation, application installation, or other system change.
- Press Win + R.
- Type
rstrui.exeand press Enter. - Select Next.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Confirm the restore point and select Finish.
- Let Windows restart and complete the operation.
System Restore rolls back system files, drivers, registry settings, and installed programs. It normally does not remove personal files. If there are no restore points or the operation fails, continue to Windows recovery rather than searching for a loose DLL. See Microsoft’s System Restore guidance.
8. Repair-reinstall Windows as a last resort
If Windows Update, DISM, SFC, and System Restore do not resolve a Windows-wide problem, use Windows recovery or a supported repair reinstall.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsBack up important files first. Then open Settings > System > Recovery and review the available recovery options. On supported Windows 11 systems, reinstalling the current Windows version through Windows Update may preserve apps, files, and settings. Microsoft describes the broader choices in Recovery options in Windows.

- Do not download
api-ms-win-core-psm-app-l1-1-0.dllfrom a random DLL repository. - Do not copy it into
System32,SysWOW64, or an application folder. - Do not place both x86 and x64 copies on the computer.
- Do not run
regsvr32on this API-set name. - Do not disable antivirus protection to force a replacement.
- Do not assume registry cleaning or a particular runtime will repair it.
regsvr32 applies to DLLs that expose a registration procedure, commonly COM or ActiveX components. An API-set contract is a loader contract, not a normal self-registering plug-in, so this command is not a supported repair:
regsvr32 api-ms-win-core-psm-app-l1-1-0.dll
It may produce an error such as DllRegisterServer was not found.
FAQ
Should this file be in System32?
Not necessarily. Older Windows versions could contain physical API-set stubs, but Microsoft documents API-set names as logical contracts that may not exist as files on disk.
Should I copy it to SysWOW64 for a 32-bit program?
No. Windows resolves API-set contracts for the process. Copying DLLs manually can make the problem worse.
Is this a Visual C++ or DirectX error?
The filename itself identifies a Windows API-set contract. There is no evidence that Visual C++, DirectX, or .NET specifically supplies it.
Should I use regsvr32?
No. API-set contracts are not normally COM or ActiveX components and should not be registered.
What if DISM and SFC both finish successfully?
If only one application fails, update, verify, repair, or reinstall that application. The loader message may identify a dependency while the actual damage is in the application’s installation.

It is possible, especially after a quarantine event, but it is not the default conclusion. Check Protection History and run a scan, then use DISM and SFC for Windows components.
Is there an official standalone download?
There is no verified Microsoft standalone download package for this exact API-set name. Use Windows Update, DISM, SFC, System Restore, or supported Windows recovery instead.
