“The program can’t start because secproc_ssp.dll is missing from your computer.”

If Windows reports that secproc_ssp.dll was not found or could not be loaded, do not download a replacement DLL first. secproc_ssp.dll is a genuine Microsoft Windows component called the Windows Rights Management Services Server Security Processor, and the safest repair is normally Windows servicing rather than a random DLL download.

Which fix applies to you

Use the path that matches what you observed:

  • The error affects several programs, or the file is absent from Windows folders: repair Windows with DISM and SFC.
  • The problem began immediately after Windows Update, an upgrade, or an interrupted restart: finish Windows Update, then run DISM and SFC.
  • Microsoft Defender quarantined the file: verify the detection before restoring anything.
  • Only one older rights-management application fails: repair or reinstall that application from its original installer after repairing Windows.
  • The file exists but Windows still reports “specified module could not be found”: check dependencies, architecture, signature, and application logs.
  • The file is outside normal Windows locations, unsigned, or detected as malware: do not copy or register it. Scan the system and investigate the executable that loaded it.

What secproc_ssp.dll does

secproc_ssp.dll belongs to Microsoft Rights Management Services and Active Directory Rights Management Services, commonly called AD RMS. It is the server lockbox for the production hierarchy. AD RMS uses security processors and security-processor certificates to enforce usage policies for rights-protected documents and other protected content.

  • A DirectX component
  • A device driver
  • A game-specific library
  • The modern hardware security processor shown in Windows Settings
  • A general Windows logon security provider

Microsoft documents that these AD RMS files are installed with Windows beginning with Windows Vista and Windows Server 2008. Related names have different roles:

  • secproc_isv.dll is the client lockbox for the pre-production hierarchy.
  • secproc_ssp_isv.dll is the server lockbox for the pre-production hierarchy.

You can compare these roles in Microsoft’s AD RMS lockbox documentation and RMS protocol overview.

Check the file before repairing it

1. Identify the program that displayed the error

Read the complete message and note the executable name. Also record whether the error appeared after:

  • A Windows update or restart
  • An application update
  • Antivirus activity
  • Disk cleanup or disk repair
  • A system crash
  • Installing or removing AD RMS-related software

No authoritative evidence ties this filename to one particular consumer game or application. If only one legacy program reports it, that program may be failing because of its own installation or because another dependency is missing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Check the normal Windows location

On 64-bit Windows, native system files normally reside in:

%windir%System32

Windows exposes 32-bit system components through:

%windir%SysWOW64

The names can be confusing: System32 is normally the native 64-bit system directory, while SysWOW64 contains 32-bit system files.

To inspect the folders:

  1. Press Windows key + R.
  2. Enter %windir%System32.
  3. Press Enter.
  4. Search for secproc_ssp.dll.
  5. If necessary, repeat with %windir%SysWOW64.

Do not assume that absence from one folder proves the file is missing. File-system redirection means a 32-bit program and a 64-bit inspection tool may see different redirected paths. Microsoft explains this behavior in its file-system redirector documentation.

3. Verify the digital signature

If you find the file:

  1. Right-click secproc_ssp.dll.
  2. Select Properties.
  3. Open Digital Signatures.
  4. Select the signature and choose Details.
  5. Confirm that Windows reports a valid signature from Microsoft.

A valid Microsoft signature is useful evidence, but it does not make a copy in an unusual application folder automatically safe. Treat the file as suspicious if it is unsigned, signed by an unknown publisher, recently created alongside an unrelated executable, or flagged by antivirus.

Fix 1: Repair Windows with DISM and SFC

This is the primary fix when the file is missing, damaged, or affecting more than one program. DISM repairs the Windows component store, and SFC uses that repaired source to check protected system files.

Install pending updates first

  1. Open Settings.
  2. Select Windows Update.
  3. Choose Check for updates.
  4. Install all available updates.
  5. Restart Windows if requested.
  6. Return to Windows Update and repeat the check until no further updates are offered.

Then run the repair commands:

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Run this command and wait for it to finish:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Run SFC separately:
sfc /scannow
  1. Restart Windows.
  2. Open the affected program again.

DISM normally obtains repair files through Windows Update. If it cannot find source files, Microsoft documents using a matching Windows installation source with /Source and /LimitAccess; use installation media that matches the installed Windows edition and architecture. See Microsoft’s Windows image repair guidance and System File Checker documentation.

Success means SFC reports that it found no integrity violations, or that it found and successfully repaired corrupted files. If SFC says it could not repair some files, restart and run it again after DISM completes. If the result does not change, continue with the Windows Update and repair-reinstall steps below rather than copying a DLL manually.

Repeating SFC and DISM without knowing what changed can make troubleshooting tedious. Outbyte PC Repair can scan for system issues and show what needs attention, while repair actions are completed by the full version; it is optional, and Windows servicing remains the appropriate primary repair.

Fix 2: Repair an incomplete Windows update

If the error began after an update, upgrade, or interrupted restart:

  1. Open Settings.
  2. Select Windows Update.
  3. Install every pending update.
  4. Restart Windows.
  5. Run DISM and SFC using the commands above.
  6. Restart again and test the affected program.

Microsoft’s Windows Update troubleshooting sequence recommends repairing the image and protected files before trying Windows Update again.

  3. Select Recovery.
  4. Find Fix problems using Windows Update.
  5. Select Reinstall now.
  6. Follow the prompts and keep the computer connected to power.

This reinstalls the current Windows version while preserving apps, files, and settings. If the option is unavailable, use matching Windows installation media or System Restore instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 3: Check Microsoft Defender quarantine

A missing file may have been quarantined rather than deleted by Windows.

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Open the relevant quarantined item.
  5. Check the detected path, threat name, and action.
  6. Do not restore it if the location or signature is suspicious.

If you have confirmed that the item is the genuine Microsoft file and the detection is a false positive, use Restore from the item’s action menu. Microsoft documents this process and the command-line alternative in its Defender quarantine restoration guidance.

If malware is plausible, run a full or offline Microsoft Defender scan before restoring anything. After restoration, run DISM and SFC so Windows can validate the component.

Fix 4: Repair the application that reports the error

If Windows repairs successfully but one legacy application still fails:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Settings.
  2. Select Apps.
  3. Select Installed apps or Apps & features.
  4. Select the affected application.
  5. Choose Advanced options, if available.
  6. Select Repair.
  7. If Repair does not help, select Reset only if you understand that it may remove application data.
  8. Otherwise uninstall the program.
  9. Restart Windows.
  10. Reinstall it using the developer’s original installer or vendor-supported package.

For an AD RMS server, repair the Windows Server role and its servicing state instead of placing a DLL in the application folder. Microsoft documents server installation through the Install-ADRMS PowerShell cmdlet.

If the application is 32-bit, it must load compatible 32-bit dependencies. A 32-bit process cannot load a 64-bit DLL, and a 64-bit process cannot load a 32-bit DLL. Do not choose a file merely because its version number looks newer.

Fix 5: Check Windows Features only when the application needs them

Ordinary desktop users generally do not need to enable a feature just because this filename appears in an error. If the affected computer is an AD RMS server or a documented rights-management application requires a Windows feature:

  1. Press Windows key + R.
  2. Type optionalfeatures.
  3. Press Enter.
  4. Review the relevant Windows features.
  5. Enable only the feature required by the application’s documentation.
  6. Select OK.
  7. Restart if Windows requests it.

Do not enable unrelated legacy components as a trial. On Windows Server, use Server Manager or the documented AD RMS installation procedure instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 6: Investigate a missing dependency

“The specified module could not be found” does not always mean that secproc_ssp.dll itself is absent. Windows may have found the named DLL but failed to load one of its dependencies.

Check:

  1. The exact executable named in the error.
  2. Event Viewer > Windows Logs > Application.
  3. The application’s own log folder.
  4. Whether the program is 32-bit or 64-bit.
  5. Whether antivirus recorded another quarantined file.

If the application vendor provides a supported dependency diagnostic, use it. Do not install Visual C++, DirectX, or .NET solely because this filename appears. Those runtimes are not verified as the normal solution for secproc_ssp.dll.

Drivers are not the normal fix

secproc_ssp.dll is not a device driver. Device Manager should be involved only if Event Viewer or the affected application identifies a separate driver problem.

To update a specifically identified driver:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant device category.
  4. Right-click the named device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if required.

Do not replace graphics, chipset, storage, or security drivers at random to fix this DLL error. Outbyte Driver Updater can scan for stale drivers and identify what needs attention, while driver installation is completed by the full version; use it only when separate evidence points to a driver issue.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not use regsvr32 as a routine fix

Do not run:

regsvr32 secproc_ssp.dll

regsvr32 calls registration entry points used by DLLs designed as self-registering COM or ActiveX components. Microsoft does not document secproc_ssp.dll as a COM component that needs registration. Registering it is therefore not a general repair method. See Microsoft’s regsvr32 documentation.

Why random DLL downloads are unsafe

Avoid DLL download websites and manually copying an arbitrary file into System32, SysWOW64, or an application folder. A downloaded copy may have:

  • The wrong Windows build
  • The wrong architecture
  • Missing dependencies
  • An invalid signature
  • An incorrect servicing state
  • Malware

Use Windows Update, DISM, SFC, matching Microsoft installation media, a confirmed Defender quarantine item, or an administrator-controlled system backup. Restore a manually copied file only when its source, signature, architecture, and Windows build are verified.

Final escalation: System Restore

If DISM, SFC, Windows Update, Defender checks, and application repair fail:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Press Windows key + R.
  2. Type rstrui.exe.
  3. Press Enter.
  4. Select a restore point from before the error began.
  5. Select Scan for affected programs.
  6. Confirm the restore point.
  7. Select Finish and allow Windows to restart.

System Restore can restore system files, registry settings, drivers, and installed programs without removing personal files. Microsoft explains the process in its System Restore guidance.

If the error remains, capture the executable name, the full message, Event Viewer entries, application logs, file path, signature result, and SFC output. That information will tell the application vendor or an AD RMS administrator whether the remaining fault is an application dependency, Windows servicing problem, or enterprise rights-management configuration issue.

FAQ

Is secproc_ssp.dll a legitimate Microsoft file?

Yes. It is the AD RMS server security processor and production-hierarchy server lockbox. Verify your own copy’s signature and location rather than relying on a downloaded copy.

Should I download secproc_ssp.dll?

No. Restore it through Windows servicing, matching Microsoft installation media, a verified backup, or confirmed Defender quarantine restoration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I register it with regsvr32?

No. It is not documented as a self-registering COM or ActiveX DLL, so registration is not the normal fix.

Is this a Visual C++ or DirectX problem?

There is no verified evidence that installing those runtimes normally repairs this particular file. First repair Windows and identify the executable that produced the error.

Why does only one application report the error?

The application may have a damaged installation, use a missing dependency, or require a specific architecture. Repair or reinstall that application after checking Windows health.

Does the file belong in System32 or SysWOW64?

The correct location depends on Windows architecture and the component being loaded. On 64-bit Windows, native files normally use System32, while 32-bit system files are exposed through SysWOW64. Let Windows servicing restore the correct copy rather than choosing manually.
