api-ms-win-core-windowserrorreporting-l1-1-0.dll is a Windows API-set contract, not a normal third-party DLL that you should download. When Windows says it is missing, was not found, could not be loaded, or was not designed to run on Windows, the cause is usually an unsupported application, damaged Windows components, or a broken installation.
The name refers to Windows Error Reporting, the system that records application crashes and related failures. API-set names are contracts used by the Windows loader. They can resolve internally to an implementation such as KernelBase.dll, so the named file may not physically exist in C:WindowsSystem32 or C:WindowsSysWOW64.

- If the error began after an update, downgrade, cleanup operation, antivirus alert, or disk problem, record that change.
- Check whether the affected program is 32-bit or 64-bit. Do not copy files between architectures.
Do not download this DLL from a random file site. An unofficial copy can have the wrong architecture, servicing level, signature, or dependencies, and may contain malware. The safe sources are Windows Update, Microsoft repair media, and the affected application’s official installer or store.

1. Check Windows and application compatibility
Time needed: 5–10 minutes
A newer application may require an API contract that an older Windows release does not provide. This is particularly plausible when modern software is being run on Windows 7, Windows 8.1, an outdated Windows 10 installation, Windows Server, or a customized build.
Check your Windows version
- Press
Windows key + R. - Type
winver. - Press Enter.
- Record the Windows edition and build shown in the dialog.
- For more detail, open Settings > System > About and check System type.
Next, open the application’s official system requirements and compare them with your Windows edition, build, and architecture. If the program requires a newer Windows release, install the latest supported Windows updates or upgrade Windows. If upgrading is not possible, install an older release of the application that explicitly supports your system.
Do not copy a newer API-set file into an older Windows installation. That does not add the missing operating-system support and can create additional loader or servicing problems.

Install pending updates
On Windows 11:
- Open Settings > Windows Update.
- Select Check for updates.
- Install all applicable updates.
- Restart the computer, even if Windows does not insist on it.
- Try the application again.
On Windows 10, use Settings > Update & Security > Windows Update > Check for updates.
Success looks like: the program starts normally after the restart.
If it fails: continue with the Windows component repair below. If Windows Update itself fails, use Microsoft’s Windows Update troubleshooting guidance before attempting another repair.
2. Repair Windows with DISM and SFC
Time needed: 15–45 minutes
Windows includes two repair tools. DISM repairs the component store that Windows uses as a source, while System File Checker checks protected system files. Microsoft recommends running DISM before SFC.

Success looks like: DISM reports that the restore operation completed successfully, and SFC reports that it found no integrity violations or repaired corrupted files. If SFC repaired files, the restart is important before testing.
If you prefer help identifying which repair step changed the system instead of repeatedly running commands and interpreting logs, Outbyte PC Repair can scan for reported Windows problems; its free scan shows findings, while repair is handled by the full version. It is optional, and it does not replace checking application compatibility or reinstalling the affected program.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsIf DISM cannot find repair files
DISM normally obtains required files through Windows Update. If it reports that source files could not be found:
- Obtain matching Windows installation or repair media.
- Make sure it matches the installed edition, language, and architecture.
- Identify the correct repair-source path.
- Run a command using that path, for example:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the matching source location. Run SFC again after DISM completes, then restart.
If SFC cannot repair some files, inspect:
%windir%LogsCBSCBS.log
This log can be large. Microsoft documents extracting relevant entries with findstr. If DISM and SFC both fail, an in-place Windows repair using matching installation media may be more appropriate than copying individual DLLs.
3. Repair the affected game or application
Time needed: 10–30 minutes
If every other application works, the Windows loader may only be displaying this contract name while the real problem is a damaged, incorrectly packaged, or incompatible application binary.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Use the launcher’s repair function
For a game or program installed through a launcher:
- Open the launcher.
- Open your library.
- Select the affected title.
- Open its settings, properties, or management menu.
- Choose Verify, Verify integrity, Repair, or Scan and repair, depending on the launcher.
- Let the process finish.
- Restart the launcher and try the program again.
This replaces damaged application files without requiring you to search for a system DLL. If verification finds nothing, uninstall the application, restart Windows, and reinstall it from the official store or publisher.
If the program is 32-bit, its dependencies must support 32-bit execution. A 64-bit Windows installation can normally run many 32-bit programs, but a 32-bit Windows installation cannot run a 64-bit application. Check the application’s requirements rather than placing files manually in an application folder.
Success looks like: only the repaired application starts, with no missing-DLL dialog.

If it fails: check the publisher’s supported Windows versions and contact the vendor if the program works after reinstalling but breaks again after every update.
4. Check antivirus quarantine carefully
Time needed: 5–15 minutes
Security software can quarantine an application file, although a genuine Windows API-set contract should not normally be obtained from an unofficial download.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review detections from the time the error began.
- Expand a detection and inspect its original path, name, publisher, and threat classification.
Do not restore a file simply because doing so makes the error disappear. Restore or allow it only after independently verifying that it belongs to a trusted publisher and that its signature is valid. If the detection concerns a suspicious executable, leave it quarantined and run a full Microsoft Defender scan.
Repeatedly disappearing files, multiple unrelated DLL errors, browser changes, or unusual disk activity justify an offline or full malware scan and a storage-health investigation. Back up important personal files before deeper repairs.

5. Update drivers only when the timing points to a driver problem
Time needed: 10–30 minutes
A driver is not the normal source of this API-set contract, but a failed update or damaged system component can coincide with driver changes. Use this step when the error began after a graphics, chipset, storage, or other driver installation.
- Right-click Start.
- Select Device Manager.
- Expand the relevant category.
- Right-click the suspected device.
- Select Properties > Driver.
- Check the driver date and provider.
- Use Update Driver or install a current driver from the device manufacturer’s official support page.
- Restart Windows and test again.
If the issue began immediately after an update, Properties > Driver > Roll Back Driver may be appropriate when the button is available. Do not remove several drivers at once, because that makes the cause harder to identify.
If manually checking hardware vendors and comparing driver versions is taking too long, Outbyte Driver Updater can scan and identify reported driver updates; its free scan shows what it found, while driver installation is handled by the full version. Use it only as an optional convenience, and obtain application-specific fixes from the application’s publisher.
6. Use System Restore after a recent system change
Time needed: 20–45 minutes
System Restore can help when the error started immediately after an update, driver installation, utility, or system-setting change.
- Press
Windows key + R. - Type
rstrui.exe. - Press Enter.
- Select Choose a different restore point if necessary.
- Choose a point from before the problem began.
- Select Scan for affected programs.
- Review the changes.
- Start the restore and allow Windows to restart.
System Restore changes system files, settings, and installed programs but does not normally remove personal files. If no restore point exists, continue with Windows repair or an in-place repair instead.

They are not the normal source of api-ms-win-core-windowserrorreporting-l1-1-0.dll. Installing every Visual C++ package is not a substitute for repairing Windows. If the error also names a C or C++ runtime, install the Microsoft package whose architecture matches the application.
Running regsvr32
Do not run:
regsvr32 api-ms-win-core-windowserrorreporting-l1-1-0.dll
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer. It is not a general repair command, and an API-set contract is not repaired by registering it.

Likely causes and the matching remedy
| Situation | Most likely explanation | Best next step |
|---|---|---|
| One old program fails | Unsupported or damaged application | Check requirements, then verify or reinstall it |
| Several programs fail | Damaged Windows components | Update Windows, then run DISM followed by SFC |
| Failure began after cleanup software | Protected files or component metadata may have been removed | Undo the change if possible, then repair Windows |
| Error follows antivirus detection | An application file may be quarantined | Inspect Protection history and scan before restoring |
| Windows 7 or another old release runs modern software | The required API may not exist on that release | Upgrade Windows or install a compatible application version |
| “Not designed to run on Windows” appears | Wrong architecture, invalid binary, corruption, or mismatched dependency | Verify architecture, repair the app, and run DISM/SFC |
| Files disappear repeatedly | Malware or storage failure is possible | Scan, back up data, and investigate the drive |
FAQ
Should this file always be in System32?
No. API-set names can be virtual aliases resolved by the loader. The named contract may not appear as a physical file in System32 or SysWOW64.
Is this a Windows 10 or Windows 11 file?
It is associated with Windows API-set contracts, but the exact available contract revisions depend on the Windows release and build. The error alone does not prove whether Windows is corrupted or the application requires a newer release.
Will copying the file from another computer fix the error?
Usually not. The other computer may have a different Windows build, architecture, servicing level, dependencies, or signature. Copying system files can also damage servicing and does not add unsupported APIs to an older release.
Should I install Visual C++ Redistributable?
Only if the error also names a C/C++ runtime file or the application’s official requirements call for it. It does not normally repair this Windows API-set contract.
What should I provide to support if nothing works?
Collect the exact error text, Windows edition and build, application name and version, whether other applications fail, relevant Event Viewer entries, the final DISM result, the final SFC result, and any antivirus detection or recent system change. This evidence distinguishes an unsupported application from Windows corruption and helps the software vendor reproduce the failure.
