api-ms-win-devices-config-l1-1-1.dll is a genuine Microsoft Windows API-set contract, not a DLL you should download into an application folder. Start with Windows Update, DISM, and SFC, then repair the particular program named in the error if Windows component repair succeeds.
What this file actually does
The name belongs to Windows’ API-set system. An API set is a compatibility contract that tells the Windows loader where an application’s requested functions are provided. It may be represented by a forwarder file or resolved through Windows’ API-set schema, so you should not expect one identical, copyable DLL on every Windows installation.

Microsoft lists this API set with CM_Get_Parent, a Configuration Manager function that works with the Windows device tree. The related host API is CfgMgr32.dll, but that does not make api-ms-win-devices-config-l1-1-1.dll a normal third-party driver library.
Windows may store related forwarders in different protected locations depending on the Windows build and architecture. Do not use a public DLL index’s path, size, or version as a universal reference. Microsoft’s explanations of Windows API sets and API-set loader operation describe why manually copying this name is unreliable.

The application in the error is usually the requester, not the owner of the API set. The filename tells you that a dependency could not be resolved; it does not identify one particular game or application.

Reported messages include “is missing from your computer,” “was not found,” “Error loading,” “A required component is missing,” and “The procedure entry point could not be located.” These wordings are not an official list of canonical Microsoft messages. Also, “specified module could not be found” can refer to a dependency of the named module rather than that file alone.
Fix Windows components first
This is the safest starting point when the error affects more than one application or appeared after an interrupted update.

1. Install updates and restart
- Press Windows + I to open Settings.
- Select Windows Update.
- On Windows 11, select Check for updates. On Windows 10, select Check for updates on the Windows Update page.
- Install all available quality, cumulative, and servicing updates.
- Restart the computer, even if Windows does not insist on it.
- Try the affected program again.
If the error remains, repair the component store.
2. Run DISM and SFC
- Open Start and type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command and wait for it to finish:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- When DISM completes, run:
sfc /scannow
- Restart Windows and launch the affected application.
DISM repairs the Windows image that supplies system components. SFC then checks protected system files against that repaired image. Microsoft documents this DISM repair process and System File Checker procedure.
If SFC reports that it found and repaired corrupt files, test the program again. If it reports that some files could not be repaired, restart and run the command a second time. If DISM cannot find source files, install pending updates first, confirm that the system drive has free space, and use a matching Windows installation as the repair source rather than a downloaded DLL.

DISM.exe /Online /Cleanup-Image /RestoreHealth ^

The source must closely match the installed Windows version. If DISM and SFC both complete successfully but only one application still fails, stop repeating system commands and repair that application.
Running these commands manually is straightforward, but it can be difficult to tell which component changed when Windows has several problems. Outbyte PC Repair provides a free scan showing what it detects; repairs are performed by the full version, and it is not required when the Microsoft commands solve the problem.
Repair the application that triggered the error
If the message appears only when starting one program, the application’s installation is the next suspect. Identify the executable name shown in the dialog, launcher, crash report, or Event Viewer. That name is more useful than the API-set filename.
Use the application’s repair option
The exact labels vary, but the usual Windows route is:
- Press Windows + I.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the affected application.
- Select the three-dot menu on Windows 11, or select the application on Windows 10.
- Choose Advanced options if available.
- Select Repair and wait for it to finish.
- Start the application again.
If Repair is unavailable, select Modify in the classic Programs and Features panel if the developer provides that option. Otherwise uninstall the program, restart Windows, and install a fresh copy from the developer’s official installer.
For a game, open its official launcher and look for Verify files, Repair, or Scan and repair. Let the launcher replace incomplete files, then restart the launcher before testing the game. Reinstalling the requesting application remains the definitive fix when its own installation is damaged.
Do not copy the API-set name from another computer into the game or application directory. A copied file can have the wrong architecture or Windows build and can conceal the real installation problem.

Check antivirus quarantine safely
Security software can remove or quarantine a damaged or suspicious file, but a file’s name alone does not prove that it was genuine.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review entries from the time the error began.
- Expand a detection and inspect its original path and publisher information.
- Restore a file only if it is identified as Microsoft-signed and came from a legitimate protected Windows directory.
- Update security definitions and run a Full scan.
Do not restore an identically named file from %AppData%, %Temp%, Downloads, an unofficial application folder, or a crack directory. If the path is unusual, leave the item quarantined and investigate for malware or an unauthorized system modification.

Check drivers only when the timing points there
This is not a normal driver DLL, but applications using device-configuration APIs can fail after a damaged device or driver installation. Driver repair makes sense if the error started immediately after installing, removing, or updating hardware software.
Reinstall a device driver
- Right-click Start and select Device Manager.
- Expand the category related to the changed device.
- Right-click the device and select Uninstall device.
- If offered, select the option to remove the driver package.
- Select Uninstall.
- Restart Windows.
- Download and install the driver from the PC, motherboard, or device manufacturer.
- Restart again and test the application.
Do not replace Windows API-set files with files from a driver package. If Device Manager shows a warning icon, fix that device separately. If it shows no warning and DISM/SFC repaired Windows, reinstalling a driver is unlikely to be the primary answer.
Manually comparing dozens of driver versions is tedious, particularly after a hardware change. Check architecture and compatibility
A 32-bit application on 64-bit Windows uses the 32-bit compatibility environment, while a native 64-bit application uses the 64-bit system environment. This is why copying files between System32, SysWOW64, another PC, or another Windows release is dangerous. The folder names are part of Windows’ compatibility design, not instructions for manual DLL replacement.

You can try Windows’ built-in compatibility troubleshooter:
- Right-click the application shortcut or executable.
- Select Properties.
- Open the Compatibility tab.
- Select Run compatibility troubleshooter.
- Follow the prompts and test the recommended settings.
- Select Apply only if the test improves startup.
Do not enable random Windows features to manufacture a missing API set. If the application documentation specifically requires an optional Windows feature, press Windows + R, enter optionalfeatures, and select only the documented feature. Select OK, restart if requested, and test again.
Why Visual C++ and regsvr32 usually do not help
The Microsoft Visual C++ Redistributable supplies C and C++ runtime libraries. It does not provide this Windows API-set contract. Install or repair the Microsoft Visual C++ Redistributable only when the application reports a separate Visual C++ runtime error or its official requirements identify that package.
regsvr32 is also the wrong tool here. It registers COM-style DLLs that expose a registration entry point such as DllRegisterServer; it is not a general missing-DLL repair command. Running a command such as this against an API-set contract will not repair Windows:
regsvr32 api-ms-win-devices-config-l1-1-1.dll
Use regsvr32 only when the software developer specifically identifies an actual COM DLL and supplies registration instructions.
Never download a replacement DLL
Random DLL download sites can provide malware, an unsigned file, the wrong architecture, or a binary from an unrelated Windows build. Even a clean-looking copy may not match the API-set mapping used by the installed operating system, so copying it often fails to fix the root cause.

Use Windows Update, Microsoft’s DISM and SFC guidance, Windows recovery tools, and the official installer for the application that fails. If you find this filename outside a protected Windows directory, validate its digital signature and provenance before trusting it.
When DISM and SFC do not solve it
If every application fails, inspect Event Viewer:
- Right-click Start and select Event Viewer.
- Expand Windows Logs.
- Select Application and System.
- Review errors recorded at the time of the failed launch.
- Note the executable and module names without downloading replacement files.
If DISM fails repeatedly, retry after Windows Update, check disk health and free space, and use a closely matching repair source. If Windows remains damaged, back up personal data and consider System Restore or an in-place Windows repair installation using Microsoft’s installation media.
If DISM and SFC succeed but one program still fails, verify its files, inspect its logs, and reinstall it from the official vendor. If security software reports an unusual copy or multiple unrelated applications begin failing, run a full Microsoft Defender scan and treat the issue as a possible system modification rather than a simple missing file.
FAQ
Is api-ms-win-devices-config-l1-1-1.dll genuine?
Yes. It is a genuine Microsoft Windows API-set name associated with device-configuration APIs. Its presence does not mean that a standalone file should be downloaded or registered.
Why can’t I find the file in System32?
API sets are loader contracts and forwarder namespaces. Windows can resolve them through its API-set schema, and file locations vary by build and architecture. A missing visible filename is not by itself proof that Windows is broken.

No single game or application can be identified reliably from this filename alone. Use the executable named in the error dialog, launcher log, crash report, or Event Viewer.
Should I install Visual C++?
Not for this error alone. Visual C++ may repair a separate runtime dependency, but it is not the primary remedy for a Windows API-set contract.
Should I register it with regsvr32?
No. This is not a COM registration problem, and regsvr32 does not repair API-set resolution.
What if the error says “module could not be found”?
That wording can mean that a dependency beneath the named module is unavailable. Repair Windows first, then repair the application identified in the launch failure rather than assuming this filename is the only missing component.
