api-ms-win-downlevel-kernel32-l1-1-0.dll is a genuine Microsoft Windows API-set component name. If Windows says it is missing, cannot find it, or cannot load it, repair Windows and the affected application instead of downloading a replacement DLL.

Identify your Windows version first

Check Windows 10 or 11 Windows 7
Version Press Windows key + R, type winver, and press Enter Press Windows key + R, type winver, and press Enter
Architecture Settings → System → About → System type Control Panel → System and Security → System
Most relevant repair Windows Update, DISM, then SFC Windows Update and applicable compatibility servicing
Common context A damaged component store or application installation Older compatibility components, particularly with Epic Games Launcher

The exact message may read:

The program can’t start because api-ms-win-downlevel-kernel32-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem.

You may also see “cannot find,” “code execution cannot proceed,” or “could not be loaded.” “Not designed to run on Windows” is another possible generic loader message, often indicating a damaged or wrong-architecture binary.

What this filename actually means

Microsoft documents API-set names as loader contracts. They describe groups of Windows functions and can be redirected by the Windows loader to another implementation DLL. The name therefore does not always represent a standalone file that should appear in the root of C:WindowsSystem32.

On older Windows versions, physical API-set stub files were included with compatibility components. Windows 7 is the strongest file-specific context for this error. A Windows 7 update listing includes this component in a compatibility-update package, and a documented Epic Games Launcher case found it under:

C:WindowsSystem32CompatTel

That does not mean every Windows installation should contain the file in that location. Modern Windows may resolve the API-set contract without exposing the same physical file.

The error is often reported when launching the Epic Games Launcher or an older game, but the filename is a Windows dependency rather than an Epic-specific runtime. It is not established as a Visual C++, DirectX, .NET, or graphics-driver file.

Fix 1: Install all pending Windows updates

This is the best first repair, especially on Windows 7.

Windows 11 and Windows 10

  1. Open Start → Settings.
  2. Select Windows Update. On some Windows 10 builds, select Update & Security → Windows Update.
  3. Select Check for updates.
  4. Install every applicable update.
  5. Restart the computer, even if Windows does not immediately require it.
  6. Try opening the affected application again.

If Windows Update reports that the system is up to date but the error remains, continue with the system-file checks below.

Windows 7

  1. Open Control Panel.
  2. Select System and Security → Windows Update.
  3. Select Check for updates.
  4. Install all applicable updates and restart.
  5. If the error remains, investigate the applicable revision of Microsoft’s Windows 7 compatibility update KB2952664 through Windows Update or the Microsoft Update Catalog.

Do not install KB2952664 blindly on Windows 10 or Windows 11. It is associated with Windows 7 compatibility servicing and is not a universal repair package for modern Windows.

If the update fails, record the error code, restart, and run Windows Update again. Do not copy a DLL into the application directory while the operating-system update is incomplete.

Fix 2: Repair the Windows component store with DISM and SFC

Use this sequence on Windows 10 and Windows 11 when Windows files or the component store may be damaged. Microsoft recommends running DISM before SFC because DISM can repair the component store that SFC uses as a repair source.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt and select Run as administrator.
  4. Approve the User Account Control prompt.
  5. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to finish. Do not close the window if progress appears to pause.
  2. When it completes, run:
sfc /scannow
  1. Restart Windows.
  2. Launch the affected program.

A successful DISM operation reports that the restore operation completed successfully. SFC may report that it found no integrity violations, repaired corrupted files, or found files it could not repair.

If SFC repaired files, restart and test the application. If SFC says it could not repair some files, run the commands once more after DISM has completed. If the result does not change, the CBS.log file can help identify the unresolved component.

DISM with these options is not the same repair path on Windows 7. Do not assume that /Online /Cleanup-Image /RestoreHealth is available there. Use Windows 7 servicing, Windows Update, and SFC instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When DISM cannot obtain repair files from Windows Update, use matching Windows installation media as a repair source:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Replace C:RepairSourceWindows with the actual path to a repair source that closely matches the installed Windows edition, build, language, and architecture.

Repeating SFC and DISM manually can make it difficult to tell which change helped. Outbyte PC Repair provides a free scan that shows what it identifies; repair is performed by the full version, and it is optional. For this specific error, Windows servicing or reinstalling the affected application remains the definitive repair path.

Fix 3: Repair or reinstall the affected application

If Windows updates and system-file checks complete successfully, the application installation may be damaged.

First identify the program named in the error. Note whether the failure affects one game, the Epic Games Launcher, or several unrelated applications.

For an Epic game

  1. Open the Epic Games Launcher.
  2. Select Library.
  3. Find the affected game.
  4. Select the three dots beside the game.
  5. Choose Manage.
  6. Select Verify.
  7. Wait for the verification to finish.
  8. Start the game again.

Verification replaces damaged or missing game files without normally affecting saved data. It does not repair Windows itself or necessarily repair the Epic Games Launcher.

For the Epic Games Launcher

If the launcher itself will not open:

  1. Download the launcher again from Epic’s official installer.
  2. Close any Epic processes in Task Manager.
  3. Run the installer.
  4. Restart Windows.
  5. Test the launcher before adding further troubleshooting changes.

For another application, use its official Repair, Modify, or Change option if one is available:

  1. Open Settings → Apps → Installed apps.
  2. Select the application.
  3. Choose Advanced options when available.
  4. Select Repair.
  5. If Repair does not help, select Reset only if you understand that it may remove local settings.
  6. Otherwise uninstall the application and reinstall it from the developer’s official installer.

An interrupted update, disk error, or incomplete uninstall can leave the application looking for a dependency from the wrong location. Reinstalling the program restores its own files, but it cannot replace missing Windows components.

Fix 4: Check antivirus quarantine and system protection

Security software can quarantine a legitimate Windows component, although the error alone does not prove that happened.

  1. Open your antivirus or Windows Security application.
  2. Open Protection history, Quarantine, or the equivalent area.
  3. Look for an entry matching the filename or the affected application.
  4. Check the reported path and detection name.
  5. Restore the file only when the source and digital signature are trustworthy.
  6. Run a full security scan.
  7. Restart Windows and test the application.

Do not permanently disable antivirus protection. If a restored file is detected again, leave it quarantined and repair Windows through Windows Update, DISM, and SFC instead of forcing the file back into service.

Fix 5: Check architecture and Windows-managed paths

Architecture matters. On 64-bit Windows, System32 conventionally contains native 64-bit system binaries, while SysWOW64 contains 32-bit system binaries. The names are unintuitive, so do not infer the correct folder from the name alone.

A 32-bit application and a 64-bit application can use different loader paths and compatibility components. A file copied from another computer may be the wrong architecture even if the filename matches.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the application architecture where its developer documents it, and check Windows with:

  1. Press Windows key + R.
  2. Type msinfo32.
  3. Press Enter.
  4. Review System Type.

Do not copy this file between System32, SysWOW64, CompatTel, and an application folder as a test. The file may be present in a Windows-managed location while the loader schema or servicing state is damaged.

If the error began after changing hardware or installing a driver, update the driver from the hardware manufacturer or Windows Update. Device Manager can identify driver problems:

  1. Right-click Start and select Device Manager.
  2. Expand the relevant category.
  3. Right-click a device with a warning icon.
  4. Select Update driver.
  5. Choose Search automatically for drivers.
  6. Restart Windows if a driver is installed.

Drivers are not the normal source of this API-set file, so this is a secondary check rather than the primary fix. Outbyte Driver Updater offers a free scan to identify stale drivers; the full version performs driver installation, and it is optional. Do not use a driver update to replace the Windows servicing or application repair steps above.

Fix 6: Check related runtimes only when their files are also named

Visual C++ repair is appropriate only if the error also names files such as VCRUNTIME140.dll or MSVCP140.dll.

  1. Check the complete error text.
  2. If a Visual C++ runtime is named, install the required x86 or x64 package from Microsoft.
  3. Install x86 for a 32-bit application and x64 for a 64-bit application when required.
  4. Restart Windows and test the program.

These redistributables do not specifically provide api-ms-win-downlevel-kernel32-l1-1-0.dll. Installing both packages will not normally fix this API-set error by itself.

Windows Features are likewise not a general solution. Do not enable random optional components in the hope that one contains the file. Use Settings → Optional features only when the application’s documented requirements identify a particular Windows feature.

If nothing has worked

Check whether the operating system is supported by the application. A newer program may depend on API contracts that an older Windows release cannot provide completely, even after updates. On Windows 7, an unsupported application may require a supported Windows upgrade.

If the error started immediately after a Windows update:

  1. Open Settings → Windows Update → Update history.
  2. Record the update number.
  3. Consider System Restore or removal of the specific update only after recording what changed.
  4. Create a restore point or backup before making further changes.

If the application still fails, collect:

  • the exact application name;
  • Windows edition, build, and architecture;
  • the complete error text;
  • the Event Viewer application error;
  • relevant CBS.log information;
  • launcher logs, if applicable.

For Epic Games Launcher, logs are stored under:

%localappdata%EpicGamesLauncherSavedLogs

What not to do

Do not download the DLL from a random website

A downloaded copy may contain malware, belong to the wrong Windows version, or use the wrong architecture. It can also mask the real servicing problem and introduce a new loader failure.

Use Windows Update, Microsoft repair tools, matching installation media, and the affected application’s official installer instead.

Do not copy it into System32 or SysWOW64

API-set names can be virtual loader contracts, and a physical file may belong in a Windows-managed compatibility location. Copying files based only on folder names can create an architecture mismatch or cause Windows to load an untrusted binary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not run regsvr32 for this error

regsvr32 is intended for DLLs that provide a DllRegisterServer entry point, commonly used by COM or ActiveX components. An API-set dependency is not repaired by registering it.

For this filename, regsvr32 will generally fail or do nothing useful. Use servicing and application repair instead.

FAQ

Is api-ms-win-downlevel-kernel32-l1-1-0.dll legitimate?

Yes. The filename follows Microsoft’s documented API-set naming convention. It is a Windows API contract name, not an automatically generated or inherently suspicious filename.

Should the file always exist in System32?

No. API-set contracts can redirect to another Windows implementation DLL. Older Windows compatibility packages may include a physical stub, while modern Windows may resolve the contract without exposing the same file in a normal directory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is Epic Games Launcher responsible for the file?

Epic is a documented trigger for this error, particularly on Windows 7 x64, but the file-specific evidence points to Windows compatibility components rather than an Epic-owned runtime.

Is KB2952664 the universal fix?

No. It is specifically relevant to Windows 7 compatibility servicing. Windows 10 and Windows 11 should use current Windows Update, DISM, and SFC procedures instead.

Will reinstalling Visual C++ fix it?

Not normally. Visual C++ packages address Visual C++ runtime files. Install them only when the error also names a Visual C++ dependency.

What if the file is visible in CompatTel but the application still fails?

Its presence does not prove that the loader can resolve the API-set contract correctly. Windows servicing, component registration, architecture, or the application’s search path may still be damaged. Repair Windows and the application rather than copying the file elsewhere.
