1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsapi-ms-win-eventing-obsolete-l1-1-0.dll is a genuine Microsoft Windows API-set contract, but it is not normally a standalone DLL you should download and copy. The safest fix is to repair Windows first, then repair or reinstall the one application that reports the error using its official installer.
What this file actually does
Windows API sets are virtual aliases used by the Windows loader. An application imports an API-set contract, and Windows maps that contract to the physical system DLL that implements it. Therefore, a filename ending in .dll does not always represent a separate file that should exist in System32, SysWOW64, or the program’s installation folder. Microsoft explains the API-set architecture here.

The eventing-obsolete contract is associated with the older Classic Event Tracing for Windows function RegisterTraceGuidsA. Microsoft marks that function obsolete and recommends newer code use EventRegister. Depending on the Windows version, Microsoft identifies its implementation host as Sechost.dll or Advapi32.dll. See Microsoft’s function documentation.

- Windows system components or the API-set mapping are damaged.
- The application was built for a newer or different Windows environment.
- One program was incompletely installed or has damaged files.
- Antivirus software quarantined a related component.
- The program is running under Wine or another compatibility layer.
- The named file is only one item in a wider dependency or architecture failure.
It is not a verified Visual C++ Redistributable, DirectX, .NET, or graphics-driver component. Do not assume reinstalling those packages will restore this particular contract.
Match the symptom to the likely cause
| What you see | Most likely direction |
|---|---|
| Every application or several Windows components fail | Repair Windows with Windows Update, DISM, and SFC |
| Only one game or application fails | Repair, update, or reinstall that application |
Many api-ms-win-* names appear together |
Windows compatibility, corruption, or architecture problem |
| The issue started after antivirus activity | Check quarantine and run a security scan |
| The message says “not designed to run on Windows” | Corruption, wrong architecture, or a bad replacement file |
| The error appears only in Wine or another compatibility layer | Repair or update that compatibility layer |
The error is 0xc000007b |

- “api-ms-win-eventing-obsolete-l1-1-0.dll is either not designed to run on Windows or it contains an error.”
- “The procedure entry point could not be located in the dynamic link library…”
Before changing anything, note whether the failure affects one program or the whole system. Also record whether it began after Windows cleanup, an update, an interrupted installation, antivirus detection, or a failed repair.
Fix 1: Update Windows and restart
Pending updates can restore missing or inconsistent Windows components.
The Tool Desk

- Select Windows Update.
- Click Check for updates.
- Install every applicable update.
- Restart the computer, even if Windows does not immediately require it.
- Launch the affected application again.
On Windows 10, the path is Settings > Update & Security > Windows Update.
If Windows Update repeatedly fails, record the error code and continue with the repair commands below. Do not download the named DLL as a workaround.
Fix 2: Repair Windows with DISM and SFC
Microsoft recommends running Deployment Image Servicing and Management before System File Checker. DISM repairs the Windows component store, while SFC checks protected system files against that repaired source. Microsoft’s official procedure is documented here.
Open an administrator Command Prompt
- Open the Start menu.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Choose Yes if User Account Control appears.
Run this command first:
DISM /Online /Cleanup-Image /RestoreHealth
Wait for it to reach completion. The process can appear inactive for a while. When it finishes, run:
sfc /scannow
Allow the scan to reach 100 percent, then restart Windows and test the application.
Understand the result
- “The restore operation completed successfully” means DISM completed its repair operation.
- “Windows Resource Protection did not find any integrity violations” means SFC found no protected-file corruption.
- “Windows Resource Protection found corrupt files and successfully repaired them” means restart and test again.
- If SFC says it found corrupt files but could not repair some of them, run DISM again, restart, and repeat SFC once.
- If DISM cannot find source files, use an official Windows installation source with the appropriate
/Sourceand/LimitAccessoptions rather than downloading individual DLLs. Microsoft documents repair sources here.

DISM /Online /Cleanup-Image /ScanHealth
These commands diagnose the component store. /RestoreHealth performs the repair.
Manually comparing Windows builds, locating component-store damage, and repeating SFC or DISM without knowing what changed can take time. Outbyte PC Repair can perform a free scan that shows detected problems; repair features are handled by the full version. It is optional, and Windows servicing remains the appropriate repair path for this API-set error.

If DISM and SFC report no corruption, stop repeating them. Focus on the affected executable, its architecture, compatibility requirements, and application files.
Fix 3: Repair or reinstall the affected application
When Windows works normally and only one application fails, the application is the strongest suspect. The filename alone cannot identify a particular game or program.
Use the application’s repair option
- Press Windows + I.
- Select Apps.
- Choose Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the affected application.
- Select the three-dot menu, or click the application entry.
- Choose Advanced options, if available.
- Click Repair.
- Test the program.
If Repair does not help and the option exists, use Reset only after preserving saves, settings, licenses, and other personal data.
For a launcher-based game:
- Open the game launcher.
- Open its library.
- Select the affected game.
- Open the game’s settings or management menu.
- Choose Verify, Repair, or Verify integrity of files.
- Wait for the check to finish.
- Restart the launcher and test the game.
If no repair option exists, download the latest installer from the application developer’s official site or reinstall from the official launcher. Before uninstalling, back up saved games and note license or product-key information.
A clean reinstall is more useful than copying a DLL because it restores the executable, its actual dependencies, and the application’s registration or configuration. Run the installer with administrator rights only when the developer’s instructions require it.
Fix 4: Check 32-bit and 64-bit compatibility
A 32-bit application and a 64-bit application use different loader contexts. A third-party listing described as 32-bit is not automatically a suitable replacement for either program type, and downloading an x86 or x64 file does not recreate Windows’ API-set mapping.
Check your Windows architecture:
- Press Windows + I.
- Select System.
- Choose About.
- Look at System type.
Then check the application’s official system requirements. An older program may not support your Windows version, while a newer program may expect an API surface unavailable on an unsupported older installation.
Do not place a downloaded file in System32 or SysWOW64. On 64-bit Windows, System32 is the native 64-bit system directory and SysWOW64 contains 32-bit system components. Manually populating either directory can create servicing, version, security, and architecture problems.

If the error lists many api-ms-win-* contracts, treat it as a broader Windows or compatibility problem rather than a list of independent files.
Fix 5: Check antivirus quarantine and scan Windows
Security software can quarantine a genuine component, while malware can damage system files or application files.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event matching the time the application stopped working.
- Do not restore a file automatically. Confirm its original location, publisher, and detection details first.
- Run Scan options.
- Select Full scan and start it.
If malware is suspected, complete a reputable security scan before restoring anything. If a security product quarantined an application file, reinstalling the application from its official installer is generally safer than restoring an isolated DLL.
Fix 6: Update the application and relevant drivers
Install the latest application version from its developer. If the program uses graphics, audio, or other hardware features, update drivers through Windows Update or the hardware manufacturer’s official support channel.
To check drivers through Device Manager:
- Right-click the Start button.
- Select Device Manager.
- Expand the relevant category, such as Display adapters.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
Do not treat a driver update as a direct replacement for this Windows API-set contract. It is relevant when the application failure began with a graphics or hardware-driver change, or when the program has additional driver-related errors.
Finding which of dozens of installed drivers is stale can be tedious. Outbyte Driver Updater offers a free scan showing detected driver issues; driver installation is handled by the full version. It is optional, and reinstalling the affected application remains the definitive fix when that program is damaged.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Fix 7: Consider component-store, disk, or installation damage
Escalate when DISM fails, SFC cannot repair files, errors return after a restart, or other Windows functions are malfunctioning.
First, review the DISM output and the CBS log for repair failures. Also check disk health using the storage manufacturer’s diagnostic utility or Windows’ available drive checks. Repeated corruption can indicate a filesystem or storage problem rather than a missing DLL.
Recommended Free Tools
If the system remains unstable:
- Back up personal files.
- Install Windows updates where possible.
- Use an official Windows installation source to retry DISM repair.
- Consider an in-place Windows repair installation that preserves personal files and applications.
- Use System Restore only if a suitable restore point predates the failure.
Do not replace a system DLL from a different Windows build. API-set mappings and their host implementations depend on the Windows environment.
Do not use regsvr32 for this error
regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer. It is not a general-purpose DLL repair command. Microsoft documents its purpose here.

This API-set contract is not established as a self-registering COM or ActiveX DLL. Running:
regsvr32 api-ms-win-eventing-obsolete-l1-1-0.dll
is therefore inappropriate and may produce “DllRegisterServer was not found” or another registration error. Registry registration will not rebuild Windows’ API-set schema.
FAQ
Should I download this DLL separately?
No. There is no Microsoft redistributable package for api-ms-win-eventing-obsolete-l1-1-0.dll. Repair Windows or reinstall the application from its official source.
Should I copy it into System32, SysWOW64, or the application folder?
Normally, no. The name is an API-set contract, and Windows resolves contracts through its loader and API-set schema. Manual copying can leave the real problem untouched.
Is this a Visual C++ or Universal CRT file?
No verified evidence identifies it as a Visual C++ runtime. Do not confuse it with the separate api-ms-win-crt-*.dll family. Reinstalling Visual C++, DirectX, or .NET is not a verified fix for this contract unless the application’s official requirements specifically call for that runtime.
Does regsvr32 fix it?
No. regsvr32 applies to self-registering DLLs, not ordinary loader contracts.
Why does only one program report the error?
That usually points to a damaged, outdated, or incompatible application, although a program can also expose a wider Windows problem first. Repair or reinstall that application after checking Windows.
What if the error appears under Wine or another compatibility layer?
Native Windows DISM and SFC commands may not repair an implementation gap in Wine, ReactOS, virtualization software, or another compatibility layer. Update that layer and verify that the application supports it.
What if DISM and SFC both succeed?
Stop repeating them. Check the failing executable’s architecture, application logs, official system requirements, antivirus history, and whether the error names the actual missing dependency.
