An API-set name is not always an ordinary DLL stored as a separately replaceable file. It can act as a contract or virtual alias that Windows maps to an appropriate host DLL for that particular system. Therefore, every Windows installation does not necessarily show a visible file with this exact name in both System32 and SysWOW64.
This is not established as a Visual C++ Redistributable, DirectX, or .NET file. Installing those packages will not normally repair this Windows API-set contract unless the error also identifies a separate runtime dependency.

Before making changes, note the executable named in the error dialog. Also check whether the issue started after an update, failed installation, antivirus event, disk problem, cleanup utility, or system modification.
Fix the affected application first
When one program fails and other applications work, the application is the most likely source of the problem. The program may contain an incompatible executable, an incomplete installation, or a launcher that reports a dependent Windows failure inaccurately.
Use the program’s repair or verify feature
For a game or launcher:
- Open the launcher.
- Select the affected game.
- Open its settings or manage menu.
- Choose Verify, Repair, or Scan and repair.
- Wait for the scan to finish.
- Restart Windows.
- Launch the program again.
The exact wording differs between launchers. If no repair option exists, uninstall the affected program from Settings > Apps > Installed apps. Select the program, choose the three-dot menu, select Uninstall, restart Windows, and reinstall it using the publisher’s official installer.
Do not copy the API-set name into the game folder. A local copy can be the wrong architecture or build and can hide the real installation problem.

A message naming api-ms-win-eventlog-legacy-l1-1-0.dll does not prove that this contract is the damaged component. The loader may have failed later while resolving another dependency.
Check:
- The application’s installation or launcher log.
- Event Viewer by right-clicking Start, selecting Event Viewer, and opening Windows Logs > Application.
- The full text of the error dialog.
- Any additional filename mentioned after the API-set name.
If the details name VCRUNTIME140.dll, MSVCP140.dll, or a similar file, use Microsoft’s Latest supported Visual C++ Redistributable downloads. Select the architecture required by the application. A 32-bit application generally needs the x86 runtime even on 64-bit Windows, while a 64-bit application needs x64. Do not install every runtime version blindly.
Repair Windows components with DISM and SFC
Use this path when multiple applications fail, Windows has other system-file errors, or application repair does not help. Microsoft recommends installing updates and restarting before running DISM and SFC (Using System File Checker in Windows).
Install updates and restart
- Press Windows + I to open Settings.
- Select Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Test the affected application.
If the error remains, continue with the commands below.
Run DISM, then SFC
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Enter this command and press Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait until DISM finishes. Do not close the window if progress appears to pause.
- Run the System File Checker command:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the program again.
If SFC reports that it repaired files, the restart is important. If the application now opens, the Windows component store or protected system files were probably involved.
If DISM cannot obtain repair files through Windows Update, Microsoft documents using a matching Windows installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example source with a valid Windows repair source that matches the installed edition and build closely enough. See Microsoft’s Repair a Windows image guidance before using this option.
Manually repeating DISM and SFC without knowing which operation changed the system can make troubleshooting difficult. Outbyte PC Repair can show what its free scan detects, while repairs are performed by the full version; it is optional, and Microsoft’s built-in commands remain the appropriate first repair path.
If SFC says it could not repair some files, inspect %windir%LogsCBSCBS.log, run DISM again, and restart. Persistent corruption may require an in-place Windows repair.
Check antivirus quarantine and scan for malware
Security software can quarantine a genuine Windows file after a false positive, but quarantine is not proof that malware caused the error.
- Open Windows Security from Start.
- Select Virus & threat protection.
- Choose Protection history.
- Review entries related to the time the error began.
- Restore an item only when Windows Security or your organization’s security product identifies it as a false positive and confirms its provenance.
- Run a full scan.
If infection is suspected, do not restore an unknown item and do not download a replacement DLL. Repair Windows after the scan and follow Microsoft’s Recovery options in Windows if the system remains unreliable.
Check architecture and driver-related changes
A 32-bit application and a 64-bit application resolve dependencies differently. Do not choose a “32-bit” or “64-bit” DLL from a generic download page based only on the error text.

Identify the failing executable by checking its shortcut:
- Right-click the application shortcut.
- Select Properties.
- Open the Shortcut tab.
- Select Open File Location.
- Note whether the application is installed under
Program FilesorProgram Files (x86). - Check the application publisher’s requirements or installer options for its supported architecture.
If the issue began immediately after a graphics, chipset, storage, or other driver change, update or roll back that driver through the manufacturer’s official source. To inspect drivers:

- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the device and select Properties.
- Open the Driver tab.
- Use Update Driver or Roll Back Driver when available.
- Restart Windows and test the application.

Windows Features are not a normal repair for this API-set contract. Do not enable random legacy features in Settings > Optional features > More Windows features unless the application’s own documentation specifically requires one. Enabling a feature will not recreate a missing Windows API-set mapping.

regsvr32 is used for DLLs that provide registration entry points such as DllRegisterServer. It does not repair ordinary Windows API-set contracts. Microsoft describes its purpose in the regsvr32 documentation.
Running commands such as these is therefore not an appropriate fix:
regsvr32 api-ms-win-eventlog-legacy-l1-1-0.dll
The command may produce a registration error, or it may distract from the actual application or Windows servicing problem.
Escalate to Windows recovery
If DISM and SFC fail, several applications remain affected, or the problem began after serious disk or system corruption, use a supported recovery method.

On supported Windows 11 systems:
- Open Settings.
- Select System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
This reinstalls the current Windows version while preserving apps, files, and settings. Availability can depend on the Windows installation and device.
If the failure started immediately after a driver or software change, System Restore may also help:
- Open Start and search for Create a restore point.
- Open it.
- Select System Restore.
- Choose a restore point from before the change.
- Follow the wizard and restart.
System Restore rolls back system files and settings, not personal files.
Why downloading the DLL is unsafe
Avoid DLL download sites websites and manual copies into System32, SysWOW64, or the application folder. The downloaded file may be tampered with, mismatched to the Windows build, intended for the wrong architecture, or unrelated to the loader failure. API-set names may not represent standalone files on your Windows installation at all.

FAQ
Is api-ms-win-eventlog-legacy-l1-1-0.dll genuine?
Yes. It is a Microsoft Windows API-set contract associated with the legacy Event Log API. Its presence in an error message does not mean you should obtain a separate DLL package.
Why can I not find the file in System32?
API-set contracts can be virtual aliases rather than ordinary standalone DLLs. A visible file with this exact name is not guaranteed on every Windows installation.
