api-ms-win-ntuser-uicontext-l1-1-0.dll is a Windows API-set component that an application may report as missing or unavailable. When api-ms-win-ntuser-uicontext-l1-1-0.dll appears in a startup error, repair the affected program first, then repair Windows if other applications show similar failures.
Do not download this DLL from a random file archive. An API-set name can be a logical loader contract rather than a standalone file that must exist on every Windows installation.

Microsoft explains that API-set contracts allow Windows to route an application’s calls to an implementation DLL. The contract name may not correspond to a physical file on disk, so the absence of this exact filename in File Explorer does not automatically prove that Windows is damaged.
The strongest public file inventory places this component in the Windows 8 System32 directory. That does not establish that Windows 10 or Windows 11 must contain the same physical file, version, size, or path.

Start with the affected application
If only one game, installer, or application shows the error, an incompatible or damaged application is more likely than a completely broken Windows installation.
Repair a packaged application
- Open Start > Settings.
- Select Apps.
- Choose Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Start the application again.
Repair normally preserves application data. If it does not work, return to the same screen and consider Reset. Reset can remove application data and settings, so back up saved games or other important data first.
Repair traditional desktop software
- Press
Win+R. - Enter
appwiz.cpl. - Press Enter.
- Select the affected program.
- Choose Repair or Change, if available.
- Follow the installer’s instructions.
- Restart Windows and test the program.
If Repair is unavailable, uninstall the program, restart, and reinstall it using the publisher’s official installer. For a game, use the launcher’s own Verify, Verify integrity, or Repair files command where available. The menu name depends on the launcher.
This is the definitive fix when the program installed its own damaged files or is built for a Windows version or architecture it does not support.
Update the application and Windows
An old application can request API-set contracts differently from a current Windows release. Install the newest supported version or patch from the application publisher before replacing system files.
Then install Windows updates:
Windows 11
- Open Start > Settings.
- Select Windows Update.
- Click Check for updates.
- Install everything available.
- Restart the computer.
- Check for updates again after restarting.
Windows 10
- Open Start > Settings.
- Select Update & Security.
- Choose Windows Update.
- Click Check for updates.
- Install the available updates.
- Restart Windows.
Test the affected application after the restart. If the error began immediately after a major update, use Settings > System > Recovery on Windows 11, or the applicable recovery options in Windows 10, rather than copying a DLL from another computer.
Repair Windows with DISM and SFC
Use this step when several unrelated applications fail, Windows reports additional system-file problems, or the problem began after an interrupted update.
Microsoft recommends running DISM before System File Checker because DISM repairs the component source that SFC uses.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for DISM to finish. It may remain at one percentage for some time. When it completes successfully, run:
sfc /scannow
Wait until the scan reaches 100 percent. Restart Windows and test the application again.
If SFC reports that it repaired files, retry the program. If it reports no integrity violations, Windows protected files were not identified as corrupted; the application may still be incompatible or missing another dependency.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →If DISM cannot obtain repair files through Windows Update, use a legitimate Windows installation source that matches the installed edition and architecture:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the correct path to the matching repair source. Do not use an unknown ISO or a source from an unofficial download page.
Repeating SFC and DISM without checking what changed can make troubleshooting slow. Outbyte PC Repair can scan for reported Windows problems and show what needs attention, while repair actions are handled by the full version; it is optional, and repairing the affected application remains the definitive fix when only one program fails.
Check 32-bit and 64-bit compatibility
A 64-bit Windows installation supports both 64-bit and 32-bit programs, but they do not use identical binary dependencies.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsOn 64-bit Windows:
System32contains native 64-bit system files.SysWOW64contains 32-bit system files.- A 32-bit application needs 32-bit dependencies.
- A 64-bit application needs 64-bit dependencies.
Do not copy a DLL from SysWOW64 to System32, or the other way around. Do not assume that a 64-bit operating system means every application needs a 64-bit runtime.
Check the application’s documentation for its supported architecture. If the publisher offers separate x86 and x64 installers, install the build that matches the program and its plugins. An entry-point error or 0xc000007b often indicates an architecture or incompatible dependency problem rather than a simple missing file.
Install runtimes only when the error identifies one
This API-set name is not evidence that Visual C++ Redistributable, DirectX, or .NET is missing. Installing unrelated runtime packages first is unlikely to restore this contract.
Consider Microsoft Visual C++ Redistributable only if the application also reports files such as:

Microsoft provides separate x86, x64, and ARM64 packages. The required architecture and runtime generation depend on the application, and older programs may require an older supported generation.
Do not install a runtime from a third-party DLL page. Use the application publisher’s requirements and Microsoft’s official redistributable documentation.

Check antivirus quarantine
Security software can remove an application file or installer component. Check the protection history before downloading anything.
For Microsoft Defender:
- Open Start.
- Search for Windows Security.
- Open it.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent detections.
- Expand an item to see its path and action.
Only restore a quarantined item when its origin is trusted and the application publisher or security vendor confirms that it is safe. For a Windows component, prefer Windows Update, DISM, and SFC over restoring an unverified copy.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Update or reinstall device drivers when the timing fits
A driver update is not the normal first response to this filename. Consider it when the error began after a graphics, audio, display, or chipset change, or when the application fails alongside device-related crashes.
To check drivers:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Sound, video and game controllers, or System devices.
- Right-click the device.
- Choose Properties.
- Open the Driver tab.
- Check the provider, date, and version.
- Use Update Driver or reinstall the driver from the hardware manufacturer’s official support page.
If a problem began immediately after an update, Properties > Driver > Roll Back Driver may be available. Restart Windows after changing the driver.
Manually checking many hardware pages and matching driver versions can be tedious. Outbyte Driver Updater can scan for reported driver issues and identify available updates, while driver installation is handled by the full version; it is optional and does not replace repairing an application-specific dependency.
Why regsvr32 is not the fix
Do not run:
regsvr32 api-ms-win-ntuser-uicontext-l1-1-0.dll
regsvr32 is for COM DLLs that expose a registration function such as DllRegisterServer. The documented exports for this API-set component are GetProcessUIContextInformation and IsImmersiveProcess, not DllRegisterServer.
Registering it will not recreate a missing API-set contract. It may instead produce an error stating that the module was loaded but the DllRegisterServer entry point was not found.
What not to do
Do not download the DLL from a file archive
A random copy can be:
- The wrong Windows build
- The wrong architecture
- Modified or unsafe
- Incompatible with the application
- Unable to repair the real dependency chain
An API-set name may also be a logical alias rather than a standalone redistributable library. Copying a same-named file into the game folder or Windows directory can introduce DLL search-order and preloading risks.
Do not copy it from another computer
A file from another PC may have a different Windows build, servicing state, architecture, or implementation. Use Windows servicing, an official matching installation source, or a supported recovery operation instead.
Do not trust a scanner list by itself
Older dependency scanners can report API-set contracts as missing even when Windows resolves them dynamically. Confirm the actual application startup error before treating a scanner result as proof of corruption.
Use System Restore for a recent change
If the error started after an update, driver installation, or software installation, System Restore may return system files, drivers, registry settings, and installed programs to an earlier state without removing personal files.
- Press
Win+R. - Enter:
rstrui.exe
- Press Enter.
- Select a restore point from before the problem began.
- Review the affected programs.
- Follow the wizard to complete the restore.
- Restart Windows and test the application.
Back up important files before recovery work.
If every application fails
Treat the issue as a possible Windows-wide problem:
- Install pending Windows updates.
- Restart.
- Run DISM.
- Run
sfc /scannow. - Check Microsoft Defender protection history.
- Run a full security scan.
- Use System Restore if the timing matches a recent change.
- Consider Windows recovery options after backing up.
On Windows 11, Microsoft also provides a reinstall option that can reinstall the current Windows version while preserving applications, files, and settings where supported. Review the screen carefully before confirming because recovery choices differ in what they preserve.

FAQ
Does Windows 11 need this exact DLL?
Not necessarily. Microsoft’s API-set design means a contract name may not have a corresponding physical file on every Windows version or build. Do not treat its absence alone as proof of damage.
Is this a Microsoft file or an application file?
It is a Windows API-set component that an application may request. The practical repair path still begins with the program showing the error, because that program may be incompatible, damaged, or using an incorrect dependency chain.
Which program causes this error?
There is no reliable evidence tying this exact filename to one specific modern game or application. Windows multimedia and text-related components can expose the dependency, but that does not identify the application by itself.
Will Visual C++ Redistributable fix it?
Not specifically. Install Visual C++ only when the application also identifies a Visual C++ runtime dependency or its official requirements call for one.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →What does “the specified module could not be found” mean?
It can mean the named module is unavailable, but it can also mean that another dependency required by the application could not be loaded. Repairing the application and checking its full dependency chain is safer than replacing one filename.
What should I collect before contacting support?
Record the exact error text, application version, Windows edition and build, application architecture, when the problem began, DISM and SFC results, antivirus actions, and any official reinstall or repair log. Contact the application publisher if only that program fails.
