api-ms-win-rtcore-ntuser-synch-l1-1-0.dll is a genuine Microsoft Windows API-set contract name, not a random application DLL. If Windows reports it as missing or unable to load, repair Windows first, then repair the affected program if only one application fails.
What this file actually does
Microsoft documents API-set names as loader-facing aliases. Windows uses the contract name to route an application’s API calls to the physical implementation DLL used by that Windows version. The visible API-set name is therefore not always a conventional DLL containing the complete implementation.

The rtcore-ntuser-synch portion relates to Windows user-interface synchronization APIs. Its exact physical implementation can vary between Windows builds. Microsoft’s explanation of this design is available in its Windows API sets documentation.

Several programs report missing api-ms-win-* files |
Windows component-store or protected-file damage |
| Windows Update recently failed | Repair Windows servicing, then retry updates |
| Only one game or application fails | Verify, repair, or reinstall that application |
The message includes 0xc000007b |
Check architecture and other dependencies, not only this filename |
| Antivirus lists the file in quarantine | Check the security product’s history before restoring anything |
| “Module not found” appears | A dependency may be missing even if the displayed file exists |
| Errors return after disk or cleanup problems | Check system files, storage health, and servicing logs |
Common messages include “The program can’t start because api-ms-win-rtcore-ntuser-synch-l1-1-0.dll is missing from your computer,” “was not found,” or “Error loading” the file. These are generic Windows loader messages. They do not prove that this particular file is the root cause.
Fix the error in order
1. Restart, then install pending Windows updates
A partially installed update can leave Windows components out of sync.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- Press Windows + I.
- Select Windows Update.
- On Windows 11, select Check for updates. On Windows 10, select Check for updates under Update & Security.
- Install every available quality, cumulative, and servicing update.
- Restart the computer, even if Windows does not immediately request it.
- Try the affected application again.
If Windows Update displays an error, restart once more and check again. If it still fails, continue with DISM and SFC below before attempting another update.
2. Repair the Windows component store with DISM
DISM repairs the component store that Windows uses to restore protected files.
- Open Start and type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish. Do not close the window because progress can pause for an extended period.
- Restart Windows when DISM completes.
A successful result normally says that the restore operation completed successfully. If DISM reports that source files could not be found, Windows Update may be damaged or unavailable. Use a matching Windows installation source with the /Source and /LimitAccess options documented in Microsoft’s repair a Windows image guidance. The source must match the installed Windows edition and build closely enough for servicing to use it.
Manually downloading the named DLL does not repair the component store. If you want a scan that identifies repair issues without repeatedly guessing which Windows commands to run, Outbyte PC Repair can show what it finds; repairs are performed by the full version, and it is not required for DISM or SFC.
3. Run System File Checker after DISM
SFC checks protected Windows resources and replaces incorrect versions when a valid local repair source is available.
- Open Command Prompt as administrator again.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart the computer.
- Test the application.
The useful results are:
- Windows Resource Protection did not find any integrity violations: SFC found no protected-file problem.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and test again.
- Windows Resource Protection found corrupt files but was unable to fix some of them: run DISM again, restart, and repeat SFC once. Review
%WINDIR%LogsCBSCBS.logif the problem continues.
Microsoft describes the command and result handling in its System File Checker documentation.
4. Repair or reinstall the affected application
If Windows itself works and only one game or program shows the error, do not assume the entire operating system is broken.
First use the application’s own repair function:
- Open the application launcher.
- Select the affected game or program.
- Open its menu, settings, or manage page.
- Choose Verify, Repair, Scan and repair, or the equivalent option.
- Wait for the file check to complete.
- Restart the launcher and test the program.
If there is no repair option, uninstall the application from Settings > Apps > Installed apps on Windows 11 or Settings > Apps > Apps & features on Windows 10. Restart Windows, then reinstall it from the developer’s official installer or the official store where you obtained it.
This is the definitive fix when the application’s own files, launcher, or installation records are damaged. Do not copy the DLL from another computer into the application folder.
5. Check whether the error is actually an architecture mismatch
Error 0xc000007b often indicates a 32-bit and 64-bit dependency mismatch. It does not prove that api-ms-win-rtcore-ntuser-synch-l1-1-0.dll is the only damaged file.
Check the affected program’s requirements and install the runtime architecture it specifies. On 64-bit Windows, a 32-bit application may still require x86 dependencies. Microsoft provides separate official Visual C++ packages named vc_redist.x86.exe, vc_redist.x64.exe, and vc_redist.arm64.exe. Reinstall Visual C++ only when the application also reports a missing MSVC runtime or its developer specifically requires it.
Do not install every runtime package at random. This Windows API-set filename is not itself a Visual C++ Redistributable file.

Security software can quarantine a legitimate Windows file, although this has not been established as a specific cause for this filename.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Open Protection history.
- Review recent quarantined items.
- If a Microsoft system file is listed, confirm its path and signature before restoring it.
- Run a Full scan after restoring or before changing any security setting.
Do not disable antivirus protection merely to make the application start. If the file is in an unusual application folder, has no trusted Microsoft signature, or returns after restoration, investigate malware instead of copying another DLL.
7. Check Windows Features only when the application asks for one
Windows optional features can matter to older software, but enabling one is not a direct repair for this API-set contract.

- Select .NET Framework 3.5, including its child options.
- Select OK and allow Windows to download the required files.
- Restart and test the application.
Do not enable unrelated features as a substitute for DISM or SFC.
8. Check drivers only when symptoms point to a driver problem
A graphics, chipset, or storage driver can cause an application to fail, but this filename is not a driver package.
To check for driver problems:
- Right-click Start and open Device Manager.
- Expand Display adapters, System devices, and any category related to the failing program.
- Look for a yellow warning icon.
- Right-click the device and select Properties.
- Read the status on the General tab.
- Use Update driver only with a driver from the computer or device manufacturer when available.
- Restart Windows and test again.
If manually hunting through manufacturer pages and matching driver versions is the part causing trouble, Outbyte Driver Updater can scan for outdated drivers; the free scan shows what it finds, while driver installation is handled by the full version. It is optional and does not replace repairing Windows or reinstalling the affected application.
9. Investigate disk or offline Windows corruption
If DISM and SFC repeatedly fail, the problem may involve the filesystem, storage device, or an offline Windows installation.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsFor Windows Recovery Environment, Microsoft documents commands in its WinRE troubleshooting guidance. The drive letter in recovery may not be C:. After identifying the Windows partition, the pattern is:
DISM /Image:D: /Cleanup-Image /RestoreHealth
SFC /scannow /offbootdir=D: /offwindir=D:windows
Replace D: with the actual Windows drive letter.
Back up important files before deeper disk repair. If every application fails, Windows cannot update, or corruption returns after repair, consider System Restore or an in-place repair installation after creating a reliable backup.

Do not download the DLL from a random website
Third-party DLL downloads can contain malware, the wrong Windows build, or the wrong architecture. Copying a file into System32 may also hide the real problem while leaving the component store damaged.
Use Windows Update, DISM, SFC, the official application installer, and Microsoft’s official runtime pages instead.
Do not run regsvr32 on this file
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer. An API-set stub is not a conventional COM component, so registering it is not a repair method. It can produce another error without restoring the missing Windows component.
Do not copy it from another computer
Another computer may have a different Windows build, servicing state, architecture, or physical implementation. Let Windows servicing restore the correct files for the installed system.
FAQ
Is api-ms-win-rtcore-ntuser-synch-l1-1-0.dll genuine?
Yes. Its api-ms- naming follows Microsoft’s documented API-set convention, and public Windows file records associate it with Microsoft Windows.
Is it a game or Visual C++ file?
No. It is a Windows API-set contract, not a standalone game file or Visual C++ Redistributable. A game may expose the error while loading Windows dependencies, but the filename does not identify which game caused it.
Where should the file be located?
Windows 8.1-era records commonly report %WINDIR%System32. That is not a universal rule for every Windows version because API-set contracts are resolved by the loader and their physical implementation can vary.
Why does 0xc000007b mention this file?
The code commonly indicates an architecture or dependency mismatch. The displayed filename may be one point in the loader chain rather than the only missing or damaged component.
Should I install DirectX or Visual C++?
Only when the application separately requires that runtime or reports one of its files as missing. Neither package is the primary repair for this Windows API-set filename.
What if DISM says the source files cannot be found?
Use a matching Windows installation source with DISM’s /Source and /LimitAccess options, then run sfc /scannow again. If only one application fails, repair or reinstall that application as well.

How do I know whether Windows or the application is at fault?
If several applications fail or multiple api-ms-win-* files are reported, prioritize Windows Update, DISM, and SFC. If only one program fails, verify or reinstall that program before making broader Windows changes.
