api-ms-win-rtcore-ole32-clipboard-l1-1-0.dll is a genuine Microsoft Windows API-set contract, but it is not usually a standalone DLL that you should download and copy into a folder. When a game or application reports that api-ms-win-rtcore-ole32-clipboard-l1-1-0.dll is missing, Windows may be unable to resolve the API contract, the application may be incompatible with the installed Windows version, or the application itself may be damaged.
The filename relates to Windows Runtime and OLE clipboard functionality. Microsoft explains that API-set names act as virtual aliases: the Windows loader resolves them through the API-set schema to a host system component. A file with the exact name may therefore not exist anywhere on your drive. See Microsoft’s Windows API sets documentation.

Fix 1: Identify the application and check Windows compatibility
Time needed: 5–10 minutes
Start by finding out whether the error affects Windows broadly or only one program.

- Write down the name of the game or application shown in the error.
- Close the error and try opening another unrelated program.
- Open a Windows feature such as Settings or File Explorer.
- Note whether the problem appears only when launching one application.
- Check the application publisher’s official system requirements.
- Press Windows + R, type
winver, and press Enter to see your Windows version and build. - Install all pending updates through Settings > Windows Update.
- Restart the computer and test the application again.
The contract is associated with Windows 8.1-era APIs and is reported for Windows 8.1 and later. If the program is running on Windows 7 or another older release, the error may indicate that the application targets an API unavailable on that system. In that situation, copying a DLL from another computer cannot backport the required Windows loader behavior.
Windows 8.1 support ended on January 10, 2023. Where the hardware supports it, moving to a supported Windows release is safer than trying to make a newer application run on an obsolete system. Microsoft lists the support status on its Windows 8.1 support page.
If only one older game fails, check for an earlier application version, a compatibility update, or a supported replacement from the publisher.
Fix 2: Repair Windows with Update, DISM, and SFC
Time needed: 15–45 minutes, plus a restart
Use this step when several applications fail, Windows features are also malfunctioning, or the error started after an interrupted update, disk problem, cleanup utility, or malware incident.
First install pending updates:
- Open Start > Settings > Windows Update.
- Select Check for updates.
- Install everything offered.
- Restart, even if Windows does not immediately require it.
- Return to Windows Update and check again.
Then repair the Windows component store and protected system files:
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control appears.
- Enter this command and press Enter:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress pauses.
- Run System File Checker:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Launch the affected application again.
Microsoft recommends running DISM before SFC because DISM repairs the component store that SFC uses as a source. The official command guidance is available in Microsoft’s System File Checker repair instructions.
Success means the application starts normally, or the error changes to a more specific application or dependency message. SFC may not restore a file with this exact name because API-set resolution can involve the schema and a host DLL rather than a physical file.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
If DISM or SFC reports that it could not repair everything, restart once and run the commands again. If the same corruption remains, do not download a replacement DLL. Review the CBS log, check disk health, and move to System Restore or an in-place Windows repair.
When repeatedly running DISM and SFC is becoming guesswork, Outbyte PC Repair can scan and show what it finds; its repair actions require the full version. It is optional, and reinstalling the affected game or application remains the definitive fix when only that program fails.
Fix 3: Repair or reinstall the affected application
Time needed: 10–30 minutes
If every other program works, the application is the most likely source of the failure. This is especially common after a failed update, migration, partial uninstall, or damaged game files.
Use the application’s built-in repair option first:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Open Settings > Apps > Installed apps.
- Find the affected program.
- Select the three-dot menu beside it.
- Choose Advanced options if available.
- Select Repair.
- Test the program.
- If it still fails, select Reset only if you are comfortable losing its local settings or cached data.
For Microsoft Store applications, open the Microsoft Store, select Library, and choose Get updates. For games, use the launcher’s file verification feature. The label varies, but it is commonly called Verify, Verify integrity, Repair, or Scan and repair.
If repair does not work:
- Back up saves, profiles, and custom settings.
- Uninstall the application from Settings > Apps > Installed apps.
- Restart Windows.
- Download the current installer from the application developer or publisher’s official website.
- Install it again.
- Start the application from its normal shortcut.
Do not place an API-set file beside the application executable. A program that asks for this contract needs Windows to resolve it; a copied file in the application folder is not a reliable substitute.
Fix 4: Check antivirus quarantine
Time needed: 5–15 minutes
If the message appeared immediately after a security scan, cleanup operation, or threat removal, inspect the security product’s history.
For Windows Security:
- Open Start > Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Expand recent detections.
- Check the detected item’s path, name, and reason.
- Restore it only when the item belongs to a trustworthy Windows installation and the detection is clearly a false positive.
- Update security intelligence and run another scan.
Do not disable antivirus protection to install an unknown DLL. If the item was quarantined from a suspicious application directory, leave it quarantined, uninstall that application, and run a full scan.
After quarantine, repairing Windows with DISM and SFC is safer than downloading the reported filename. If unrelated files are also disappearing, back up important data and investigate malware or storage problems before reinstalling applications.
Fix 5: Update Windows and application-related drivers
Time needed: 10–30 minutes
A graphics, chipset, or other driver rarely creates this exact API-set contract, but a damaged or outdated driver can cause a game or multimedia application to fail during startup. Treat this as a secondary step, not a replacement for Windows repair.
Use Windows Update first:
- Open Settings > Windows Update.
- Select Advanced options.
- Open Optional updates.
- Expand Driver updates, if the category appears.
- Install relevant updates.
- Restart Windows.
You can also inspect Device Manager:
- Right-click Start and select Device Manager.
- Expand Display adapters, Sound, video and game controllers, and System devices.
- Right-click the device related to the affected application.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart if Windows installs one.
When hunting through several hardware vendors and driver versions is the problem, Outbyte Driver Updater can scan and identify outdated drivers; the driver installation actions require the full version. It is optional, and it will not replace the need to repair or reinstall the application that triggers this error.
Do not uninstall random devices or install drivers from unofficial download pages. If the error began immediately after a driver update, open the device’s Properties, select the Driver tab, and use Roll Back Driver if that button is available.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Fix 7: Test the 32-bit and 64-bit situation correctly
Time needed: 5–15 minutes
A 32-bit application can run on 64-bit Windows through Windows’ 32-bit compatibility environment. That does not mean you should copy a DLL into SysWOW64, and it does not mean installing two manually selected copies will help.
Check the application publisher’s requirements and install the architecture it specifies. Let Windows select the correct API-set resolution path. If a separate error such as 0xc000007b appears, that usually points to an architecture mismatch or another dependency, not proof that this exact filename needs a replacement.

Fix 8: Use recovery options when Windows repair fails
Time needed: 20 minutes to several hours
Use recovery when multiple programs fail, repairs cannot complete, or disk and malware problems have damaged Windows.
System Restore
- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select a restore point from before the problem began.
- Review affected programs.
- Start the restore and allow Windows to restart.
System Restore does not normally remove personal documents, but it can remove applications, drivers, and updates installed after the selected restore point.
In-place Windows repair
If Windows remains unstable after DISM and SFC, use Microsoft’s supported Windows installation media or setup process for an in-place repair. Choose the option to keep personal files and applications when it is offered, and back up important data first.
If only an obsolete application fails after Windows is healthy, an in-place repair is unlikely to solve the compatibility issue. Replace or upgrade that application instead.
Why this error happens
The common causes are:
| What is happening | Typical clue | Correct response |
|---|---|---|
| Windows component damage | Several programs or Windows features fail | Windows Update, DISM, then SFC |
| Unsupported Windows version | The app expects Windows 8.1-era APIs or newer | Update Windows or use a compatible app |
| Damaged application files | Only one game or program fails | Verify, repair, or reinstall it |
| Antivirus quarantine | Failure began after a scan | Review quarantine, scan, and repair Windows |
| Disk or malware damage | Files disappear or repairs repeatedly fail | Back up data, scan, check storage, and use recovery |
The messages “missing,” “not found,” and “could not be loaded” do not always mean one physical file is absent. “The specified module could not be found” can also describe a dependency or API-set resolution failure. “Not designed to run on Windows” or “contains an error” can indicate an incompatible build, damaged component, or wrong architecture.
What not to do
- Do not download this filename from random DLL websites.
- Do not copy it into
System32,SysWOW64, or the application folder. - Do not copy it from another computer or Windows installation.
- Do not run
regsvr32on it. - Do not assume registry cleaning will repair the problem.
- Do not install Visual C++, DirectX, or .NET blindly.
- Do not disable antivirus protection to force an unknown file into Windows.
regsvr32 is for registering DLLs that expose registration entry points such as DllRegisterServer. Microsoft documents it as a registration utility, not a general-purpose DLL repair command. An API-set alias is not a normal COM plug-in. See Microsoft’s regsvr32 documentation.
FAQ
Is api-ms-win-rtcore-ole32-clipboard-l1-1-0.dll genuine?
Yes. It is a Microsoft Windows API-set contract associated with OLE and clipboard-related functionality. Its presence in an error does not mean that a standalone file with that exact name should be visible on disk.
Does it belong to the application or Windows?
The affected application is the program that exposes the error, and it may be the program that installed the dependency. The API-set itself describes Windows functionality and is resolved by the Windows loader.
Does it work on Windows 10 and Windows 11?
The contract is associated with Windows 8.1-era APIs and later Windows releases. If a Windows 10 or Windows 11 system shows the error, damaged Windows components, an incomplete application installation, a dependency failure, or an unusual compatibility problem is more likely than a need to download the filename.
Should I use regsvr32?
No. API-set contracts are not ordinary COM server DLLs. Use Windows Update, DISM, SFC, and application repair instead.
What if the error says 0xc000007b?
Check whether the application is 32-bit or 64-bit and follow the publisher’s dependency requirements. Repair the application and its documented runtimes. Do not treat 0xc000007b as evidence that this particular API-set needs to be copied manually.

One-click scans. No signup required.
What if antivirus deleted the file?
Review quarantine and the detected path. If the detection concerns a suspicious application, remove that application and scan Windows. If a trusted Windows component was quarantined, update security definitions and repair Windows with DISM followed by SFC.
What if only one game still fails after DISM and SFC?
Verify the game files, update it, and reinstall it from the publisher’s official installer. If the game requires a newer Windows version than the one installed, use a supported Windows release or a compatible game build.
