api-ms-win-rtcore-session-l1-1-0.dll: Rebuild Windows Safely

api-ms-win-rtcore-session-l1-1-0.dll is a genuine Windows API-set contract name, but it is not necessarily a normal DLL that should be downloaded and copied into a folder. Windows uses API-set names as loader aliases and maps them to the system component that implements the contract.

If an application says this file is missing, repair Windows first. If only one old application fails, repair or reinstall that application afterward. Do not download the file from a random DLL website.

What the error means

You may see messages such as:

  • “The program can’t start because api-ms-win-rtcore-session-l1-1-0.dll is missing from your computer.”
  • “The code execution cannot proceed because api-ms-win-rtcore-session-l1-1-0.dll was not found.”
  • “api-ms-win-rtcore-session-l1-1-0.dll is either not designed to run on Windows or it contains an error.”
  • “There was a problem starting api-ms-win-rtcore-session-l1-1-0.dll. The specified module could not be found.”

These messages do not prove that a visible file with this exact name should exist in System32 or SysWOW64. Microsoft describes API-set names as virtual contracts used by the Windows loader. The loader resolves the contract to an implementing Windows component.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A “module could not be found” message can also mean that a dependency of the requested component is missing. Searching for the filename and finding nothing is therefore not conclusive.

The name is associated with Windows rather than Visual C++, DirectX, .NET, or a separately downloadable runtime. Historical public records associate it especially with Windows 8.1-era API-set components, but that does not prove every occurrence is on Windows 8.1 or that a current Windows installation should expose the name as a standalone file.

Fix 1: Install Windows updates and restart

Time needed: 10–30 minutes

Start with Windows servicing. An incomplete update, damaged component, or compatibility correction can produce this error.

  1. Press Win+I to open Settings.
  2. Select Windows Update.
  3. On Windows 11, select Check for updates. On Windows 10, select Check for updates in the Windows Update panel.
  4. Install every available update.
  5. Restart the computer, even if Windows does not insist on restarting.
  6. Start the affected application again.

You can also follow Microsoft’s Windows Update installation instructions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the application now opens, the problem was likely caused by incomplete or damaged Windows servicing. If the same message returns, continue with the component repair commands below.

Fix 2: Repair Windows with DISM and SFC

Time needed: 15–45 minutes

DISM repairs the Windows component store. SFC then checks protected system files against that repaired source. Microsoft recommends running DISM before SFC.

  1. Open the Start menu.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes if User Account Control appears.
  6. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to finish. Do not close the window if progress appears paused.
  2. Run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows and test the application.

Microsoft documents this sequence in its guide to using DISM and SFC to repair missing or corrupted system files.

A successful result may say that SFC found no integrity violations, or that it found corrupt files and repaired them. Test the application after restarting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If SFC says it could not repair some files, restart the computer and run DISM again, followed by SFC. If the result is unchanged, try the commands from Safe Mode or proceed to System Restore and Windows recovery.

Repeating SFC without knowing what changed makes troubleshooting difficult. Outbyte PC Repair can scan for the problems behind repeated repair attempts and show what needs attention; its repair functions require the full version, and it is not required for this fix.

Fix 3: Repair or reinstall the application that fails

Time needed: 10–30 minutes

If Windows itself works normally and only one program reports the error, the program may be old, incorrectly packaged, or incompatible with the installed Windows version. There is no reliable public evidence tying this API-set name to one particular game or application.

Microsoft Windows 11 (USB)
  • Less chaos, more calm. The refreshed design of Windows 11 enables you to do what you want effortlessly.
  • Biometric logins. Encrypted authentication. And, of course, advanced antivirus defenses. Everything you need, plus more, to protect you against the latest cyberthreats.
  • Make the most of your screen space with snap layouts, desktops, and seamless redocking.
  • Widgets makes staying up-to-date with the content you love and the news you care about, simple.
  • Stay in touch with friends and family with Microsoft Teams, which can be seamlessly integrated into your taskbar. (1)

First use the program’s own repair function:

  1. Open the application’s launcher.
  2. Look for Verify files, Repair, Scan and repair, or a similar option.
  3. Start the verification.
  4. Let the launcher replace damaged or incomplete application files.
  5. Restart Windows and launch the program.

If no repair option exists:

  1. Press Win+I.
  2. Select Apps.
  3. Select Installed apps on Windows 11, or Apps & features on Windows 10.
  4. Select the affected application.
  5. Choose Uninstall.
  6. Restart Windows.
  7. Download the current installer from the application developer’s official source.
  8. Install the correct build for your Windows architecture.
  9. Start the program without copying any DLL into its folder.

If the application is old, check whether its developer supports Windows 10 or Windows 11. An installer built for an older Windows release may request an API contract that is unavailable or incompatible with the current system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not assume the program that displays the message owns the API-set contract. It may simply be the first program to request a damaged or unavailable Windows dependency.

Fix 4: Check antivirus Protection History

Time needed: 5–15 minutes

Security software can quarantine a legitimate file, but it can also correctly block a modified or malicious replacement. Restore a file only after confirming that the detection is false.

  1. Open the Start menu.
  2. Type Windows Security and open it.
  3. Select Virus & threat protection.
  4. Select Protection history.
  5. Review recent detections.
  6. Expand any detection associated with the affected application or Windows.
  7. Confirm the file path, detection name, and publisher before taking action.

Microsoft explains these entries in its Protection History documentation.

If a trusted Windows file was quarantined and the detection is verified as a false positive, use the available Restore or Allow on device action. If you cannot verify it, leave it quarantined and repair Windows or reinstall the application from its official installer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not disable antivirus protection merely to make the application start.

Fix 5: Confirm the application architecture

Time needed: 10–20 minutes

A 32-bit application and a 64-bit application use different loader paths on 64-bit Windows. Installing a DLL from the wrong architecture can create a second failure instead of fixing the first one.

Check the application’s official system requirements and installer options. Then:

  1. Uninstall the affected application.
  2. Restart Windows.
  3. Download the correct x86 or x64 installer from the developer.
  4. Install it normally.
  5. Test the application again.

Do not copy an x86 file into a 64-bit Windows directory, or an x64 file into a 32-bit application folder. Do not mix DLLs from different Windows builds.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

  • Enhanced security: Lexar DataShield protects files, easily creates a password-protected safe with auto-encryption; Files deleted from the safe are securely erased and can't be recovered

If the error says the file is “not designed to run on Windows,” possible causes include corruption, an architecture mismatch, an invalid replacement file, or an incompatible application. That wording is not evidence that the named file should be downloaded manually.

Fix 6: Update a driver only when the timing points to one

Time needed: 10–30 minutes

A driver is not a confirmed general cause of this API-set error. Check drivers only if the problem began immediately after a driver change, or if several applications started failing at the same time.

  1. Right-click the Start button.
  2. Select Device Manager.
  3. Expand the device category related to the recent change.
  4. Right-click the device.
  5. Select Properties and review the Driver tab.
  6. If the issue began after an update, select Roll Back Driver when available.
  7. Otherwise, select Update driver and follow the prompts.
  8. Restart Windows and test the application.

Prefer the computer or device manufacturer’s official driver package when Windows Update does not resolve the issue. Outbyte Driver Updater can scan for outdated drivers and identify what needs updating; its driver installation requires the full version, and a driver change is not the definitive fix when the application itself is damaged.

Fix 7: Use System Restore after a recent change

Time needed: 15–45 minutes

Use System Restore if the error started immediately after a Windows update, driver installation, application installation, or other system change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Press Win+R.
  2. Enter:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point created before the error began.
  4. Select Scan for affected programs if available.
  5. Confirm the restore point.
  6. Select Finish and allow Windows to restart.

System Restore does not normally remove personal documents, but it can remove recently installed applications, drivers, and updates. Microsoft provides additional guidance for System Restore.

If no suitable restore point exists, continue with Windows recovery or an in-place repair installation.

Do not use regsvr32 for this error

regsvr32 is not a general DLL repair command. It registers DLLs that expose registration entry points such as DllRegisterServer. An API-set contract is not repaired by manually registering it.

Do not run commands such as:

regsvr32 api-ms-win-rtcore-session-l1-1-0.dll

This can produce another error and does not restore a damaged Windows component.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Likewise, do not use registry cleaners or place a downloaded file in System32, SysWOW64, or the application directory.

Why Windows 8.1 matters

Historical records associate this API-set contract with Windows 8.1-era components. Windows 8.1 reached end of support on January 10, 2023, according to Microsoft’s Windows 8.1 lifecycle information.

If the affected computer still runs Windows 8.1, compatibility and unsupported servicing should be treated as major possibilities. Update the application if a supported version exists, and plan a supported Windows upgrade rather than trying to replace individual API-set files.

Likely causes and the correct response

Likely cause Correct response
Corrupted Windows components Install updates, then run DISM followed by SFC
One old application fails Verify, repair, or reinstall that application
Failed update or servicing operation Restart, update Windows, rerun DISM and SFC
Antivirus quarantine Review Protection History and restore only a verified false positive
Wrong application architecture Reinstall the correct x86 or x64 build
Malware or disk corruption Run a full security scan and check disk health
Several unrelated applications fail Prioritize Windows servicing, malware checks, and recovery
Damaged user profile or permissions Test the application from a new Windows user profile

If repair repeatedly fails, use Windows recovery options or an in-place repair installation. Back up important files before major recovery work.

FAQ

Is api-ms-win-rtcore-session-l1-1-0.dll a real file?

It is a genuine Windows API-set contract name. It is not necessarily a standalone physical file that appears on a healthy computer.

Is there an official Microsoft download for this DLL?

No verified standalone Microsoft download for this individual API-set name has been identified. Repair Windows through Windows Update, DISM, and SFC instead.

Will Visual C++ Redistributable fix it?

Usually not. Visual C++ packages provide MSVC runtime libraries. They may help only when the application separately reports a runtime such as VCRUNTIME140.dll or MSVCP140.dll. Microsoft’s latest supported Visual C++ Redistributable downloads do not turn this API-set contract into a normal downloadable DLL.

Should I copy the file into System32 or SysWOW64?

No. The contract may not be intended to exist as a visible file, and a copied DLL may have the wrong architecture, version, or contents.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a specific game cause this error?

No particular game or application has been reliably verified as the universal cause. If only one program fails, repair or reinstall that program from its official installer.

What if the error appears in many applications?

Treat it as a Windows problem first. Install updates, run DISM and SFC, check for malware and disk errors, and consider an in-place repair if system corruption continues.

Can I use regsvr32?

No. regsvr32 is for registering DLLs that expose registration entry points, not for repairing Windows API-set contracts.
