api-ms-win-security-grouppolicy-l1-1-0.dll is a genuine Microsoft Windows API-set contract, not a normal third-party runtime DLL. If Windows says it is missing or cannot load it, repair Windows first, then repair the specific application that fails.
What this DLL name means
Windows API-set names are contracts used by applications and the Windows loader. The name may be resolved virtually, so an identically named physical file does not have to exist on your drive. Microsoft explains this behavior in its documentation on Windows API sets.

Public Windows 8 and Windows 8.1 inventories list this name as an “ApiSet Stub DLL” from Microsoft Corporation. Those records are historical examples, not a complete compatibility table for every Windows 10 or Windows 11 installation.

First determine whether Windows or one application is failing
Before changing anything, test the scope of the problem.
- If several unrelated applications fail, Windows component corruption or an unsupported Windows build becomes more likely.
- If only one game or program fails, its installation or bundled dependencies may be damaged.
- If the problem began immediately after antivirus activity, check quarantine.
- If it began after an update, driver installation, cleanup utility, or system change, System Restore may be appropriate.
Write down the complete error, including any code such as 0xc000007b, and the name of the application shown in the message.
Fix 1: Install Windows updates and restart
Pending servicing updates can restore or replace damaged Windows components.
- Press Windows + I to open Settings.
- Select Windows Update.
- Click Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Start the affected application again.
If the error remains, continue with DISM and SFC. Do not download the named DLL to bypass Windows servicing.
Fix 2: Repair the Windows component store with DISM and SFC
Microsoft recommends running DISM before System File Checker because DISM can repair the component source that SFC uses.
- Open Start and type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- After DISM completes, run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the program again.
Microsoft documents this repair sequence in its System File Checker instructions.
A successful result may say that no integrity violations were found, or that corrupted files were found and repaired. If SFC repaired files, restart before testing. If SFC says it could not repair some files, the component store or servicing environment may need an installation source.
Recommended Free Tools
Outbyte PC Repair can show what is wrong when manually repeating SFC and DISM leaves you guessing about which Windows components changed. Its free scan identifies problems, while repair is performed by the full version; it is optional, and Windows servicing remains the correct first-line repair.
Use a matching installation source if DISM cannot repair Windows
You may need installation media or another known-good Windows source that matches the installed edition and build.
Run the following from an elevated Command Prompt, replacing the example path with the correct repair source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Microsoft explains the repair-source process in its guidance for repairing missing or corrupted system files.

Run sfc /scannow again after DISM completes, then restart. Do not use a DLL copied from a different Windows release as a substitute for a matching repair source.
Fix 3: Repair or reinstall the affected application
When only one program reports the error, Windows may be healthy and the application may have a damaged launcher, dependency, or installation.
Use the program’s repair option
- Open Settings.
- Select Apps, then Installed apps.
- Find the affected program.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair.
- Test the program.
- If Repair does not help, select Reset only if you understand that it may remove the application’s local settings or data.
Some desktop programs do not provide these options. Use the application’s own launcher or installer and choose Repair, Verify, or Verify integrity of game files where available.
Reinstall from the original publisher
If repair fails:
- Back up save files, profiles, or other application data.
- Uninstall the program from Settings > Apps > Installed apps.
- Restart Windows.
- Download the current installer from the application’s original publisher or use the store or launcher where you obtained it.
- Install it again.
- Start the program before adding modifications, unofficial patches, or replacement DLLs.
No reliable evidence identifies one particular game or application as the owner of this API-set error. A Microsoft Q&A report includes a Windows 10 launch failure involving missing DLLs and 0xc000007b, but that does not establish a universal application-specific fix.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesFix 4: Check Windows and application architecture
A 32-bit program can fail when its dependencies or operating system support do not match what the program expects. The names System32 and SysWOW64 are counterintuitive on 64-bit Windows, so do not select a replacement file by folder name.
Check the Windows architecture:
- Open Settings.
- Select System > About.
- Read System type.
Then check the affected application’s minimum supported Windows version and architecture in its official documentation or installer. Update Windows and install a current version of the application if it supports a newer release.
Do not copy a 32-bit DLL into a 64-bit directory, or the reverse. Let Windows Update and the application installer supply the correct files.
Fix 5: Review antivirus quarantine
A security product may have quarantined a Windows file or an application dependency.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent detections and quarantined items.
- Restore a file only when its path and digital signature identify it as a legitimate Microsoft file.
- Run a Full scan afterward.
Do not disable antivirus protection to install an unverified DLL. If several Windows files disappeared after a scan, repair Windows with DISM and SFC rather than downloading replacements.
Fix 6: Update a driver only when the evidence points there
A driver is not the normal source of this API-set contract, so do not begin by replacing every driver. Investigate drivers when the failure started after a driver change, Device Manager shows an error, or Event Viewer identifies a hardware-related fault.

Outbyte Driver Updater can reduce the work of hunting through many driver versions and shows the available scan results before installation. The free scan identifies outdated drivers, while driver installation is handled by the full version; use it only when driver evidence exists, not as a substitute for repairing Windows.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Fix 7: Use System Restore after a recent system change
System Restore is useful if the problem began after an update, driver installation, cleanup tool, or application installation.
- Press Windows + R.
- Type
rstrui.exeand press Enter. - Select Next.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore normally rolls back system files and settings without removing personal documents. It may remove applications or drivers installed after the selected restore point. Microsoft lists this and other recovery choices in its Windows recovery options.
Fix 8: Reinstall Windows without removing your files
On eligible Windows 11 systems, Windows Update may offer a repair reinstall:
- Open Settings.
- Select System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
This reinstalls the current Windows version while preserving apps, files, and settings, subject to Microsoft’s eligibility requirements. See Microsoft’s instructions for reinstalling the current version of Windows.

Do not download the DLL from a random DLL website
An arbitrary download can contain malware, have the wrong architecture, belong to a different Windows build, or fail to address the damaged component that caused the error. It can also create servicing and version mismatches.
Use Windows Update, DISM with a matching installation source, Windows installation media, or the original application installer instead.
Do not copy the file into System32 or SysWOW64
Because this is an API-set contract, a physical file may not be required. Manual copying can make the loader choose an incompatible file and bypass normal Windows servicing.

Do not use regsvr32 as a general DLL repair
regsvr32 is intended for self-registering COM components that expose DllRegisterServer. API-set and runtime files are not generally COM components. A command such as this does not repair the Windows component:

regsvr32 api-ms-win-security-grouppolicy-l1-1-0.dll
A “module failed to load” message from regsvr32 can simply confirm that the command is inappropriate.
Do not install Visual C++, DirectX, or .NET by default
Those packages can repair other missing-runtime errors, but there is no evidence that this particular API-set contract is supplied by them. Install a runtime only when the affected application’s official requirements identify it.
If the error still appears
Collect these details before escalating:
- The complete error text and error code.
- The application or game name.
- Whether other programs fail.
- The Windows edition, version, and build.
- DISM and SFC result messages.
- Any relevant Event Viewer entry.
- Whether antivirus quarantine shows a related file.
- Whether the issue began after a known system change.
If SFC repeatedly reports unrepaired files, review CBS.log, check storage health, and use a matching repair source or in-place Windows repair. If the error affects only one program, focus on that program’s official installer and dependency chain.
FAQ
Is api-ms-win-security-grouppolicy-l1-1-0.dll a real Microsoft file?
Yes. The name follows Microsoft’s API-set convention, and Windows system inventories identify it as an ApiSet Stub DLL associated with Microsoft Windows.
Should I expect to find it on disk?
Not necessarily. API-set names can be virtual aliases resolved by the Windows loader. The absence of a physical file is not, by itself, proof that Windows is damaged.
Is it part of Visual C++?
There is no evidence that this API-set contract belongs to Visual C++. Do not install Visual C++ as the default response.
Does regsvr32 fix it?
Normally no. API-set contracts are not generally self-registering COM DLLs.
What is the safest first repair?
Install pending Windows updates, restart, then run DISM followed by sfc /scannow from an elevated Command Prompt. If one application alone fails, repair or reinstall that application afterward.
Can antivirus be responsible?
Quarantine is possible, particularly if the file disappeared immediately after a security scan. Review quarantine carefully, verify any file before restoring it, and run a full scan.
