api-ms-win-service-core-l1-1-1.dll is a genuine Windows API-set contract, but it is not normally a standalone DLL that you should download and copy into a system folder. Windows uses API-set names as loader contracts and maps them to the system component that provides the required service-related functions.
Which fix applies to you
Use the path that matches what you see:
- Only one application or game fails: Repair, verify, update, or reinstall that application first.
- Several
api-ms-win-*files are missing: Suspect an unsupported Windows version or an application built for a different Windows target. - The error started after cleanup, malware detection, or an update: Run Windows Update, then DISM and System File Checker.
- The message also names
vcruntime*.dll,msvcp*.dll, orucrtbase.dll: Install the official Microsoft Visual C++ Redistributable for the application’s architecture. - The affected program controls hardware: Repair or reinstall its complete driver package, rather than searching for this API-set file.
- The problem began immediately after a system change: Consider System Restore after checking the simpler fixes.
Do not begin by downloading api-ms-win-service-core-l1-1-1.dll from a DLL website. An isolated file can be malicious, built for the wrong architecture, or unsuitable for your Windows build, and placing it beside an executable can alter DLL search behavior without repairing the underlying problem.
What this filename means
Microsoft describes API sets as functional contracts between an application and Windows. The loader reads the API-set schema and redirects the contract to the Windows DLL that implements it. Because of that design, an API-set name ending in .dll does not guarantee that a matching physical file exists on disk.

The service-core portion identifies Windows service-related functionality. The contract is part of Windows loader infrastructure, not a normal application-owned runtime such as a Visual C++ library. Microsoft does not publish this filename as a separate downloadable package with a universal version, size, or guaranteed physical path.
This explains why copying a file into System32 or SysWOW64 is normally the wrong repair. A 32-bit program and a 64-bit program use different system-component views, while Windows handles API-set resolution internally.
Error messages you may see
The wording varies by application. Common examples include:
- “The program can’t start because api-ms-win-service-core-l1-1-1.dll is missing from your computer.”
- “The code execution cannot proceed because api-ms-win-service-core-l1-1-1.dll was not found.”
- “Error loading api-ms-win-service-core-l1-1-1.dll. The specified module could not be found.”
- “api-ms-win-service-core-l1-1-1.dll is either not designed to run on Windows or it contains an error.”
- “Could not load DLL or external library … api-ms-win-service-core-l1-1-1.dll (Not Found).”
The final message is commonly produced by software that loads external libraries. It does not prove that the named API-set contract should be downloaded separately.

If Windows itself works and only one program fails, start here. The application may have an incomplete installation, a damaged bundled dependency, or a build that does not support your Windows release.
Repair an installed Windows application
- Press Windows + I.
- Select Apps.
- Open Installed apps.
- Find the affected application.
- Select the three dots beside it.
- Choose Advanced options.
- Select Repair, if available.
- Start the application again.
If the error remains, return to the same screen and select Reset only if you are comfortable losing that application’s local settings.
Repair a game or launcher installation
Open the game launcher and look for a command named Verify, Verify files, Repair, or Scan and repair. Allow the check to finish, then restart Windows before testing the program.
If repair does not work:
- Uninstall the application from Settings > Apps > Installed apps.
- Restart Windows.
- Download the installer from the software publisher.
- Install the current build supported by your Windows version.
- Start it once using Run as administrator if the publisher’s instructions require elevated access.
The official installer is the correct source for application files. Reinstalling the affected program remains the definitive fix when that program shipped an incomplete or damaged deployment.

Use this route when several programs report different api-ms-win-* contracts, or when the issue began after disk cleanup, malware removal, a failed update, or system corruption.
Install Windows updates
- Press Windows + I.
- Select Windows Update.
- Choose Check for updates.
- Install all applicable updates.
- Restart the computer.
- Check for updates again until Windows reports that no further updates are available.
Use Microsoft’s Windows Update installation guidance if the update process reports an error.
Run DISM, then SFC
Microsoft recommends repairing the component store with DISM before running System File Checker.
- Open Start.
- Type Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for the operation to complete. Then run:
sfc /scannow
Do not close the window until SFC reaches 100 percent.

Success may be reported as Windows Resource Protection finding no integrity violations, or finding corrupt files and repairing them. Restart Windows and test the affected program.
If SFC says it could not repair some files, restart and run it again. If DISM cannot find source files, use a matching Windows installation source according to Microsoft’s Windows image repair guidance. DISM and SFC cannot make an application compatible with an unsupported Windows release, so an older or vendor-supported application build may still be necessary.
Repeatedly hunting for individual system DLLs is slower than checking the component store and leaves uncertainty about what changed. Fix 3: Check Windows-version compatibility
An application that expects several API-set contracts may have been compiled for a newer Windows release than the computer provides. This is especially likely when multiple api-ms-win-* errors appear together.

Check the application’s minimum requirements on the publisher’s official support page or installer documentation. Then check your Windows details:
- Press Windows + R.
- Type
winver. - Press Enter.
- Record the Windows edition and version shown.
- Compare that information with the application’s requirements.
Your practical choices are:
- Install all applicable Windows updates.
- Install a build of the application that supports your Windows release.
- Upgrade Windows where the hardware and licensing support it.
- Ask the application publisher for a compatible build.
Do not try to manufacture compatibility by collecting individual API-set files. If the program was built for a different Windows target, a copied DLL will not provide the missing operating-system behavior.
Fix 4: Check 32-bit and 64-bit compatibility
A 32-bit application and a 64-bit application do not use identical system-component views. Installing an x64 runtime for a 32-bit program may leave the original error unchanged.
To identify the application architecture:
- Open Settings > System > About and note whether Windows is 32-bit or 64-bit.
- Open Task Manager with Ctrl + Shift + Esc.
- Select Details.
- Right-click a column heading and choose Select columns.
- Enable Platform, if available.
- Match the runtime and application build to the process architecture.
On 64-bit Windows, install the x86 Visual C++ package when the failing application is 32-bit and the x64 package when it is 64-bit. Many systems need both because they run applications of both architectures.

Visual C++ Redistributable is relevant only when the error also names files such as vcruntime*.dll, msvcp*.dll, or ucrtbase.dll. Use Microsoft’s latest supported Visual C++ Redistributable downloads. This package is not documented as the source of the api-ms-win-service-core-l1-1-1.dll API-set contract.
Fix 5: Check antivirus quarantine
Security software can quarantine an application file or a related dependency after an update or reinstall.
- Open Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent detections.
- Open an entry related to the affected application.
- Restore it only if you can verify that it came from Windows or the application publisher.
- Repair or reinstall the application afterward.
Microsoft’s Protection history guidance explains the risks of restoring detected items. If the file is not clearly authentic, leave it quarantined and reinstall the software from its official source.

If the failing program is hardware-control software, a missing driver dependency may be part of the larger failure. This does not mean that api-ms-win-service-core-l1-1-1.dll belongs to the driver.
Check Device Manager
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, Sound, video and game controllers, or Universal Serial Bus controllers.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows.
For a clean reinstall, download the complete driver package from the hardware manufacturer, uninstall the affected device or application, restart, and install the vendor package. Avoid mixing drivers from unrelated hardware models.

Finding which of many installed drivers is stale can take time, especially after a major Windows update. Outbyte Driver Updater can scan and identify driver updates; the driver installation feature requires the full version, and the hardware vendor’s package remains the preferred source when available.
Fix 7: Use System Restore after a recent change
If the error began immediately after installing a driver, application, update, or cleanup utility, System Restore may undo the change without removing personal files.
- Press Windows + R.
- Type
rstrui.exe. - Press Enter.
- Select an appropriate restore point.
- Choose Scan for affected programs.
- Review the changes.
- Select Next, then Finish.
Do not interrupt the restore process. Microsoft documents this procedure in its System Restore guidance.

Do not use DLL download sites
Random DLL downloads can contain malware, the wrong architecture, or a file from an unrelated Windows build. They can also place a malicious file beside the application, where normal DLL search behavior may load it before the intended system component.
Use Windows Update, DISM, SFC, the application’s official installer, and the hardware manufacturer’s driver package instead.
Do not copy the file into System32 or SysWOW64
API-set contracts are resolved by Windows. Copying a file between system folders can create an architecture mismatch or make later troubleshooting harder.
Do not run regsvr32 for this error
regsvr32 registers ordinary COM or ActiveX DLLs that expose DllRegisterServer. An API-set contract is a loader mapping, not a normal registration-based library. There is no verified reason for regsvr32 to repair this error.
