“ The program can’t start because api-ms-win-shcore-scaling-l1-1-0.dll is missing from your computer.”

You may instead see “The code execution cannot proceed because api-ms-win-shcore-scaling-l1-1-0.dll was not found,” “Error loading api-ms-win-shcore-scaling-l1-1-0.dll,” or error 0xc000007b.

The 60-second answer

api-ms-win-shcore-scaling-l1-1-0.dll is a legitimate Microsoft Windows API-set contract related to shell and display-scaling functions. It is not a normal third-party runtime such as Visual C++ Redistributable, DirectX, or .NET.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not download this DLL from a random website or copy it into System32. API-set names are virtual aliases used by the Windows loader, and the implementation may be provided by another Windows component, such as Shcore.dll. The name may therefore not appear as a separate physical file on a healthy computer.

Start by identifying the program that fails:

  1. Repair, update, verify, or reinstall that program from its official source.
  2. Check your Windows version. Windows 7 may be incompatible with software that requests this newer Windows API.
  3. If several programs fail, repair Windows with DISM and SFC.
  4. Check Windows Security if a system or application file was quarantined.

What this filename means

Microsoft documents Windows API sets as contract names that applications use when requesting operating-system functions. The loader maps those contracts to implementation modules through the Windows API-set schema.

This means the filename is legitimate, but it should not be treated like an independently functioning application DLL. Its presence, absence, exact path, and physical representation can vary by Windows version and system architecture.

The relevant scaling functions are associated with Windows shell components. Microsoft documents SetProcessDpiAwareness as requiring Windows 8.1 for desktop applications. A newer program running on Windows 7 may therefore request an API that the operating system does not provide.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The filename alone does not identify a particular game, driver, or application. The failing program and your Windows version are more useful clues.

First, check the affected program and Windows version

Identify whether one program or many programs fail

Try starting another recently used application.

  • If only one game or program fails, its installation or bundled dependencies are the leading suspect.
  • If several unrelated programs fail, investigate Windows system files, updates, malware, or disk problems.
  • If the issue began immediately after an update, driver installation, or new application, note that timing before making changes.

To check Windows:

  1. Press Windows + R.
  2. Type winver.
  3. Press Enter.
  4. Record the Windows edition and version shown in the dialog.

Also check whether Windows is 32-bit or 64-bit:

  1. Open Settings.
  2. Select System.
  3. Select About.
  4. Look at System type.

On 64-bit Windows, System32 normally contains 64-bit system components, while SysWOW64 contains 32-bit system components. A 32-bit application can fail because of an incompatible dependency even when the 64-bit Windows installation is intact. Do not use the filename alone to decide which copy to download or replace.

Fix one-program failures first

If one game, installer, or application reports the error, repair that program before changing Windows.

Repair an installed application in Windows 11

  1. Open Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Find the affected program.
  5. Select the three-dot menu beside it.
  6. Select Advanced options, if available.
  7. Select Repair.
  8. Start the program again.

The Repair option attempts to correct the installation without removing your personal settings. If it does not work, return to the same page and select Reset only if you understand that it may remove the application’s local data.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For classic desktop software:

  1. Press Windows + R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Select the affected program.
  5. Choose Repair, Change, or a similarly named installer option.
  6. Follow the program’s repair wizard.
  7. Restart Windows and test the program.

If no repair option exists, uninstall the application, restart Windows, and reinstall it using the developer’s official installer. Do not copy a replacement DLL into the application folder unless the developer’s own support instructions specifically require it.

Repair a Steam game

For a Steam game:

  1. Open Steam.
  2. Select Library.
  3. Right-click the game.
  4. Select Properties.
  5. Select Installed Files.
  6. Select Verify integrity of game files.
  7. Wait for the check to finish.
  8. Start the game again.

If verification reports damaged files but the same error returns, install pending updates for the game and its launcher. A complete reinstall may be necessary if the installation is incomplete or repeatedly damaged.

Run the program’s installer as administrator

If the official installer or launcher fails while repairing:

  • 256 GB SSD of storage.
  • Multitasking is easy with 16GB of RAM
  • Equipped with a blazing fast Core i5 2.00 GHz processor.
  1. Close the program and its launcher.
  2. Right-click the installer or launcher.
  3. Select Run as administrator.
  4. Approve the User Account Control prompt.
  5. Repair or reinstall the program.

This does not make an incompatible Windows version support a newer API, but it can resolve permissions problems during installation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check Windows updates and compatibility

Install current Windows updates after repairing the application:

  1. Open Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install available updates.
  5. Restart the computer.
  6. Test the affected program again.

If the program was designed for a newer Windows release, Windows 7 may be the actual cause. The scaling APIs documented by Microsoft require Windows 8, Windows 8.1, or later depending on the API. Upgrading Windows, or installing an older version of the application that explicitly supports Windows 7, is the appropriate fix.

Installing the Universal C Runtime does not add unsupported Windows shell APIs. Similarly, installing Visual C++ Redistributable, DirectX, or .NET is not a verified way to restore this API-set contract. Those packages may repair different missing dependencies, but they should not be used as a substitute for checking operating-system compatibility.

Repair corrupted Windows components

Use this section when several applications fail, Windows updates are damaged, or repairing the affected program did not help.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run DISM and SFC in the correct order

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes if User Account Control asks for permission.
  6. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to finish. Do not close the window if progress pauses.
  2. Then run:
sfc /scannow
  1. Wait until the verification reaches 100 percent.
  2. Restart Windows.
  3. Install pending updates and test the application again.

Microsoft recommends running DISM before SFC because DISM can repair the component store that SFC uses as a source for replacement system files.

If DISM reports that it cannot find source files, install pending updates and restart before trying again. If SFC reports that it could not repair some files, run the commands again after restarting. Persistent failures may indicate a damaged Windows installation, disk corruption, or malware.

Manually repeating SFC and DISM can make it difficult to tell which component changed. Outbyte PC Repair can scan for reported Windows problems and show what needs attention; its repair action is handled by the full version, but reinstalling the affected program remains the definitive fix for a program-specific failure.

Use Windows 11’s repair reinstall

On supported Windows 11 installations, you may have a repair option that reinstalls the current Windows version while preserving applications, files, and settings:

  3. Select Recovery.
  4. Find Fix problems using Windows Update.
  5. Select Reinstall now.
  6. Follow the on-screen instructions.
  7. Restart when prompted.

The option may not appear on every Windows installation. If it is unavailable, use Windows Update, System Restore, or an in-place repair installation from official Windows media.

Check antivirus quarantine

A security product may have quarantined a legitimate application file or a damaged file may have been removed.

Rank #3
  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review recent detections.
  5. Expand an item to see its path and action.
  6. Restore a file only when you can verify that it came from Windows or the application’s official installer.
  7. If the file is unfamiliar or classified as a threat, leave it quarantined and run a full scan.

Do not disable antivirus protection simply to make the program start. If malware is suspected, run a full scan and then Microsoft Defender Offline. Reinstall the affected application from a trusted official source after the system is clean.

Update drivers only when the failure points to graphics or display software

This filename relates to Windows scaling APIs, so a graphics-driver problem can sometimes appear alongside the error, but the DLL name does not prove that a driver is responsible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check for driver updates through Windows first:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand Display adapters.
  4. Right-click your graphics adapter.
  5. Select Update driver.
  6. Select Search automatically for drivers.
  7. Restart Windows if a driver is installed.

You can also open Settings > Windows Update > Advanced options > Optional updates and check for available driver updates. Use the graphics manufacturer’s official support page when Windows does not provide a suitable driver.

Comparing hardware models and hunting through multiple driver packages can be time-consuming. Outbyte Driver Updater can scan for outdated drivers and show what needs updating; the full version performs the driver installation, and it is not required when the current driver is already working.

Do not remove a working display driver solely because this API-set error appeared. If the problem began after a driver update, open Device Manager, right-click the display adapter, select Properties, open the Driver tab, and use Roll Back Driver when that option is available.

Why Windows Features usually will not fix this error

Windows Features can restore optional Windows components, but this API-set contract is not normally repaired by randomly enabling features.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To inspect the available list:

  1. Press Windows + R.
  2. Type optionalfeatures.
  3. Press Enter.
  4. Review the enabled features.
  5. Close the window without changing anything unless a program’s official instructions identify a specific required feature.

Do not enable legacy components merely because an application reports a missing DLL. Older compatibility features may help an old program in some situations, but they do not create unsupported Windows shell APIs.

Do not copy the DLL or use Regsvr32

Avoid DLL download sites websites. A file from an unknown source may contain malware, belong to the wrong Windows build, use the wrong architecture, or fail to fix the application’s real problem. Manual copying can also create an invalid loader mapping.

There is no verified standalone Microsoft download package named api-ms-win-shcore-scaling-l1-1-0.dll. Use Windows Update, the affected program’s official installer, or official Windows installation media instead.

Do not run:

regsvr32 api-ms-win-shcore-scaling-l1-1-0.dll

regsvr32 is for registering COM and ActiveX libraries that expose DllRegisterServer. API-set contracts and loader forwarders are not ordinary self-registering libraries, so registration is not an appropriate repair.

  3. Press Enter.
  4. Select a restore point from before the problem began.
  5. Select Next.
  6. Confirm the restore point.
  7. Select Finish.

System Restore rolls back system files and settings but does not normally remove personal files. It may remove applications or drivers installed after the selected restore point.

If Windows remains damaged, perform an in-place repair installation using official Windows media. Choose the option that preserves personal files and applications when the installer offers it. Back up important data first.

Frequently asked questions

Is api-ms-win-shcore-scaling-l1-1-0.dll legitimate?

Yes. The name follows Microsoft’s documented API-set naming convention and is associated with Windows shell and display-scaling functionality.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I download it separately?

No. There is no verified standalone Microsoft download for this specific contract. Repair the affected application or Windows instead.

Does it belong to Visual C++ Redistributable, DirectX, or .NET?

No verified evidence supports that. Those packages may repair other dependencies, but they are not the established fix for this Windows API-set contract.

Why cannot I find the file on disk?

API-set names can be virtual loader contracts rather than ordinary physical files. Windows may map the contract to another implementation module.

Is Windows 7 supported?

Not necessarily. A modern application requesting this API may be incompatible with Windows 7. Upgrade Windows or use an application version that explicitly supports Windows 7.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if only one game reports the error?

Repair, verify, update, or reinstall that game from its official launcher. The problem is most likely specific to its installation or compatibility requirements.

What information matters if the error remains?

Record the exact error text, affected application, Windows version and build, system type, whether one or several programs fail, recent updates or driver changes, and the results of DISM and SFC. This information distinguishes an application problem from an operating-system repair problem.
