The wording does not prove that a physical file was accidentally deleted. It only shows that Windows could not satisfy a dependency requested by the program.

Fix 1: Check Windows before reinstalling anything

On Windows 7

Windows 7 is the first thing to investigate. Modern applications may import this Shell Scaling API-set even when their own installer does not clearly explain that Windows 7 is unsupported.

Reports have associated this error with Intel oneAPI, Palo Alto GlobalProtect upgrades, Qt-based applications, Flutter-related software, newer games, and other newer Windows programs. Fix 2: Update Windows and restart

A supported Windows installation can still have incomplete servicing files or a pending update.

1. Open Start > Settings.
2. On Windows 11, select Windows Update. On Windows 10, select Update & Security > Windows Update.
3. Select Check for updates.
4. Install all available updates.
5. Restart the computer, even if Windows does not immediately require it.
6. Start the affected application again.

If several unrelated programs report different Windows DLL names, skip repeated application reinstalls and repair Windows components next.

Fix 3: Repair Windows components with DISM and SFC

Use these commands on Windows 10 or Windows 11 when system files may be corrupted, an update was interrupted, or system-cleanup software removed component data. Microsoft recommends running DISM before System File Checker. Its system-file repair guidance covers this sequence.

1. Open Start.
2. Type Command Prompt.
3. Right-click Command Prompt and select Run as administrator.
4. Select Yes at the User Account Control prompt.
5. Run:

DISM.exe /Online /Cleanup-Image /RestoreHealth

1. Wait for the operation to finish. Do not close the window if progress appears to pause.
2. Run:

sfc /scannow

1. Wait until verification reaches 100 percent.
2. Restart Windows.
3. Try the affected program again.

A successful DISM or SFC repair may report that corruption was repaired. If SFC reports that it could not repair some files, restart and run the two commands once more. If they still fail, use Windows recovery or an in-place repair installation after backing up important data.

Repeatedly running SFC will not add an API contract that the operating system does not support. On Windows 7, compatibility remains the primary issue.

Fix 4: Repair or reinstall the affected application

If Windows is supported and healthy but one program still fails, repair the program from its own installation path.

Use Windows app repair

1. Open Start > Settings > Apps.
2. Select Installed apps on Windows 11, or Apps & features on Windows 10.
3. Find the affected program.
4. Select the three-dot menu on Windows 11, or select the program on Windows 10.
5. Choose Advanced options if available.
6. Select Repair.
7. Start the program.

If Repair does not help, return to the same screen and select Reset only if you understand that it may remove application settings or local data.

Reinstall from the official installer

1. Back up the program’s settings, saved games, profiles, or project files if needed.
2. Uninstall the affected program through Settings > Apps.
3. Restart Windows.
4. Download the installer from the software developer’s official website or use the official launcher.
5. Install the current version supported by your Windows release.
6. Start the program normally before adding optional plugins or modifications.

For a game, open its launcher and look for Verify, Verify integrity, Repair, or a similar command. This replaces damaged application files without requiring a full reinstall. If verification finds no problem, check the game’s Windows requirements and whether a recent update dropped support for Windows 7.

Running the installer as administrator can help with permission failures:

1. Right-click the official installer.
2. Select Properties > Compatibility.
3. Select Run this program as an administrator if appropriate.
4. Select Apply, then run the installer.

Administrator mode cannot solve an unavailable Windows API. It only helps when the installation itself cannot write required files.

Fix 5: Check antivirus quarantine

Security software can quarantine a legitimate application component after an update or false detection.

1. Open Windows Security from the Start menu.
2. Select Virus & threat protection.
3. Select Protection history.
4. Review entries created when the program stopped working.
5. Restore an item only when the application came from a trusted official source and the security vendor confirms that the detection is a false positive.
6. Update Windows Security or your security product.
7. Run a full scan.
8. Start the application again.

Do not restore an unknown file merely because its name resembles a Windows component. An API-set contract is less likely to be a private application file than an ordinary DLL, so quarantine may instead involve another dependency.

Fix 6: Confirm the application architecture

A 32-bit program and a 64-bit program can have different dependency requirements. The architecture of the application must match the libraries it actually needs.

To check a program’s architecture, consult its official documentation or installer requirements. In Task Manager, a 32-bit program may appear with a marker such as (32 bit) on some Windows configurations.

Do not assume that installing a 64-bit runtime fixes a 32-bit application. Microsoft provides separate Visual C++ Redistributable packages, including vc_redist.x86.exe, vc_redist.x64.exe, and ARM64 packages, on its official Visual C++ Redistributable page.

Install a Visual C++ package only when the application’s documentation or a separate error identifies a missing Visual C++ runtime. Those packages install C and C++ runtime libraries; Microsoft does not document them as providers of this Shell Scaling API-set contract.

The Universal C Runtime is also not a verified fix for this specific error. Installing every Visual C++ release or a UCRT update may add unrelated files while leaving the operating-system compatibility problem untouched.

Fix 7: Update drivers only when the symptoms point to graphics or display problems

A display driver can cause scaling or rendering failures, but it is not the normal source of this missing API-set message. Consider a driver update when the program starts but shows corrupted scaling, crashes during rendering, or fails after a graphics-driver change.

1. Right-click Start and select Device Manager.
2. Expand Display adapters.
3. Right-click the graphics device.
4. Select Update driver.
5. Choose Search automatically for drivers.
6. Restart Windows if a driver is installed.

For a rollback:

1. Open Device Manager.
2. Expand Display adapters.
3. Right-click the graphics device and select Properties.
4. Open the Driver tab.
5. Select Roll Back Driver if the button is available.
