Apple approved UTM SE: Retro PC emulator for the App Store in July 2024 after initially rejecting it. The app can emulate older PC environments on iPhone, iPad, and Apple Vision, but it is not a fast Windows replacement. Its App Store build cannot use just-in-time (JIT) compilation, so DOS-era software, classic operating systems, and lightweight experiments are far better fits than Windows 10, Windows 11, or modern 3D games.
What Apple actually approved
UTM SE is a QEMU-based emulator developed by Turing Software, LLC. Apple lists it for iPhone, iPad, and Apple Vision, with minimum requirements of iOS 14, iPadOS 14, and visionOS 1.0. It is listed as a free download with in-app purchases on the UK App Store listing checked in August 2026.

The app emulates complete computer environments rather than simply translating one application’s APIs. It supports x86, ARM, PowerPC, and RISC-V architectures, plus VGA graphics, terminal-only systems, prebuilt virtual machines, and custom configurations. Users can create or import virtual machines and provide their own operating-system and software files.

Why the approval was significant
Apple had begun allowing retro console emulators, but UTM SE raised a less obvious policy question: does a general-purpose PC emulator qualify under rules written with retro consoles in mind?
According to contemporaneous reporting and the developer’s account, Apple initially rejected UTM SE in June 2024 because a PC was not a console under the relevant App Review interpretation. Apple also rejected the app for third-party marketplaces in the European Union under a notarization rule concerning apps that can execute code introducing or changing functionality.
The app was later modified with help from the AltStore team and another developer. Apple approved the revised version in July 2024, and UTM announced its App Store availability. The episode demonstrated that Apple’s emulator policy was evolving, but it did not establish that every virtual-machine or arbitrary-code-execution app would be approved.
MacRumors’ report on the approval and rejection timeline provides the historical policy context. Contemporary coverage described UTM SE as the first PC emulator approved for Apple’s mobile App Store, although “first” is best understood as a description of that news event rather than a universal historical claim.
What UTM SE can realistically run
UTM SE can technically host a wide range of operating systems, but technical compatibility and practical usability are different things. The App Store build is most attractive for historical computing, lightweight software, and experimentation.

This is an expectation framework, not a benchmark. Results vary with the host device, available memory, guest architecture, storage, graphics workload, and operating-system age.
The JIT limitation is the central catch
A just-in-time compiler translates guest processor instructions into code that the host device can execute more efficiently while the program runs. That technique can make emulation dramatically faster.
Apple’s App Store restrictions prevent the ordinary UTM SE build from freely using the JIT mechanisms available to desktop software or some alternative distribution arrangements. The App Store edition therefore relies on a slower interpreter-based approach. Reporting has referred to “SE” as “slow edition” in connection with this limitation.
The practical result is straightforward:
- Old and lightweight operating systems may be usable.
- Newer systems may boot but respond very slowly.
- A successful installation is not proof of a comfortable desktop experience.
- Modern productivity software and demanding games are usually poor targets.
Do not treat individual App Store reviews as controlled performance tests. They can illustrate that users encounter slow Windows installations, but they do not establish a universal speed rating for every iPhone or iPad.

UTM SE does not provide Windows, Linux, macOS, commercial games, or a general library of licensed software. Depending on the guest, you may need:

- A legally obtained ISO or operating-system installer
- A disk image or bootable virtual disk
- A prebuilt
.utmmachine package - A product key or activation credentials
- Legal copies of games and applications
- Enough free storage for the guest system and its virtual disk
The official UTM gallery offers community- or developer-provided images, including examples for Windows XP, Windows 7, Windows 10, Windows 11, Ubuntu, Debian, Fedora, ReactOS, Solaris, and other systems. The gallery is not an Apple-provided operating-system store, and an image’s availability does not automatically establish that its contents are licensed for every user or territory.

Emulation software is separate from the right to copy or use copyrighted operating systems and games. Use installation media and software you are entitled to use.
How to set up a virtual machine
- Install UTM SE from the App Store.
- Obtain compatible installation media legally. Use an ISO, disk image, or trusted
.utmpackage. - Create or import a machine in UTM SE.
- Choose the correct architecture. Where an ARM64 image is available for an Apple device, it is generally the sensible starting point. UTM’s gallery notes that x64 images can run on Apple Silicon and iOS, but at reduced speeds.
- Attach the installer or disk image and select the appropriate boot and storage settings.
- Allocate modest memory at first. The official gallery recommends approximately 20% of the device’s RAM on iOS. That is practical guidance, not a universal hardware limit; allocating too much memory can cause iOS to terminate UTM.
- Boot and install the guest system. Confirm that the basic installation works before changing graphics, networking, or input settings.
- Back up the
.utmpackage before experimenting with configuration changes.
For a first attempt, a lightweight guest or a known-good prebuilt image is more sensible than beginning with Windows 11 or a demanding Linux desktop.
Common problems and fixes
The virtual machine is extremely slow
The likely causes are the JIT-less App Store build, an overly modern guest, an unsuitable architecture, excessive graphics activity, or too much allocated memory. Try an older operating system, use ARM64 where appropriate, reduce guest RAM, avoid 3D workloads, and start from a known-good image.
iOS closes UTM
Reduce the virtual machine’s memory allocation. The official gallery specifically warns that assigning too much RAM can cause iOS to terminate the app. Begin near its approximate 20% recommendation rather than giving the guest as much memory as possible.

The ISO will not boot
Check that the file is complete, not still compressed inside an archive, and compatible with the selected architecture. Also check firmware, boot mode, disk controller, and storage settings. Some guests require a particular machine configuration.
Windows 11 boots but is unusable
This is an expectation problem rather than necessarily a setup failure. The UTM gallery lists Windows 11 images, but that listing is not a performance guarantee. UTM SE’s App Store restrictions make current Windows a poor choice for everyday work on an iPhone or iPad.
The device gets warm or loses battery quickly
Long-running emulation can sustain substantial CPU activity. Avoid treating anecdotal reports as quantified battery-health evidence, but expect extended sessions to use more power than ordinary lightweight apps.

As of the App Store listing checked in August 2026, UTM SE is still available for iPhone, iPad, and Apple Vision. The listing shows version 4.7.5 and a QEMU 10.0.2 backend. It also lists newer-system design support, Shortcuts integration, custom keyboard shortcuts, and improvements to the machine-creation wizard.

Who should use it?
UTM SE is worth trying if you:
- Want to explore DOS, classic Mac OS, or older Windows environments.
- Need occasional access to legacy software.
- Have legally obtained installation media.
- Enjoy configuring and troubleshooting virtual machines.
- Prefer portability over speed.
It is a poor choice if you:
- Need modern Windows software for daily work.
- Expect gaming-PC performance.
- Require dependable 3D acceleration.
- Want a one-click commercial-game library.
- Have very limited storage or memory.
Alternatives
Full UTM on Mac is the better option when performance and broader virtual-machine capabilities matter. The desktop project is not the same as the App Store-constrained mobile edition. Visit UTM’s official site or its official project repository.
Remote access to a real PC or Mac is usually more practical for modern Windows applications. It uses the computer’s native hardware instead of trying to emulate a current operating system locally on an iPhone or iPad.
Console emulators such as Delta are better suited to controller-based retro console gaming. They do not replace UTM SE when the goal is to run DOS, Windows, Linux, or classic Mac software.
Users in the European Union may also encounter alternative distribution options such as AltStore PAL, but availability and current support are region- and time-dependent. Do not assume that the 2024 announcement reflects the present distribution status.
Verdict
Apple’s approval of UTM SE was an important App Store policy moment, and the app is genuinely useful for retro-PC enthusiasts. But the headline should not be mistaken for a promise of fast Windows on an iPhone. Without JIT, UTM SE is best understood as a portable historical-computing and experimentation tool: excellent for older, lightweight environments, interesting for classic software, and poorly suited to modern operating systems or demanding games.
