Apple changed App Review Guideline 4.7 on April 5, 2024, allowing apps that emulate retro consoles and offer downloadable games. Delta, RetroArch, PPSSPP, Gamma, and Provenance now cover systems ranging from Game Boy and SNES to PSP, PlayStation, Dreamcast, and beyond. You still need to supply your own legally obtained game files.
The “headed to the App Store” framing is now outdated
Apple’s April 2024 revision removed the long-standing practical barrier to mainstream emulator distribution on iPhone and iPad. The change was made to App Review Guideline 4.7 and applies to App Store submissions globally, rather than being limited to the European Union.

Apple’s rule permits retro-console emulator apps and allows them to offer downloadable games. It does not give an emulator permission to distribute copyrighted commercial ROMs, ISOs, or BIOS files. Apps must still comply with Apple’s intellectual-property, privacy, security, and content requirements under the App Review Guidelines.
Quick comparison
| App | Main systems | Best for | Difficulty | Important limitation |

| Provenance | Atari, Nintendo, Sega, Sony, NEC, SNK, arcade systems, and others | One library spanning many classic platforms | Moderate to advanced | Compatibility and setup vary by system, core, device, and version |
Delta: the easiest starting point for Nintendo systems
Delta is the clearest choice for most people who want to play classic Nintendo games without learning a complicated emulator interface. Its advertised platform range includes NES, Super NES, Nintendo 64, Game Boy, Game Boy Color, Game Boy Advance, and Nintendo DS.

The app emphasizes a straightforward library, touch-screen controller skins, save states, and support for hardware controllers. It is particularly well suited to Game Boy-era handhelds and Nintendo’s 8-bit and 16-bit consoles.
Delta is not a universal emulator. If your priority is PS1, PSP, Dreamcast, Sega Saturn, arcade games, or a broad collection of non-Nintendo systems, use Gamma, PPSSPP, RetroArch, or Provenance instead.
RetroArch: maximum breadth and configuration
RetroArch is a front end rather than one single console emulator. You select and install “cores,” with each core handling a particular console, computer, or arcade platform. Its official documentation lists worldwide App Store availability from May 15, 2024.
That architecture gives RetroArch considerable flexibility. Depending on the core, it can provide save states, rewind, cheats, controller remapping, shaders, CRT filters, playlists, and per-game or per-core settings. It is the better choice for readers who want to tune video output, controls, and performance themselves.
The trade-off is complexity. A game may behave differently depending on the selected core and its settings, and the large number of options can make troubleshooting less obvious than in Delta or a dedicated emulator.

PPSSPP: the focused PSP choice
PPSSPP is designed for PlayStation Portable emulation. Apple’s policy revision made an official iOS release possible, and PPSSPP was subsequently approved for the App Store after years of development.
Its PSP-specific features include rendering and performance controls, hardware-controller support, save states, fast-forward, and RetroAchievements where available. It is the natural choice if PSP is your target system rather than one item in a much larger retro library.

Gamma: a focused original-PlayStation emulator
Gamma targets the original PlayStation. Its App Store listing advertises high-resolution upscaling, geometry correction, memory-card import and export, variable-speed fast-forward, controller skins, screen mirroring, and RetroAchievements.
Some games may require a legally obtained PlayStation BIOS file or additional configuration. Gamma also offers optional Pro features, so “free download” should not be read as a guarantee that every convenience feature is included without an in-app purchase.

Provenance is aimed at people who want many platforms under one interface. Its current App Store listing advertises systems from Atari, Nintendo, Sega, Sony, NEC, SNK, and arcade libraries, including Nintendo 3DS, Nintendo DS, GameCube, Nintendo 64, PlayStation, PSP, Sega Saturn, and Dreamcast. The exact supported list is version-dependent, and a platform appearing in the list does not guarantee identical compatibility for every game or device.
The project describes features including automatic artwork and metadata, save states, controller skins, cheats, fast-forward, RetroAchievements, iCloud synchronization, and imports through Files, AirDrop, Safari downloads, and WebDAV. It also advertises support for formats and workflows such as 7z archives and MAME ZIP files.
Provenance is free with optional in-app purchases. Its project says emulation features remain free while Provenance Plus supports development and adds services such as synchronization and family sharing. The Plus page describes synchronization for libraries, saves, settings, skins, BIOS files, and artwork. Check the current App Store listing for regional pricing and exact plan details.
Which emulator should you choose?
- You want the easiest Nintendo emulator: Choose Delta.
- You want PSP: Choose PPSSPP.
- You want original PlayStation: Choose Gamma.
- You want one large library across many classic systems: Choose Provenance.
- You want advanced settings, shaders, remapping, and multiple cores: Choose RetroArch.
A dedicated emulator is often easier when you care about one system. A broad front end is more attractive when you want one library and are willing to manage platform-specific settings.

How importing games works
Emulators generally do not include commercial games. You must provide game files that you legally own or otherwise have the right to use. Depending on the platform, those files may be called ROMs, ISOs, CSO files, CHD files, BIN/CUE disc images, or other formats.
- Download the emulator from its official App Store listing.
- Obtain the relevant game files through a lawful source or lawful personal-backup process applicable to your jurisdiction.
- Open the emulator’s import function.
- Select the files through the iOS Files picker, AirDrop, or another method supported by that app.
- If the system requires one, add a legally obtained BIOS file through the emulator’s documented import or folder workflow.
- Configure touch controls or pair a compatible Bluetooth or wired controller.
Archive support varies. One app may open a compressed file directly while another requires extraction. For multi-track disc images, keep the related files together and import the CUE file rather than selecting individual BIN tracks when the emulator expects that structure.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What is legal—and what Apple’s approval does not mean
Emulation software is not automatically illegal, but the legal status of an emulator, game file, BIOS file, and personal backup can differ by jurisdiction and by how each file was obtained. Downloading copyrighted ROMs or ISOs from unauthorized sources can infringe copyright even when the emulator itself is legitimate.
Owning an original cartridge or disc also does not automatically answer every legal question about downloading a replacement file. Use “legally obtained” rather than assuming that every personal backup or downloaded copy is lawful everywhere.

Performance, controls, and paid features
Performance depends on the iPhone or iPad model, iOS or iPadOS version, emulator version, game file, graphics renderer, resolution scaling, shader use, background activity, and other settings. NES and Game Boy emulation is substantially less demanding than advertised support for systems such as GameCube, Wii, Nintendo 3DS, Dreamcast, or Saturn.
Touch controls are adequate for many turn-based and slower games, but a Bluetooth or wired controller is usually better for long sessions and games with complex controls. Check whether the controller is compatible with your device, recognized by the emulator, and correctly mapped for the game.
“Free” also means different things across apps. Core emulation may be free while an app charges for synchronization, premium skins, advertising removal, support editions, or other convenience features. A controller or subscription improves usability but does not make copyrighted game downloads lawful.

Common problems and fixes
The game does not appear after import
- Confirm that the platform and file extension are supported.
- Extract the archive if the app cannot read it directly.
- Keep multi-file disc images together.
- Import the CUE file when applicable.
- Check whether a BIOS file is required.
- Remove the broken library entry and import the files again.
The game boots but crashes or displays incorrectly
- Switch cores in RetroArch or Provenance.
- Disable high-resolution scaling or shaders.
- Change the graphics renderer.
- Turn off cheats or widescreen patches.
- Test an unmodified game dump.
- Update the emulator and check for a title-specific compatibility issue.
Saves disappear
Distinguish between in-game battery saves, emulator save states, memory-card files, and cloud-synchronized saves. Back up save files before changing emulators, switching versions, or deleting an app. Save states are usually emulator-specific and may not transfer between apps.
The controller does not work
Verify that the controller is paired in iOS Settings, is not connected to another device, appears inside the emulator, and has the correct button mapping. Support varies by controller model, app, and operating-system version.
What about EU alternative app marketplaces?
Alternative app marketplaces and developer-website distribution are separate from the App Store emulator change. Apple’s regional guidance says eligibility depends on factors such as the user’s Apple Account region, physical location, and applicable iOS or iPadOS requirements. These alternatives are not necessary for users who can download the major emulators from the official App Store listings.
The practical answer is simple: choose the emulator based on the system and level of control you want, download it from its official listing, and treat game files and BIOS files as a separate copyright and safety responsibility.
