The Arbiter Training Facility is on Paradise Island in Eden in The Outer Worlds 2. It is a stop during “Casting Off the Veil,” and its buildings also hold a Kyle Koenig Pitchball Card and, according to an item guide, an Arbiter Vanguard Suit locked in a safe.

What is the facility’s story?
The firing range contains a data pad with a trainee’s letter describing continued Arbiter training, isolation from the Protectorate, and Nebs as the facility’s sole custodian. The location’s records portray Nebs as a technician trying to train recruits after the regular instructors were sent to war.
A facility terminal attributes this line to Arbiter Virgil Montag: “An Arbiter is an armored unit of measurement, the rod by which loyalty is judged.” The training material uses satirical propaganda, including an instruction for a recruit to self-administer lashes for asking questions. The facility is also listed as an area-design project in an area designer’s portfolio.
