Fireballs are rolling flame-spraying ARC enemies most often reported indoors. On Dam Battlegrounds, start with Research & Administration and Control Tower, then check Water Treatment; these are hotspots, not guaranteed spawns. Defeat a Fireball and loot its wreck for a Fireball Burner. For the “What Goes Around” quest, weaken a small ARC before throwing the Burner so it has a better chance of delivering the finishing blow.
Where to find Fireballs
Fireballs are primarily an indoor encounter, but their appearance varies from raid to raid. Use reported locations as places to check rather than fixed spawn points. The ARC Raiders Wiki and guides including PC Gamer report these areas:

These locations come from guide and community-wiki reports, not an official guaranteed-spawn table. A Fireball may not appear at any particular stop in a given raid.
How to recognize and fight a Fireball
A Fireball rolls toward its target and opens its front panel to spray flames. The opening reveals its core, the vulnerable target. Its closed armor resists light ammunition, so wait for the hatch to open and aim at the core; hard-hitting weapons such as the Ferro or Anvil are also recommended by the wiki.

- After destroying it, approach cautiously: fire can remain around the wreck and ignite Raiders.
Make sure it is not a Pop
Pops are a different, slightly smaller ball-shaped ARC. They use an electric attack or explode, and do not drop Fireball Burners. Look for the Fireball’s flame spray and opening front panel before committing to the fight. (AllThings.How)

Loot a destroyed Fireball to obtain a Fireball Burner. The ARC Raiders Wiki describes it as an uncommon recyclable item that can be thrown to create a small fire. That fire damages both ARC and Raiders within its radius, so take care not to catch yourself or a teammate in it.

Use a Burner for “What Goes Around”
- Put the Fireball Burner in a quick-use slot.
- Find a small ARC and weaken it with gunfire.
- Throw the Burner when the target is low enough that the fire may deliver the finishing blow.
One Burner may not finish a target that has not been weakened sufficiently, so soften the ARC before throwing rather than relying on the item alone. (AllThings.How)
Keep the Refiner upgrade in mind
The wiki lists the Refiner level-two upgrade as requiring Refiner level one plus eight Fireball Burners, three Toasters, and five ARC Motion Cores. Because workshop requirements can change, check the current in-game Refiner before farming or spending a large stock of Burners. (ARC Raiders Wiki)
