No. In Shigeru Miyamoto’s statement about the current Super Mario story, Bowser Jr. is Bowser’s only child; the seven Koopalings are not his children, and the statement does not describe them as adopted.
Are the Koopalings Bowser’s children?
Not according to the current-story clarification Miyamoto gave in a 2015 Game Informer interview. Asked whether the Koopalings and Bowser Jr. were all Bowser’s children, he answered: “Our current story is that the seven Koopalings are not Bowser’s children. Bowser’s only child is Bowser Jr., and we do not know who the mother is.”
A 2019 interview report from Nintendo Life offers a similar explanation from the development team behind Mario & Luigi: Bowser’s Inside Story + Bowser Jr.’s Journey: the Koopalings “aren’t Bowser’s children, they just work for him!” The report says they care for Bowser Jr. in the game because he is their boss’s child. This is the team’s explanation as reported and translated by Nintendo Life, rather than a separate detailed statement of franchise-wide lore.
Are the Koopalings adopted?
The cited statements do not say that Bowser adopted the Koopalings. They say they are not his children; the 2019 development-team interview describes them as workers for him. It would therefore go beyond these sources to call them his adopted children.

Why do people think they are Bowser’s kids?
The Koopalings were associated with Bowser as his children in earlier Mario material, which helps explain the question. The later clarification is specifically framed as the “current story,” so it should not be used to erase every earlier portrayal or to claim that every game, localization, cartoon, and licensed work has always handled the relationship identically.
Who is Bowser Jr.’s mother?
Miyamoto said in the 2015 interview that Bowser Jr.’s mother was not known. That statement does not identify her, and the cited sources provide no basis for treating any proposed identity as canon.
