Yes. J. R. R. Tolkien explicitly wrote that “There must have been Orc-women.” He explained that stories usually show Orcs as soldiers, so readers learn little about their lives beyond war. Tolkien’s books support their existence and reproduction, but say little about Orc family life or identify a named female Orc.
What Tolkien wrote about Orc-women
In a letter to Mrs. Munby, Tolkien wrote: “There must have been Orc-women. But in stories that seldom if ever see the Orcs except as soldiers of armies in the service of the evil lords we naturally would not learn much about their lives. Not much was known.” The passage is reproduced by the Romanian Tolkien Society.
His explanation is about the point of view of the stories: they follow wars and armies, not Orcs’ lives away from the battlefield. The scarcity of scenes featuring Orc-women is therefore not evidence that they did not exist.
What the books establish—and leave unclear
The Silmarillion says that “the Orcs had life and multiplied after the manner of the Children of Ilúvatar.” That supports the conclusion that Orcs reproduced. It does not spell out how they formed families or describe their daily lives.

A scholarly discussion of Tolkien’s books notes that they do not identify an Orc character as female, despite referring to Orc reproduction. That is a limit on what the stories show, not a contradiction of Tolkien’s statement that Orc-women existed. The cited textual discussion is available here.
Female Orcs in The Rings of Power
Amazon’s The Lord of the Rings: The Rings of Power, set in Middle-earth’s Second Age, depicts female Orcs. Executive producer Lindsey Weber said, “There are some female Orcs that I truly loved,” in Amazon’s official article about the series.

This is a screen adaptation choice, distinct from Tolkien’s written descriptions. The show’s depiction should not be treated as evidence that Tolkien provided details about Orc-women’s appearance or social lives in his books.
