Each encounter is an independent chance. After 8,191 encounters, the next one is still 1 in 8,192—not a guaranteed shiny. You might find one much sooner, much later, or not during a particular hunt.
For a sense of how probability accumulates, the mathematical chance of seeing at least one shiny in n independent encounters is 1 − (8191/8192)n. This estimates the chance across a set of encounters; it is not an in-game guarantee or a deadline.

Can you increase shiny odds in LeafGreen?
No standard method raises LeafGreen’s base odds. It is a Generation III game, predating the Shiny Charm and later-generation methods such as the Masuda Method and Poké Radar chaining. The consulted Generation II–III mechanics reference lists no Shiny Charm or odds-raising method for these games (PokeTools).
You can make more encounters in a given amount of time by choosing an efficient route, but that only gives you more individual chances. It does not change the probability of any one encounter.
Are all shiny Pokémon in LeafGreen wild encounters?
No. Serebii notes that shiny Pokémon can appear among opponents in FireRed and LeafGreen’s Trainer Tower battles. So “shiny” is not limited to wild Pokémon you catch. If you are searching for the game, check the platform and format: the Switch release is digital, while older Game Boy Advance cartridges are a separate edition. Nintendo also lists Switch language versions as separate products without an in-game language switch.
