Yes, but mainly as a decoration: in Skyrim with the Hearthfire add-on, Troll Skulls can be used for mounted troll or frost-troll displays in a homestead trophy room. Otherwise, they are ordinary miscellaneous items worth a listed base value of 5 gold. Killing a troll does not give you its skull.
What Troll Skulls are useful for
The item’s specific use is in a Hearthfire homestead trophy room, where Troll Skulls can contribute to mounted troll or frost-troll displays. Bethesda describes Hearthfire as the add-on for buying land and building and furnishing a home; the skull’s display use is listed by the community-maintained Elder Scrolls Wiki.
Hearthfire is included in Skyrim Special Edition content as part of Anniversary Edition, but availability and included content vary by platform and edition. Bethesda’s Anniversary Edition page lists Xbox Series X|S, Xbox One, PC, PS5, PS4, and Switch. If the display option is unavailable, check which edition and add-ons you have.
Should you keep, sell, or drop one?

No. Troll Skulls cannot be looted from troll corpses, so killing trolls is not a way to collect them. Instead, look for placed skulls. The community item reference lists locations including Belethor’s General Goods in Whiterun, Proudspire Manor, Fort Dawnguard, Half-Moon Mill, and various dungeons and camps; it also notes that at least one is always found in a troll cave. Treat those placements as community-wiki guidance, not Bethesda-verified location data.
Is a Troll Skull an alchemy ingredient?
No listed effects are associated with the skull, and it is classified as a miscellaneous item. Do not confuse it with troll fat, a separate material. The Skyrim manual discusses troll fat as an alchemy ingredient; that passage does not identify Troll Skulls as ingredients. Bethesda also cautions that fan wikis are unofficial and may be incorrect, so item-specific values, locations, loot status, and display use come from the community-maintained item reference rather than an official Bethesda recipe.
