No general ban on video games in India is established by the national sources cited here. The central framework targets a specific category: online money games. It distinguishes those from esports and online social games, which the Government says it intends to enable or regulate. The categories are not interchangeable: a particular online game’s features and classification matter, and state-specific laws or game-specific orders may also apply.
Which law governs online games in India?
The central statute is the Promotion and Regulation of Online Gaming Act, 2025, Act 32 of 2025. India Code identifies it as enacted on 22 August 2025 under the Ministry of Electronics and Information Technology (MeitY). The Act says it extends throughout India and also covers online money gaming services offered within India or operated from outside India. Its text provides for commencement on a date appointed by Central Government notification; enactment and commencement are therefore distinct legal events.
MeitY’s 22 April 2026 announcement says the Promotion and Regulation of Online Gaming Rules, 2026 came into force on 1 May 2026. The Government describes the rules as setting out classification, registration, safety, complaints, appeals and penalties. The national framework is therefore more specific than a simple prohibition on video games generally.
What is prohibited—and what is not?

A game’s marketing label does not settle its legal status. Calling a product “skill gaming,” “esports” or “social gaming” does not by itself determine whether it falls into a permitted category or is an online money game. The Government’s explanation treats the statutory category as covering money games based on skill as well as games based on chance.

How can a game be classified?
The 2026 rules establish a process for determining whether a particular online game is an online money game or belongs to a permissible category. The factors described in the rules summary include:
- Whether users pay a fee, make a deposit or put up a stake to participate.
- Whether users expect monetary winnings or other enrichment.
- How the service earns revenue.
- Whether rewards or in-game assets can be redeemed or monetised outside the game.
- Whether the service is offered as an esport or an online social game.
These are classification considerations, not a do-it-yourself legal test that conclusively determines a game’s status. The rules summary says a determination order is specific to the game and provider. It also gives a target of completing a determination, as far as practicable, within 90 days; that is a procedural target, not a guarantee of a decision by a fixed deadline.

What registration rules apply?
- Every online game intended to be offered as an esport must be registered under the rules summary.
- Online social games require registration only where the Central Government notifies that requirement.
- An online money game is not eligible for recognition or registration as an esport.
The rules establish the Online Gaming Authority of India as an attached office of MeitY. Its described responsibilities include classification, publishing a list of online money games, handling complaints, issuing directions, and coordinating with financial institutions and law-enforcement agencies.
What can users do if they have a complaint?
Providers of online social games and esports must maintain grievance mechanisms. Under the rules summary, a user dissatisfied with the provider’s response—or whose complaint is not redressed—may appeal to the Online Gaming Authority within 30 days. A further appeal may be made to the Secretary, MeitY. The summary describes 30-day target periods for the Authority and the second-level appellate authority; these are procedural targets, not stated guarantees of resolution in every case. It also says a registration certificate may be valid for up to 10 years.

Do state laws or individual game orders also matter?
Yes. The central Act and Government summaries do not resolve every state-law question. The Act’s preamble acknowledges state-level regulations and enforcement challenges, including offshore services and inconsistencies between states. The sources cited here do not provide a reliable, current state-by-state list of gaming or gambling restrictions, so the national framework alone cannot establish the answer for every location.
Nor do the cited official sources establish a complete, current list of individual video games that are blocked or banned. A definitive answer about a named title needs current, game-specific authoritative evidence. For a named state, the relevant legislation, current notifications and court orders also need checking.

How to assess a particular game or service
- Identify the product and service. Check whether the question concerns a standalone/offline game, an online game, or an online service that adds paid entry, prizes or redeemable assets.
- Examine how participation works. Note any fee, deposit or stake, and whether users expect money or other enrichment in return.
- Check the business and reward model. Consider how the service earns revenue and whether rewards or in-game assets can be redeemed or monetised outside the game.
- Check the claimed category against the rules. Esports or social-game branding alone does not settle classification; esports registration and any notified social-game registration requirement also matter.
- Check the applicable location and orders. Look for relevant state legislation, notifications, court orders and any current game-specific determination or blocking order.
For the official basis, India Code identifies the Act as Act 32 of 2025, while MeitY’s 22 April 2026 announcement describes the rules’ commencement and framework. The Act’s text, the rules, and current government notifications are the relevant materials to consult for a legal determination.
