When an Arma 3 dedicated server appears to load no mods, the usual cause is not the mod itself. The server is normally starting with the wrong executable or working directory, an incorrect -mod or -serverMod value, or a modlist file it cannot find. If the server lists its mods but kicks players, investigate version mismatches, signatures and keys instead. Treat those as separate faults and follow the checks below in order.

First, identify which failure you have
Watch the server console and the player’s exact error. “No mods loaded” means the process did not discover or activate the folders. “PBO mismatch,” “wrong signature,” or an immediate kick means the server has loaded content but does not accept the client’s copy. A crash or a server that stops during startup can have a memory, disk, BattlEye, firewall or antivirus cause after the mod configuration is corrected.

How Arma 3 decides what to load
A dedicated server does not scan every folder beside the game and guess which addons you intended. It loads the executable selected by the host, from its working directory, using the startup parameters or hosting-panel settings supplied to it. The normal -mod value identifies content that the server and connecting clients must load. The -serverMod value identifies server-only content that clients should not be asked to load. A valid mod downloaded to the machine is therefore irrelevant if the active process points at a different installation or a different folder.
Use semicolon-separated values when specifying more than one mod, and quote a path when spaces or the host’s shell require quoting. An explicit empty -mod= can be useful when an inherited shortcut or panel setting is accidentally pulling data from another installation; it prevents an unintended mod source while you rebuild the list.

1. Verify the executable, installation and startup line
Find the process that is actually running
- Stop the server completely, including a panel’s watchdog or restart task.
- Check the process or startup log and confirm that it launches the dedicated-server executable, not the main game executable or a shortcut aimed at another copy.
- Set the working directory to the dedicated-server installation containing the intended
keys, mod folders and configuration files. - Inspect the complete command line. Confirm that every
-modand-serverModpath exists under that installation and has the exact spelling and capitalization used on disk. - Start once with only the known-good parameters. Read the first load messages before reintroducing optional flags.
Bohemia Interactive documents cases in which addons are loaded from the wrong installation. Its Known Issues guidance gives an example of adding an explicit built-in content list to the server shortcut: -mod=curator;kart;heli;mark;expansion;jets;argo;orange;tacops;tank;enoch;aow. The important lesson is to point the process at the intended installation, not to copy that example blindly into every server.
Keep the two mod roles separate

Putting a server-only package in -mod turns it into a required client dependency. The server may appear healthy, but every player will be asked for a package they cannot or should not load. Move that folder to the server-side-mod setting instead.

Some managed hosts do not build the command line directly; they read an HTML modlist exported by the Arma 3 Launcher. In that setup, the file must be in the server root and its filename must exactly match the panel’s Modlist File value, including capitalization and the .html extension. A file placed in a subfolder, renamed during upload, or exported from a different launcher profile will be ignored.

- Export the modlist from the Arma 3 Launcher after selecting the intended collection.
- Upload the resulting HTML file to the server’s root directory, alongside the server configuration expected by the host.
- Copy the filename exactly into the panel’s Modlist File field; do not substitute a similar name or omit the extension.
- Save the panel configuration and restart the server rather than merely restarting a mission.
- Look for one console load line per selected mod. If none appears, return to the filename, location and executable checks instead of changing client files.
3. Make server and client files identical enough to pass
Understand a PBO mismatch
A PBO error says that the server and client are using different data. The named PBO identifies the package that differs; it is not a generic indication that the whole server is broken. A Workshop update may have reached one side first, or a partial download may have left a damaged file behind.

Repair the affected client’s copy
- Record the exact PBO filename and the mod that contains it from the join error.
- On the affected client, remove that PBO and its accompanying
.bisignfile from the mod’saddonsdirectory. Do not delete unrelated mods. - Use Steam’s file-verification function for that Workshop item, or unsubscribe and redownload it if verification does not restore the file.
- Ensure the server has completed its own Workshop update, then restart it so the new files are loaded.
- Ask every player to update the same Workshop item before testing again; a single outdated client can still fail while others succeed.
For a managed server, enable its automatic Workshop update behavior if available. After one deliberate validation pass, return a “validate on every start” option to the host’s normal setting; repeated full validations can make restarts unnecessarily long.

4. Fix Linux paths and capitalization
Linux treats MyMod, mymod and mymod as different names. Windows commonly hides that mistake because its usual filesystem comparisons are case-insensitive. A folder copied from a Windows machine can therefore look correct in a panel while the Linux process cannot open it.
- Compare the configured folder name with the directory name character by character.
- Rename mod directories and relevant files to a consistent lowercase convention if the host requires lowercase paths; remove spaces when the panel or shell cannot handle them reliably.
- Update the
-mod,-serverModor Modlist File entry after renaming. - If the host provides a one-time “make mod files lowercase” repair, stop the server, run that repair once, then rebuild any paths that changed.
- Restart and confirm the console’s load lines rather than relying on the panel’s saved list.
Do not assume that converting names fixes a missing download. It only corrects discovery when the files are present under a spelling the Linux process can open.
5. Separate loading from signature verification
Signature checking happens after the server can discover the mod. A package can be present and listed, yet a player can still be kicked because the server cannot validate the files that player loaded.

How keys are involved
When verifySignatures is enabled, each signed mod a client loads needs the matching .bikey in the server’s keys folder. Updating a mod can introduce a new key or make an old key stale. Compare the key supplied with the server’s current mod version, remove obsolete keys only when you know they belong to retired content, and restart after changing the folder.
Remove unauthorized client extras
Players sometimes load visual, audio or utility mods that the server does not permit. If the host supports optional client-side mods, mark them optional in that configuration. Otherwise have the player launch with only the required set while diagnosing the join. Do not disable signature checking as a first response: that hides the acceptance problem and changes the server’s security posture.

Startup flags
Temporarily remove extra parameters and add them back one at a time. A typo in a profile, mission, port, memory or mod argument can make a correct mod list appear broken. Keep a copy of the last command line that produced clear load messages.

BattlEye and security software
Confirm that BattlEye is updated and that the service is not blocked. Firewall and antivirus rules must allow the Arma server executable, SteamCMD or the host’s updater to read and write the installation. A security product that quarantines a PBO or prevents the updater from replacing one can produce the same symptoms as a corrupt Workshop download.
Memory and storage
Large mod collections and demanding missions can exhaust available memory during startup. Disk exhaustion can interrupt a Workshop download or leave a truncated file that later fails verification. Check free space before validating or redownloading a collection, and watch memory while starting the largest mission rather than testing only an empty server.
Automatic restarts
Bohemia notes that a BattlEye-enabled, password-protected server may require a manual reconnect after an automatic restart. If the server restarted successfully but a client remains in a failed session, disconnect fully and join again instead of treating the stale connection as a new mod error.
A complete recovery procedure
- Classify the symptom: no load lines, a named PBO mismatch, a signature kick, or a crash.
- Stop all server processes: include panel watchdogs and scheduled restart tasks.
- Confirm the installation: executable, working directory, server root, and the location of
keys. - Simplify startup: use only the intended
-modand-serverModvalues, with exact paths and semicolon separators. - Repair the list source: if a panel uses an HTML modlist, place the launcher export in the root and match the Modlist File value exactly.
- Start and read the console: record which mods are loaded and the first error, rather than relying on a panel status icon.
- Synchronize Workshop data: update the server, ask clients to update, and validate files when a named PBO differs.
- Apply Linux-specific repairs: correct capitalization and rerun the host’s lowercase conversion only if the files are present but undiscoverable.
- Check signatures: match current
.bikeyfiles inkeysand remove unapproved client extras. - Reintroduce complexity: add optional startup flags, additional mods and demanding missions one at a time, testing after each change.

What the console should tell you
A successful restart should show the server process starting from the intended installation, followed by load messages for the configured mod folders. Absence of those lines means the process never reached the content you selected; stop changing client Workshop files and return to the path and list checks. If the lines appear and a player is rejected, use the named PBO, signature or key message to choose the client-repair or key-repair branch. This distinction prevents a harmless client cache cleanup from masking a server-side path error.
Final verdict
Most “Arma 3 server mods not loading” incidents are configuration or synchronization problems, not mysterious incompatibilities. Prove which executable is running, make the -mod, -serverMod and modlist paths exact, account for Linux capitalization, then bring server and client files to the same version. Only after those checks should you troubleshoot signatures, BattlEye, security software, memory or disk limits. That order gives you a reproducible fix and keeps server-only content from becoming an unnecessary client requirement.
